Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

✅What is C++ Programming?
C++ is an enhanced and extended version of C programming language, developed by Bjarne Stroustrup in 1979 as part of his Ph.D. project. Bjarne developed what he called ‘C with Classes’ (later renamed C++) because he felt limited by the existing programming languages that were not ideal for large scale projects. He used C to build what he wanted because C was already a general-purpose language that was efficient and fast in its operations.

DECLARAÇÃO DE WASHINGTON SOBRE O DESENVOLVIMENTO INTEGRADO DE EXPLORAÇÃO
ARTESANAL E DE PEQUENA ESCALA DE DIAMANTES COM IMPLEMENTAÇÃO DO PROCESSO DE
KIMBERLEY
RESUMO
Com vista a fortalecer os controlos internos em países produtores com sectores de mineração artesanal
e de pequena escala de diamantes (ASM), o Processo de Kimberley tem de aproveitar o trabalho da
comunidade de desenvolvimento. Conforme indicado na Declaração de Moscovo de 2005 sobre a
melhoria de controlos internos relativos à produção de diamantes aluviais, é necessário uma melhor
rastreabilidade, regulamentação e aplicação.
Cada vez mais, a segurança económica, regulamentação formal e um desenvolvimento sustentável de
intervenientes de ASM são também reconhecidos como ferramentas necessárias para trazer os diamantes
em bruto para as cadeias de custódia legítimas.
O Grupo de Trabalho sobre Produção Artesanal e Aluvial (WGAAP) tem incidido sobre estas questões em
anos recentes e concluiu que existe muita coisa que o PK pode fazer para apoiar estes esforços.
Em Junho de 2012, à margem da intersessão do PK, a Agência dos Estados Unidos para o Desenvolvimento
Internacional (USAID), a Diamond Development Initiative, e o Banco Mundial organizaram uma
conferência sobre como "melhorar o potencial de desenvolvimento da mineração artesanal e de pequena
escala".
Com base em trabalho anterior, os participantes da conferência desenvolveram diversas ideias para
integrar objectivos de desenvolvimento com implementação do PK, incluindo o estabelecimento de um
Fórum de Acção sobre Mineração (MAF) para complementar os esforços do WGAAP e da Diamond
Development Initiative (DDI).
O conceito de um MAF, que actuaria como um balcão único em termos de conhecimentos técnicos,
formação e equipamento de mineração que poderia se acedido por governos com produção de diamantes
e por comunidades de mineração artesanal, irá ser explorado em maior pormenor.
Reconhecendo que não é, ela mesma, uma instituição de desenvolvimento, o PK encoraja a adopção de
diversas melhores práticas para facilitar uma integração melhorada de acções e princípios de
desenvolvimento económico no sector da ASM e implementação do PK. Para além disso, deveria ser
adicionada uma secção aos relatórios anuais dos participantes do PK com uma descrição dos esforços de
desenvolvimento no âmbito do sector da ASM, incluindo melhores práticas e lições aprendidas.
ANTECEDENTES
A mineração artesanal e de pequena escala de diamantes representa aproximadamente 25 por cento do
comércio de diamantes brutos a nível mundial. O sector da ASM apresenta desafios a iniciativas como o
Processo de Kimberley porque frequentemente actua fora da economia formal e desta forma escapa aos
controlos internos que formam um dos pilares do Processo de Kimberley. Em resposta a este problema,

