SMRT’s Kim Chuan Depot: The World’s Largest Underground Depot
The Depot is the largest underground train depot in the world. The depot houses trains for the Circle Line. Equivalent to about 17 football fields, the depot is about 17 metres underground
to maximise the use of space. Capable of stabling about 70 trains, SMRT Kim Chuan Depot is home to the Operation Control Center that manages the trains along the Circle Line and has
facilities for storage for the vehicle fleet, preventive and corrective maintenance works and system operations. The Depot Control Center, which runs the trains in Kim Chuan Depot, is also
located there.
The two hour site visit to SMRT Kim Chuan Depot will include the presentation of the corporate video along with the overview of the trains and the Circle Line (CCL) system, which is the first
fully underground orbital railway line connecting all mass rapid transit lines running into Singapore, connecting the inner suburban areas of the city. Participants will also be able to visit the
Operation Control Center and Workshop area.

About the Trainer
Anthony Smith, Head of UNECE PPP Specialists Rapid Reaction Team
UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE, Head of the Legal

Tony is a UK Qualified lawyer with over 20 years of practice. He is a specialist in
infrastructure, construction and PPP projects and has advised on many major
PPP projects in transport, health, education, defence, accommodation, energy
and waste to energy in Europe, the Middle East, the Far East and Africa.
He is a member of the UNECE PPP Team of Specialists, formerly Head of the
UN’s PPP Readiness Task Force (set up to give practical aid and advice to
Countries in their PPP implementation programmes), is an associate expert
in PPP Capacity Building with UNDP. He has assisted the United Nations
Economic and Social Commission in drafting its Transport PPP Guidance
documentation and Coauthored the UNECE Guide to Promoting Good
Governance in Public Private Partnerships and the Guidebook on Public
Private Partnership Project Financing for the Federal Highways Administration
in the United States.
He has carried out a Readiness Assessment for PPP implementation in
Mongolia, Saudi Arabia, Afghanistan, Kyrgyzstan and Uzbekistan on behalf
of the Governments and worked with USAID, the Mongolian State Property
Committee and its PPP Unit to develop PPP Capacity and the Mongolian
Governments PPP documentation as part of USAID’s Economic Policy Reform
and Competitiveness Project. He worked on a World Bank Project or training
of Government Officials in PPP In India.
Tony has lectured extensively on PPP related topics and has worked with
UNDP, United National Economic and Social Commission Asia Pacific,
U.N.E.C.E, the Moscow School of Economics, The world Bank, USAID and
Asian Development Bank in the Asia Pacific Region and Eastern Europe

Interest in PPPs has grown rapidly in the last decade. In many developing
countries and emerging markets, Governments have made PPPs a priority
and thus established special PPP development units. The challenge however
remains that despite their desirability, PPPs are complicated to implement
and requires a set of skills and expertise which many Governments and
organisations lack.
This workshop will enable all stakeholders from both the public and private
sectors understand the underlying principles and guidelines of successful
PPP structuring. It is also designed to help achieve global competitiveness

Join Our Exclusive Site Visit to The World’s
Largest Underground Depot
SMRT Kim Chuan Depot - 4th August 2016
The SMRT Kim Chuan Depot is the largest underground train depot in the world.
The depot houses trains for the Circle Line. Equivalent to about 17 football fields,
the depot is about 17 metres underground to maximise the use of space. Capable
of stabling about 70 trains, SMRT Kim Chuan Depot is home to the Operation
Control Center that manages the trains along the Circle Line and has facilities for
storage for the vehicle fleet, preventive and corrective maintenance works and
system operations. The Depot Control Center, which runs the trains in Kim Chuan
Depot, is also located there.
During the construction of the Kim Chuan Depot, a total of 2.1 million cubic
metres of soil had to be excavated for its construction and 340,000 m³ of
concrete was used. Pre-cast concrete elements were extensively used in the
project for laboursaving consideration. A complex electrical supply system
has been implemented in the depot through 3 load centres via 200 sub main
and distribution boards. Due to the vast area, numerous fans were installed to
ventilate the depot and a comprehensive fire protection system.
