Este documento apresenta o regulamento das competições de karatê promovidas pela Federação Amazonense de Karatê para o ano de 2013, definindo categorias, regras e premiações. Serão realizados 4 eventos ao longo do ano, com disputas individuais e por equipes em kata e kumitê, para diversas categorias etárias e de peso. As regras seguirão os padrões da Confederação Brasileira e da World Karate Federation, com adaptações para cada faixa etária.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

REGULAMENTO ESTADUAL DE COMPETIÇÕES / 2013
CAPITULO I - DAS DISPOSIÇÕES PRELIMINARES
Art.1º Este regulamento tem por finalidade determinar as condições gerais para a realização das competições promovidas pela
FAK.
Art.2º Poderão participar todas as Associações filiadas a FAK, desde que estejam em pleno gozo dos seus direitos estatutários
e de acordo com este regulamento.
CAPITULO II – DOS CAMPEONATOS E CATEGORIAS
Art.3º A FAK realizará em 2013 as seguintes competições:
1. 3º Festival de Abertura;
2. 5º Circuito Amazonense;
3. XI Copa Internacional Amazônica; e
4. Campeonato Amazonense de Karatê.
§ 1º - No 3º Festival de abertura serão realizadas as seguintes categorias:
- Kumite individual:
1. CADETE (14 e 15 anos) FEMININO – OPEN; e
2. SÊNIOR (18 anos e acima) MASCULINO – OPEN
- Inscrição: R$ 10,00, sendo a renda de cada categoria, destinada ao(a) campeão(â).
§ 2º - Para os demais eventos, seguem abaixo as categorias utilizadas:

(1) Categorias em equipe serão disputadas na XI Copa Amazônica e no Campeonato Amazonense.
(2) Equipe pode ser completada com um atleta menor de 14 anos.
(3) Equipe pode ser completada com um atleta de 16 ou 17 anos.
Art.4º A pesagem será confirmada no dia do evento, por ocasião da chamada de cada categoria, sendo tolerada margem de 01
(um) Kg para mais ou para menos. Atletas fora do peso poderão mudar de categoria, após o pagamento da taxa de R$ 10,00. A
pesagem poderá ser realizada com kimono de competição e protetores.

Art.5º No circuito Amazonense de Karatê o sistema de chaves para as competições de Kata e de Kumitê será o de eliminatória
simples sem repescagem para as categorias com menos de 9 atletas. Nas categorias com 10 ou mais atletas, será realizada a
repescagem com a disputa de apenas um terceiro lugar. Na Copa Amazônica e no Campeonato Amazonense será seguido o
mesmo texto acima, sendo dois terceiros para as categorias com 10 ou mais atletas inscritos.
Art.6º Cada Associação poderá inscrever número ilimitado de atletas por categoria, nas competições individuais.
Art.7º Na competição por equipes, cada Associação poderá inscrever apenas um conjunto por categoria, de três atletas cada
(Kata) e dois ou três atletas cada (Kumitê), não sendo possível a substituição de atletas após a primeira rodada.
Art.8º A quantidade de kata requerida dependerá da quantidade de atletas inscritos, conforme tabela abaixo, podendo ser
realizado qualquer Kata tradicional de Karate exceto com armas (kobudo).

§ 1º - Nas categorias de Kyu acima não poderá haver repetição; e
§ 2º - Nas categorias Kyu abaixo os kata poderão ser repetidos em todas as rodadas.
CAPITULO III – DAS REGRAS OFICIAIS E DA CLASSIFICAÇÃO
Art. 9º As provas de Kata serão desenvolvidas obedecendo ao que determinam as regras da WKF, com as adaptações devidas e
nas competições de Kata em equipe, as equipes finalistas deverão apresentar o Bunkai do kata escolhidos para a final.
Art. 10 As provas de Kumitê serão desenvolvidas obedecendo ao que determinam as regras abaixo:
SEÇÃO I – DAS REGRAS DE COMPETIÇÕES PARA MENORES DE 16 ANOS
A - MIRIM A, INFANTIL B e A B - CADETE (Individual)
Tempo de luta: 1 min e 30 segundos cronometrados. Tempo de luta: 1 min e 30 segundos cronometrados.
Pontuação: Shobu (diferença de 6 pontos) Pontuação: Shobu (diferença de 8 pontos)
Tamanho do koto: 6 m x6 m. Tamanho do koto: 8 m X 8 m.
SEÇÃO II – DAS REGRAS DE COMPETIÇÕES PARA CATEGORIAS JÚNIOR e VETERANO

Tempo de luta: Masculino e Feminino: 2 minutos cronometrados.
Pontuação: Shobu (diferença de 8 pontos)
Tamanho do koto: 8 m X 8 m.
SEÇÃO III – DAS REGRAS DE COMPETIÇÕES PARA A CATEGORIA SÊNIOR

Tempo de luta: 2 minutos, sendo 3 minutos na final. Tempo de luta: 2 minutos.

