Government's 550 crore project for Training 1 Million people a year

Hon’ble Minister of Finance during the
budget speech made the following
announcement:
“ To meet the demand for specific skills
of a high order, a Public Private
Partnership between Government and
Industry is proposed to promote skills
development programme under the name
‘Skill Development Initiative’….”.

➲ India, with growing industrialization, is
poised to touch double-digit growth rate.
➲ The 11th
Five Year Plan seeks to achieve a
faster and inclusive growth.
➲ Labour force of the country is an important
component for the economic development.

Labour productivity of an Indian worker in US $ is
3.05 per worker per hour while in most of the
developed economies , is more then US $ 30.
As per 61st
round of NSSO survey, large number of
workers (around 130 million out of 470 million
working population) are living below the poverty
line.

Skill level and educational attainment of the
workforce determines the productivity as well
as the ability to adapt to the changing industrial
environment.
A majority of Indian workforce does not possess
marketable skills which is an impediment in
getting decent employment and improving their
economic condition.

As per 1999 –2000 National Sample Survey only 5%
of the Indian labour force in the age group of 20-24
has received vocational training through formal
institutes whereas the percentage in industrialized
countries is much higher, varying between 60% and
96%.

175 million student enroll in class one every year, 96
million drop out upto class VII and 122 million by class
X. Twenty million finish class XII & 152 million have no
access to vocational training.
Around 33.67% of the males and around 33.94% of the
females are in the age group of 15-34 as per 2001
census. India has therefore got the unique
opportunity to complement what an ageing rest of the
world needs most i.e. productive workers.

Only about 2.5 million vocational training seats are
available in the country whereas about 12.8 million
persons enter labour market every year.
Large number of school drop outs do
not have access to skill development
for improving their employability.

The largest share of new jobs in India come
from the unorganized sector that employs
around 93 per cent (369 million) of the
national workforce whose training needs are
largely untouched by the training system
while they contribute about 60% to GDP.

Challenges
•Increase in skilled workforce from 5% ( 2.5 Million) at
present to about 50% (25 million) comparable with the
developed countries in order to fine tuning of skill training
in accordance with needs of the industry.
•Skill areas be increases to 2000 by year 2021.
•Develop effective PPP models to meet the growing need
of skilled manpower in emerging sectors.

Creation of huge infrastructure for skill training
Introduction of informal apprenticeship
training.

• Vocational training infrastructure available in country
cater to the training needs of only 2.55 m (1.05 m by
DGE& and 1.5 m by other ministries & departments).
All other Ministries/Departments provides training 1.5
million and DGE&T provides:
• 2.25 Lakh seats under Apprenticeship Training in 256
trades through 23800 industries

7.5 Lakh under Craftsmen Training Scheme in 110
trades through 6000 ITIs being upgraded in PPP
mode.
0.25 under Advanced Vocational Training Scheme
tailor made long/short term courses through ATI/ATI-
EPIs.

• In order to meet the demand for specific skills of a high
order, Skill Development Initiatives (SDIS) Scheme was
conceptualized and launched
• To Provide Training to School leavers, Workers, ITI
Graduates, etc.
• Testing & Certification of Skills acquired informally
Capacity building in the areas of development of
competency standards , curricula, learning material,
assessment standards etc.

➲ One million persons would be trained or their existing skills
tested & certified over a period of five years and thereafter
one million persons would be trained/tested every year.
➲ Total 500 short term training courses on modular employable
skills (MES) as per Industry / labour Market demands would
be identified & course curriculum developed.
➲ Process of identifying and development of course curriculum
would continue in future on demand of Industry / labour
Market.

Training would be provided by Vocational Training Providers
(VTP) fulfilling following criteria would be registered as VTP:
➲ ITI s/ITCs affiliated to NCVT
➲ Instts. Approved by Councils under Central Government like
AICTE/MCI, NCHMCT, etc.
➲ Colleges / Instts. Affiliated to a university set up by a
Central /State Govt. recognized by UGC,

Training would be provided by Vocational Training
Providers (VTP) fulfilling following criteria would be
registered as VTP :
➲ Company /Firm/ registered society/Trusts
 providing training under Apprentices Act 1961
NOTE: A registered VTP can run off campus courses
only within the districts in which the training center has
been registered Ref. Para 1.3.5 (v)

➲ Training cost @Rs.15/-per person per hour will be
reimbursed to VTP in respect of those successful
persons who got the training from VTP approved by
DGE&T.
➲ VTP has to submit the bill for reimbursement to RDAT in
the prescribed format.

Reimbursable training cost will be adjusted from
those VTPs who have been provided one time
advance of Rs.3 -10 lakhs
Each VTP has to keep the record for training fee
deposited while admission and then refund of
training fee those successfully completed the
module.

➲ While forwarding the list of successful participants to
RDAT , assessing body will furnish the information for
reimbursement of assessing fee.
➲ RDAT will issue the cheques to assessing bodies for
onward reimbursement to successful participants.
➲ In process the role of Nodal ITI is important.
➲ Nodal ITI and Assessing body needs to be developed
good network so that testing fee may be reimbursed to
successful participant.

Testing of skills of trainees by independent
assessing bodies who would not be involved in
conduct of the training programme.
NCVT certificates to the successful persons would
be awarded.

Note:
• Candidates belonging to SC/ST Category & Women will
be given relaxation of 25 %in Fee.
2. In order to motivate trainees to take program seriously, training fee of all those
trainees who successfully complete the training would be refunded to them
3. This refund will be at VTP level.

Related theory & soft skills
Identification of tool, equipment & raw
material
#Section B: (Practical)
Assessment of practical competencies