a Plenária de Moscovo de 2005 do Processo de Kimberley adoptou uma declaração sobre a "melhoria dos
controlos internos relativos à produção de diamantes aluviais".
A Declaração de Moscovo continha uma série de recomendações com o intuito de melhorar a
rastreabilidade da produção artesanal desde a mina até à exportação, regular e formalizar a mineração
artesanal e o comércio de diamantes aluviais, enfrentar o comércio transfronteiriço ilícito e encorajar os
mineiros artesanais a mudarem-se para a economia formal.
A Declaração de Moscovo recomendava também que os Participantes do PK e a comunidade de doadores
apoiem o estabelecimento de procedimentos de rastreabilidade eficazes, promovam a formalização do
sector de mineração artesanal, e que apoiem os esforços regionais para enfrentar o tráfico
transfronteiriço de diamantes em bruto.
Os participantes na Plenária de Moscovo formaram também o sub-Grupo de Trabalho sobre Produção
Artesanal e Aluvial (WGAAP), com o intuito de promover controlos internos mais eficazes sobre a
produção e o comércio de diamantes aluviais. O WGAAP tornou-se então um Grupo de Trabalho
autónomo na Plenária do Botsuana de 2006.
Controlos internos melhorados ajudam a garantir que apenas diamantes em bruto produzidos e
comercializados de acordo com a legislação nacional e com o Esquema de Certificação do Processo de
Kimberley (KPCS) entram no mercado legítimo. O WGAAP, liderado por Angola na sua presidência, tem
realizado discussões abrangentes sobre como garantir a melhoria de controlos internos no sector
artesanal e sobre como conseguir uma melhoria desse desenvolvimento em geral.
CONFERÊNCIA DE DESENVOLVIMENTO DE JUNHO DE 2012
À margem da intersessão do PK em 2012 em Washington, D.C., a USAID, a Diamond Development
Initiative, e o Banco Mundial organizaram uma conferência sujeita ao tema de melhoria do potencial de
desenvolvimento da mineração artesanal e de pequena escala: "Enhancing the Developmental Potential
of Artisanal and Small-Scale Mining".
O princípio organizador da conferência foi de que, com vista a melhorar os controlos internos em países
produtores com sectores da ASM significativos e para melhorar o potencial de desenvolvimento do sector
de mineração artesanal de diamantes, os Participantes e Observadores do Processo de Kimberley devem
examinar formas de aproveitar o trabalho da comunidade de desenvolvimento para reduzir a natureza
informal e precária da mineração artesanal e de pequena escala.
Apesar de uma melhor rastreabilidade, regulamentação e aplicação serem absolutamente necessárias,
uma maior segurança económica e um desenvolvimento sustentável são objectivos igualmente
importantes caso se pretenda que diamantes em bruto sejam trazidos para as cadeias de custódia
legítimas e que os mineiros artesanais se desloquem para a economia formal.
O Processo de Kimberley não tem o mandato, os meios, os recursos, ou a experiência para expandir a sua
função para o campo do desenvolvimento. Contudo, a conferência demonstrou que já existem diversas
organizações envolvidas em desenvolvimento sustentável do sector ASM com as quais o PK e os seus
participantes podem colaborar de forma útil.

Estas organizações incluem, entre outros, os organizadores da conferência: Direitos de Propriedade e
Iniciativa de Desenvolvimento de Diamantes (PRADD) da USAID, que está a trabalhar para assegurar
direitos de propriedade aplicáveis para os mineiros artesanais na República Centro-Africana e Libéria; a
Diamond Development Initiative, que tem vindo a trabalhar para registar mineiros artesanais e
estabelecer padrões éticos aplicáveis a diamantes provenientes de mineiros artesanais; e a unidade de
Energia, Petróleo, Gás e Mineração Sustentável (SEGOM) do Banco Mundial que está a desenvolver
estratégias para resolver alguns dos desafios sociais e ambientais enfrentados pela ASM.
As nações produtoras estão a assumir a iniciativa através da adopção das suas próprias estratégias para
fomentar o desenvolvimento sustentável e trazer a sua ASM para o sector formal. O Brasil e a Libéria, por
exemplo, estabeleceram grupos de trabalho nacionais de múltiplas partes interessadas, reunindo peritos
da sociedade civil com representantes da indústria para ajudar o governo a melhorar a aplicação e a
implementação a nível nacional, e a Guiné que realizou recentemente um programa piloto no qual o
governo e a sociedade civil cooperaram na monitorização de áreas de produção artesanal.
OBJECTIVOS DA POLÍTICA PARA AVANÇO DO DESENVOLVIMENTO DO SECTOR DA ASM E MELHORIA DE
IMPLEMENTAÇÃO DO PK
Com vista a desenvolver a Declaração de Moscovo, o Processo de Kimberley é encorajado a procurar
formas de fazer avançar e de aprofundar o desenvolvimento do sector da ASM no interesse de melhoria
de implementação do PK. Estas formas incluem a promoção dos seguintes objectivos da política:
A. Melhorar a formalização da mineração artesanal
A.1. Baixar as taxas e aumentar a acessibilidade a licenças de mineração
Os participantes com um sector de ASM são encorajados a considerar o estabelecimento de políticas que
proporcionam aos intervenientes de ASM um maior incentivo em relação à formalização das suas
operações. A formalização do sector da ASM inclui um amplo leque de actividade incluindo, embora sem
carácter limitativo: registo e licenciamento de mineiros e de reivindicações de mineração.
Reduzir o custo das taxas de licenciamento e prolongar a duração das licenças provou ser um incentivo
eficaz em muitas partes do mundo de exploração mineira, incluindo, recentemente, na República
Democrática do Congo, conforme demonstrado através do trabalho da DDI.
Tanto na RDC como na República Centro-Africana, a redução da taxa relativa a licenças de ASM aumentou
na realidade as receitas dos cofres do estado, dado que mais mineiros artesanais entraram para a
economia formal.
Os governos são encorajados também a aumentar a acessibilidade a licenças de exploração mineira. As
regiões de mineração localizam-se frequentemente longe da administração governamental e exigem
tempo e custo significativo a alcançar: instalações de licenciamento móveis proporcionam uma solução
parcial.
A.2. Melhoria da recolha e análise de dados
Também conforme indicado nas recomendações da Declaração de Moscovo, os participantes do PK são
encorajados a recolher dados demográficos e geográficos em áreas de ASM. Os participantes podem