SEÇÃO IV – DA CLASSIFICAÇÃO E PREMIAÇÃO
Art. 11 Nas disputas individuais serão classificados os três primeiros colocados nas respectivas categorias. Por equipe serão
premiados os dois finalistas.
Art. 12 Nas competições oficiais serão conferidos aos participantes os seguintes prêmios, oferecidos pela FAK:
a) medalhas para os três primeiros classificados em cada evento; e
b) troféus para as três primeiras associações classificadas no cômputo geral de medalhas, de acordo com as normas
internacionais, após o final de cada evento.

CAPITULO IV – DO UNIFORME, DA PUBLICIDADE E DOS PROTETORES
Art. 13 As equipes deverão perfilar-se, obrigatoriamente, no desfile de abertura, premiação e encerramento, usando o Uniforme
Oficial da Associação que representam.
Art. 14 A publicidade nos KIMONOS (Karatê-gi) será permitida nas medidas e locais determinados pelo regulamento da
World Karate Federation.
Art. 15 Equipamentos usados nas competições de karatê a cargo de cada participante:
OBRIGATÓRIOS
- Luva e faixa de competição nas cores vermelha e azul;
- Protetor bucal moldável – Atleta com aparelho ortodôntico deverá utilizar o protetor bucal duplo;
- Protetor de canela e pé nas cores vermelha e azul; e
- Protetor de peito feminino.
OPCIONAIS
- Protetor de tórax - Modelo WKF (Será obrigatório em 2014);
- Protetor genital masculino, na cor branca; e
- Protetor genital feminino, na cor branca;
Não será permitido uso de bandagem ou de curativo, exceto se autorizado pelo Árbitro e o Médico oficial.
CAPITULO V - DOS PARTICIPANTES
Art. 16 Poderão participar das competições oficiais da FAK todas as Associações filiadas, bem como seus Atletas, Técnicos,
Delegados e Árbitros, desde que estejam em pleno gozo dos seus direitos, em dia com as exigências estatutárias e que
cumprirem as disposições deste Regulamento.
SEÇÃO I - DAS INSCRIÇÕES DOS ATLETAS
Art. 17 As inscrições dos atletas serão realizadas pelas Associações em formulário disponibilizado pela FAK, até 30 dias antes
de cada evento.
Art. 18 As inscrições deverão ser feitas, até às 23:00 h da segunda-feira anterior ao evento.
Art. 19 Os valores das inscrições:
- Uma modalidade individual (KATA ou KUMITÊ) – R$ 35,00 por atleta;
- Duas modalidades individuais (KATA e KUMITÊ) – R$ 45,00 por atleta;
- Equipe – R$ 30,00 por equipe.
Art. 20 Não terá direito de participação, o Atleta que:
a) não apresentar aos dirigentes da FAK, quando exigido, certidão de nascimento ou documento de identidade; e
b) não comprovar o pagamento da taxa de anuidade, se for faixa preta.
SEÇÃO II – DOS TÉCNICOS
Art. 21 Os técnicos deverão usar em todos os momentos, durante a competição, traje específico (agasalho ou camiseta da
entidade que representa) sob pena de não poder participar da competição. Será designado para ele um lugar para sentar-se
durante a contenda, sendo que ele não poderá interromper a disputa por meio de instruções ou gesticulações para seus
competidores.
SEÇÃO III – DO PROTESTO
Art. 22 O protesto será classificado em dois tipos:
a) Protesto administrativo; e
b) Protesto técnico.
Art. 23 O protesto administrativo é cabível quando houver um possível erro de ordem administrativa durante um confronto.

