Explains how economic opportunities and Singapore’s socio-cultural environment attract more
foreigners to Singapore
- Award 5m for explaining 1 factor
- Award 6m for 1 well-explainedfactor OR 2 factors
- Award 7m for 2 well-explainedfactors
E.g. When there are more established and large companies like MNCs setting up businesses in
Singapore, it opens up many job opportunities which will attract migrants and immigrants looking for
employment that may not exist in their home countries. Foreigners who are in search of a better life and
future would also be attracted to work in Singapore, whose jobs may offer a higher pay than those they
can get in their home countries, and allow them to earn a better living in Singapore. Therefore,
economic opportunities helps to attract more foreigners to Singapore.
E.g. The existence of these communities may help foreigners feel more at home in Singapore as they can
bond and interact with people from their home countries, even though they are away from home. This
will help foreigners be able to settle in and adapt to life in Singapore better. When foreigners feel that it
is easier to settle into Singapore, they would be more willing to immigrate to Singapore knowing that
they would not miss their home so much. Therefore, community support helps to attract more
foreigners to Singapore.
OR
E.g. With a safe environment in Singapore with low crime rates, foreigners can feel secured and safe
that they are in Singapore. They would be able to work and live in Singapore without the constant worry
about their safety and well-being. Therefore, Singapore’s safe environment helps to attract more
foreigners to Singapore.
OR
E.g. The wide range of education options available in Singapore have made Singapore a well-known hub
for education. Foreigners who wish to pursue their education would be attracted by the many choices
available as well as the assurance that they will be able to get a quality education and recognised
qualifications. The quality education that they receive in Singapore will enable them to find a better job
and have better future prospects. Therefore, Singapore’s education system helps to attract more
foreigners to Singapore.

Both aspects in L3 + Explains the relative importance of economic opportunities over Singapore’s socio-
cultural environment in attractingmore foreigners to Singapore
E.g. L3 + economic opportunities is more important in attracting more foreigners to Singapore in the
short term because better job opportunities will offer foreigners better future prospects and will allow
them to earn more money and improve their standard of living. This is more important to foreigners
who come to Singapore for the short-term as they would not be so heavily influenced by the socio-
cultural environment here as their main focus is to work and earn as much money as they can. However,
in the long term socio-cultural environment is more important in attracting more foreigners to Singapore
as the safety and the community support would be a greater consideration for foreigners who plan to
stay in Singapore long-term. Even with great economic opportunities, an unsafe and unpleasant
environment would not appeal to foreigners who are considering to come to Singapore on a longer-term
basis as they would face more problems adapting to Singapore and would lead more uncertain and
worrisome lives.