considerar o uso de análise de imagens de satélite disponíveis para monitorizar locais de mineração
artesanal e de pequena escala.
Um exemplo deste uso de tecnologia foi recentemente implementado com sucesso no Gana. O governo
da RCA também utiliza tecnologia de GPS através do projecto PRADD para mapear áreas de produção de
diamantes e para rastrear a produção e a venda de diamantes aluviais no âmbito de um sistema de
informação geográfica. Outro exemplo do uso da tecnologia para apoiar a implementação do PK é o
projecto da DDI na RDC, o qual recolheu informação sobre localização e sócio-económica com
localizadores GPS durante o registo de mineiros no local. Este sistema tem sido usado para rastrear a
produção de diamantes artesanais, produzir relatórios sobre dados de produção e sócio-económicos, e
para mapear as áreas de mineração artesanal de diamantes.
Por fim, o Serviço Geológico dos Estados Unidos tem trabalhado em apoio ao PK e aos seus grupos de
trabalho (WGDE, WGM) para desenvolver uma metodologia para calcular a produção de zonas de
mineração artesanal e baseada na análise de imagens de satélite, dados geológicos e levantamentos no
terreno em vários países. Para além disso, o Serviço Geológico dos Estados Unidos realizou um programa
piloto na Guiné em que o governo e a sociedade civil colaboraram para realizar levantamentos e para
monitorizar a produção em zonas de mineração artesanal. Esta informação tem-se revelado essencial
tanto para governos como para mineiros artesanais para monitorizar o desenvolvimento dos seus
recursos naturais. O WGAAP conseguiu fornecer dados como, por exemplo, informação sobre a
transferência de fundos ou quilates negociados a partir de fontes aluviais.
A.3. Reforçar os direitos de propriedade
Direitos de propriedade fortes são uma condição necessária para trazer muitas formas de actividade
económica para o sector formal e complementar as recomendações da Declaração de Moscovo em
relação a estabelecer sistemas de cadastro eficazes com vista a manter informação actualizada e exacta
sobre áreas de produção e licenças de mineração.
O projecto Direitos de Propriedade e Iniciativa de Desenvolvimento de Diamantes (PRADD) da USAID
demonstrou o valor de reforçar os direitos de propriedade dos mineiros artesanais. A investigação da
USAID confirmou uma relação positiva entre reforçar os direitos de propriedade e a diminuição de
disputas de propriedade, conversão de locais de exploração para outros usos económicos e o aumento
de receitas para mineiros artesanais.
Sempre que aplicável, os Participantes do PK são encorajados a explorar a viabilidade de fortalecer direitos
de propriedade através de esclarecimento, demarcação e documentação de direitos de mineração e de
terreno em conformidade com as leis nacionais.
A.4. Transparência financeira e boa governação
Os participantes são encorajados a reconhecer que transparência financeira e boa governação reforçam
que todos os cidadãos têm a ganhar com a mineração de diamantes, e que todos têm um interesse no
processo de tomada de decisões.
A.5. Capacitar os mineiros artesanais a interagir com compradores e investidores
Aumentar o acesso a compradores e investidores pode melhorar as vidas de mineiros artesanais,
assegurando que mais diamantes em bruto entram na cadeia de fornecimento formal.

