• Local government units (LGUs) play a crucial role in delivering basic services such as
Health and Social, Environmental Management, Agriculture, Infrastructure, and
Tourism.
• The 1991 Local Government Code (LGC) outlines these services, but surveys show
mixed results on public service performance in the Philippines.
• Issues include uncertain access to water and electricity, declining literacy rates,
environmental degradation, rising unemployment rates, lack of low-cost housing, and
unreliable police and fire department services.
• In San Mateo, Isabela, the implementation of basic services is being assessed to
determine if they align with the city's advocacy to become an Agro-ecological City.
• The city faces challenges from urbanization, technology adoption, climate change, and
population growth.
• Assessing the performance of LGUs in implemented basic services can provide data for
more viable programs and projects, ultimately winning the trust of citizens and guiding
policy, institutional, or financial analyses to improve basic services.

A study was conducted in San Mateo, Isabela, involving
447 respondents from 33 barangays. The research used
descriptive and inferential methods to understand respondents'
perceptions of basic service implementation and good
governance. The data was analyzed using frequency counts,
percentages, weighted mean, Likert's System, and a one-way F-
test at a 5% level of significance to determine significant
differences among the mean ratings of the four groups of
respondents.

• The four groups of respondents differ in their perceptions on the level of
implementations of basic services. The respondents assessed the seven basic
services with High Level of Implementation where Environmental Management
Services scored the highest rank while agriculture service scored the garnered the
lowest mean in terms of implementation.
• The four dimensions of good governance had favorable responses of very
satisfactory.
• All basic services have a probability value of 0.000 which is less than .05. This
establishes significant differences on the level of implementation of basic services.
Therefore, the null hypothesis of no significant difference in the perceptions of the
four groups of respondents on the level of implementation of basic services is
rejected.
• All significantly differ among the four groups with probability values (p-value) less
than 0.05 therefore; the null hypothesis of no significant difference in the
perceptions of the four groups of respondents in terms of good governance on the
level of implementation of basic services is rejected.
• The problems encountered by the municipality in terms of implementation were
rarely encountered.

• Sustainability and viability of programs in accordance to the needs of San Mateo folks are
desired.
• For Agriculture Service, since this area needs high capital and investment that the municipal
government could not afford to implement and sustain, it is recommended to tie up with
the Department of Agriculture, State Universities, TESDA, DOST and those related
institutions in order to finance and provide technical support.
• Though “Lack of Budget” and “Peace and Order” were occasionally encountered, it is still
recommended to the leaders of San Mateo to source out more funds to finance the basic
services for the general benefits of their constituents, since needs satisfaction has direct link
with the said items.
• For infrastructure Service, the Municipal Officials should allot budget for earthquake dike
construction since the respondents deem it necessary.
• In Health Services, there should be a periodic evaluation to identify the strengths and
weaknesses of the management of the RHU of San Mateo to cope up with the standards
prescribed by the Department of Health or other higher organizations. Likewise, the Local
Health Boards should endeavor to increase allocations for priority programs like purchase of
medicines, medical supplies and equipment since they are empowered to participate in
budget deliberation.
• Environmental Management Service was sought to be sustainable yet LGU San Mateo
should continually find scientific and creative interventions on waste disposals and other
environment concerns.

• It guides the LGU policy makers or leaders to be more
comprehensive in their development Plan attuned to the
needs of their constituents.
• It provides a general picture of LGU San Mateo in the
implementation of Basic Services and its potentials to attain
its Vision and Mission to become an Agro-Ecological City in the
Philippines.
