The Beginning of Regulation
▸In 1906, the United States government began to regulate
medicine.
▸President Roosevelt signed the Wiley Act, or the Food and Drug
Act, which required all medications to be labeled, listing their
ingredients
▸In 1930, Harry Anslinger was appointed Commissioner of the
Federal Bureau of Narcotics and claimed that cannabis caused
insanity and caused users to commit crimes.
▸By 1936, 48 states placed regulations on cannabis use and
Anslinger continued to wage his war on the drug citing that it was a
public enemy seeking to destroy communities.
▸1936 saw Reefer Madness was released

The War on Drugs
▸In 1961, the UN voted to adopt the Single Convention on Narcotic
Drugs.
▸Congress passed the Comprehensive Drug Abuse Prevention and
Control Act in 1970.
▸President Nixon started the War On Drugs in 1972.
▸Marinol began clinical trails at UC San Francisco to help cancer
patients in 1980. The results were promising.
▸On year later, Marinol’s patent was sold to the pharmaceutical
company Unimed.
▸President Reagan signed the Anti-Drug Abuse Act, stating that
possession of 100 cannabis plants was equivalent to 100 grams of
heroin.

Legalization
▸In the spring of 1990, the American Society of Clinical Oncology
(ASCO) conducted an anonymous survey asking doctors about the
antiemetic use of cannabis in cancer chemotherapy patients. 53%
of those doctors surveyed believed that cannabis should be made
available to cancer patients with a prescription.
▸California voted in favor of legalizing medical cannabis in 1996.
▸2008 saw the 2nd largest physician group in the nation released a
paper in favor of nonsmoking forms of medical cannabis and
reclassification from a Schedule I to a Schedule II drug, asking to
make possession of medical cannabis be exempt from criminal
prosecution.
▸In 2012, the voters of Colorado legalized recreational use of
cannabis
▸Today 30 states legally allow medical use and 9 states have
legalized recreational use.

Summary
▸The first mention of cannabis is traced back to China in 2900BC.
The plant made its’ way around the world and is mentioned in
history books from India, Greece, Italy and the Middle East. Looking
specifically at the United States in 1672, if you were not growing
hemp in Jamestown you received a fine. During the 19th century
cannabis became a mainstream part of medicine. In 1906,
President Roosevelt signed the Wiley Act, which required all food
and drugs to have labels on them. In 1930 it was claimed that
cannabis caused insanity and made users committed crimes. By
1936, 48 states placed regulations on cannabis.

Summary
▸The 1950 Boggs Act allowed for 2-5-year prison sentences for 1st
time cannabis offenders. Congress continued to keep cannabis
highly regulated with strict legal ramifications. In 1976, there was
some headway made showing that medical cannabis use helped
treat glaucoma. By the 1990s US doctors started to openly state
that cannabis had medical properties and strict laws needed to be
reviewed.
▸In 1996, California was the first state to vote for the legalization of
medical cannabis. More and more states voted to legalize medical
cannabis. In 2012 Colorado became the first state to legalize
recreational cannabis. Today medical cannabis is legal in 30 states.
There are 9 states where recreational cannabis is legal. More
states are expected to come online in the next few years.