Participantes com um sector de ASM são encorajados a estabelecer estruturas legais que permitam a
mineiros ou a cooperativas artesanais comercializar os seus diamantes directamente no mercado
internacional desde que sejam consistentes com as disposições do KPCS.
A formação no âmbito de avaliação de diamantes, gestão de negócios, e administração podem capacitar
os mineiros a interagir melhor com investidores novos e alternativos, beneficiando indirectamente as
autoridades fiscais e regulamentares do governo participante.
A.6. Alargar o acesso a contributos relativos a mineração
Alargar o acesso a contributos sobre mineração pode encorajar a formalização do sector de ASM.
Experiências na República Centro-Africana demonstraram que é possível fornecer equipamento de uma
forma sustentável e economicamente eficaz através de grupos de aluguer de equipamento.
Os mineiros artesanais podem receber formação no âmbito das competências necessárias, permitindo-
lhes formular um plano de negócios, e alugar e realizar a manutenção de equipamento de mineração.
Esta estratégia demonstrou ser eficaz em encorajar mineiros artesanais a registarem-se formalmente ao
mesmo tempo que proporciona um meio de ultrapassar as restrições de capital, e introduzir competências
de negócios vitais. Para além disso, membros do WGAAP receberam por parte da DDI um estudo extensivo
sobre a mecanização da mineração artesanal de diamantes.
B. Melhorar as condições sociais em comunidades de ASM
B.1. Apoiar subsistências complementares em comunidades de ASM
É imperativo que os participantes do PK enfatizem a importância de diversificar as fontes de geração de
rendimento no seio das comunidades da ASM.
Os participantes devem encorajar as comunidades de mineração artesanal a diversificar os rendimentos
e a desenvolver estratégias de subsistência complementares.
Um exemplo dessa diversificação pode ser encontrado na República Centro-Africana, onde um grande
número de mineiros, a trabalhar com o projecto PRADD, converteram poços de exploração mineira em
explorações aquícolas e jardins de legumes com vista a suplementar os rendimentos e a fazer uso da terra
que de outra forma teria sido abandonada.
B.2. Capital de exploração e organização
O sector de mineração artesanal é assolado por desorganização e por conflito social, tornando os mineiros
vulneráveis a muitos tipos de influência negativa externa.
É encorajado que sejam realizados esforços para identificar novas formas de organização e para
proporcionar o capital de exploração necessário aos mineiros. É necessária a exploração de
microfinanciamento.
Para que estes tipos de iniciativas possam ter sucesso, é necessário que organizações de desenvolvimento
com experiência no terreno se envolvam no sector, de forma consistente com os objectivos do Processo
de Kimberley.

B.3. Mitigação dos danos ambientais
É importante ter em consideração as ramificações ambientais da mineração artesanal.
Os participantes são encorajados a promover melhores práticas em termos de gestão ambiental e de
restauração de locais de mineração artesanal e de pequena escala e a apoiar mineiros artesanais em
termos de programas de recuperação e de mitigação ambiental durante e após o encerramento da mina
de acordo com as leis nacionais.
B.4. Harmonização das estruturas legais
Os ministérios da floresta, da água, da mineração, da agricultura, agências de parques nacionais, e
comissões de ordenamento do território têm todos responsabilidades jurisdicionais no que diz respeito a
ASM. Contudo, existe muito pouca coordenação entre os vários sectores. Como resultado, as políticas
muitas vezes contradizem-se, ou trabalham com vista a objectivos contrários.
Os participantes são encorajados a harmonizar as leis, regulamentos e códigos ao longo dos sectores
relevantes com vista a coordenar a gestão do sector da ASM e assegurar que a mineração artesanal não
contínua a escapar pela malha legislativa.
B.5. Saúde ocupacional e segurança do trabalhador
A saúde e a segurança do trabalhador em locais de minas aluviais e artesanais é frequentemente muito
inferior ao existente em áreas de minas de diamantes industriais.
Os participantes são encorajados a procurar minimizar as ameaças para a saúde e segurança através de
programa específicos orientados para o sector de ASM.
Estes devem trocar melhores práticas em termos de gestão de segurança e saúde ocupacional. São
também encorajados a monitorizar potenciais perigos, ferimentos e fatalidades em locais de mineração
artesanal e adoptar medidas de protecção e prevenção apropriadas em conformidade com as leis
nacionais.
Promoção de igualdade de sexos e protecção das crianças:
Mulheres e crianças podem estar em especial perigo no seio do sector de ASM. Os participantes são
encorajados a promover a igualdade entre os sexos e a reforçar os esforços para garantir que as mulheres
têm acesso igual a direitos de terras, educação, crédito e programas de formação.
Os participantes são também encorajados a proteger crianças de acordo com normas laborais
reconhecidas internacionalmente, e a trabalhar para eliminar o trabalho infantil ao longo de toda a cadeia
de produção de diamantes artesanais.