São exemplos de erro administrativo:
a) O placar de pontuação equivocado.
b) Nome ou chamada de atleta equivocado.
c) Erro de chave, etc.
Parágrafo único: O protesto administrativo deverá ser feito verbalmente pelo Técnico ao Chefe de Quadra no momento em que
detectar o possível erro administrativo. O Chefe de quadra deverá parar o encontro, quando for o caso, analisará o protesto e
tomará as seguintes providências:
a) Se a reclamação proceder, o Chefe de quadra corrigirá imediatamente o erro administrativo.
b) Se a reclamação não proceder, o encontro continuará.
Art. 24 O protesto técnico é cabível quando houver um possível erro de procedimento de arbitragem, infringindo assim o
regulamento. Não cabe protesto sobre nenhum julgamento dos membros do Quadro de Árbitros.
Parágrafo Único: O protesto técnico deverá ser feito por escrito pelo representante legal da Entidade participante, através de
formulário padrão da FAK (sumula de protesto) acompanhado das provas sobre as alegações, de comprovante de pagamento
da taxa no valor fixado para o evento encaminhado a um dos membros do Júri de Apelação.
SEÇÃO IV – DO JURI DE APELAÇÃO
Art. 25 O Júri de Apelação será formado por 3 Árbitros Titulares e 3 Árbitros Suplentes, designados pelo Presidente da FAK.
Parágrafo Único: Compete ao Júri analisar o protesto técnico e tomar as seguintes providências:
1 – Na hipótese da procedência e deferimento do protesto técnico, proceder-se-á da seguinte forma:
a – Declarará nulos os julgamentos do Quadro de Árbitros que violaram as regras.
b - Anulará os resultados dos combates que foram afetados, desde o ponto em que ocorreu o erro de procedimento.
c – Determinará que se refaçam os combates afetados pelo erro de procedimento.
d – Solicitará ao setor de tesouraria que devolva ao reclamante a taxa de protesto paga.
e – Fará uma recomendação ao Conselho Temporário de Árbitros para que avaliem os Árbitros envolvidos, a fim de
corrigi-los ou penalizá-los, de acordo com os Estatutos da FAK.
2 - Se o protesto técnico não proceder, a taxa de protesto não será devolvida, cujo valor será revertido para a FAK.
Art. 26 Da decisão do Júri de Apelação não caberá recurso.
CAPÍTULO VI – DA COMISSÃO DISCIPLINAR TEMPORÁRIA
Art. 27 A FAK instituirá a Comissão Disciplinar Temporária para cada Campeonato, que funcionará exclusivamente durante a
realização dos mesmos, a qual aplicará sanções de caráter automático aos Atletas e Dirigentes infratores, garantindo-lhes
ampla defesa.
§ 1º - A Comissão Disciplinar Temporária será composta dos seguintes membros:
Um Representante da FAK, um Representante dos competidores participantes e um Representante dos Árbitros.
§ 2º Da decisão da Comissão Disciplinar, caberá recurso para a Comissão Disciplinar do TJD, com efeito suspensivo, no prazo
de dois dias úteis, quando as punições excederem de uma competição e/ou 15 (quinze) dias.
§ 3º - Compete ainda à Comissão Disciplinar Temporária, analisar e aplicar sanções por atos de indisciplina ocorridos durante
o evento.
CAPITULO VII - DOS CERIMONIAIS
Art. 28 Em todos os Campeonatos promovidos pela FAK serão obrigatórios os cerimoniais de abertura e encerramento,
coordenados pela Comissão Organizadora do evento.
6. FEDERAÇÃO AMAZONENSE DE KARATE
FILIADA A CONFEDERAÇÃO BRASILEIRA DE KARATÊ
VINCULADA AO COMITÊ OLÍMPICO BRASILEIRO
RECONHECIDA DE UTILIDADE PÚBLICA ESTADUAL CONFORME LEI Nº 2.490 DE 27/05/98
Art. 29 Todas as equipes participantes da competição deverão perfilar-se e estar representadas no cerimonial de abertura e
encerramento.
Art. 30 O Cerimonial de Encerramento da competição constará de:
a) proclamação da classificação final;
b) entrega dos troféus e medalhas; e
c) palavras do presidente da FAK.
§ 1º - Para recebimento da premiação, em respeito ao cerimonial, os atletas deverão estar devidamente uniformizados;
§ 2º - O Atleta que faltar a cerimônia de premiação, sem motivo anteriormente justificado ao Presidente da FAK, não receberá
a premiação que faz jus e seu resultado não computará para o Ranking Estadual.
CAPITULO VIII - DA RESPONSABILIDADE DA ENTIDADE
Art. 31 À FAK, responsável pela direção, difusão e organização do karatê no Estado do Amazonas, compete:
a) Cumprir e fazer cumprir as regras oficiais da modalidade e as disposições legais e estatutárias;
b) Designar os Membros da Comissão Executiva e Árbitros;
c) Tomar providências de ordem técnico-administrativa, necessárias à organização dos campeonatos;
d) Elaborar o calendário dos eventos por ela promovidos;
e) Aplicar medidas disciplinares, quando for o caso, nas equipes participantes (Comissão Técnica, Atletas, Dirigentes
e Árbitros) através das disposições regulamentares.
f) Providenciar alimentação para árbitros e pessoal de apoio;
g) Ginásio para competição com pisos oficiais, adequados e demarcados;
h) Súmulas, canetas, réguas, cronômetros;
i) Pessoal de apoio, responsável pela organização, à disposição do Coordenador Técnico;
j) Facilidades para a imprensa nos locais de competição;
Art. 32 As Associações participantes responsabilizar-se-ão por:
a) Comparecer ao local da competição na data e horários determinados; e
b) Manter a disciplina do seu pessoal, durante toda a competição.
CAPITULO IX - DISPOSIÇÕES FINAIS
Art. 33 Durante as competições, as Equipes, Atletas, Árbitros, Dirigentes, Pessoas Físicas ou Jurídicas, direta ou indiretamente
vinculadas a FAK ou a serviço de qualquer das filiadas, que infringirem este Regulamento, normas ou decisões da FAK,
estarão sujeitos às sanções previstas no Código Brasileiro de Justiça de Desportiva - CBJD.
Art. 34 Os casos omissos serão resolvidos pelo Diretor Técnico da FAK, ouvidos, quando possível, o presidente da FAK e os
presidentes das associações filiadas.
