Wisconsin expanded its BadgerCare Plus public health insurance program in 2008. An evaluation found large increases in enrollment, particularly among those already income-eligible. Enrollment increased most at the start of the program. Take-up rates were substantial relative to the uninsured population. The expansion modestly reduced exits from the program and churning. Next steps included better estimating crowd-out and lessons for other states emphasized branding, limiting anti-crowd-out provisions, and simplifying enrollment.

Goals: 1. Incremental; 2. Preserve employer-sponsored coverage system already in place; 3. Achieve 98% coverage in Wisconsin; Mention that I’m going to be talking about Phase I only, Phase II is happening right now, with existing general/County assistance enrollees converted into program on January 1 and new enrollees on June 1 st. Phase III is on hold, depending on what happens at the national level. This effort represents the most comprehensive reform of Wisconsin’s MA program since its creation in 1965.
