SHINING AS LIGHTS IN A DARK WORLD

2. We are Light & Salt of the World
Philippians 2:1-16)
The Apostle Paul tells us that as ““sons of
God””we are to ””shine like stars””in a dark
world. Just as the stars shine in the heavens
so we, a heavenly people, are to shine for
the Lord –- compare Numbers 6:24-26 with
Proverbs 4:18. We are to shine as Moses
did (Exodus 34:29); as the Lord Jesus did
(Matthew 17:2); as John the Baptist did
(John 5:35); as Stephen did (Acts 6:15) –-
now please look up Matthew 5:16. To shine
for the Lord is the very essence of Christian
service, and all can do it! –- and a
comparison of John 8:12 and Matthew 5:14
makes it clear just how we may shine.

3. WHERE ARE WE TO SHINE?
1. In “the universe””(verse 15). This refers to the inhabited world in which we
live, but also to the world system –- all that is opposed to Christ and that
excludes Him and which we are forbidden to love (1 John 2:15-17). As
Christians we are in the world, but we are not to be of it, as John 17:11 and 15
make clear.
2. “”In a crooked and depraved generation“” “- compare Proverbs 2:13-15 and
Isaiah 53:6.
What a dreadful spiritual and moral darkness engulfs this generation! On
every hand there is an appalling ignorance of God and of spiritual things, and
God's indictment against the human race, as recorded in Romans 1:21-32, is
still up-to-date. Gross moral darkness covers the earth and sin abounds
everywhere, as is indicated by the increase in divorce, drink and drug
addiction, gambling, crime, sexual offences and corruption generally. Genesis
6:5 is true of this generation and should be read in conjunction with Matthew
24:37. It is in this crooked and depraved generation that we are to shine for
the Lord –- in public (Matthew 5:14) and in private (Matthew 5:15) –- socially
and domestically.

4. HOW ARE WE TO SHINE?
By being ““blameless”“(verse Mat. 5: 15) “- completely trustworthy (Daniel 6:4).
By being pure (verse 15) –- completely wholesome and sincere (John 1:47; 1 Peter 2:1). The special reference is to our motives.
By being ““without fault”“(verse 15) “- living in such a way that we do not have to be corrected or chastened by the Lord because
of carelessness and because of failure to judge ourselves (1 Corinthians 11:30-32).
By not complaining, or muttering (verse 14). See Numbers 20:2 and 21:5, and compare Acts 6:1 and 1 Corinthians 10:10. How
easy it is to murmur!
By ““holding out the word of life”“(verse 16). This refers to our active witness in preaching the gospel and making known God“’s
salvation through faith in Christ. We do this by preaching, personal witness, informal meetings, letter-writing, and by many other
ways.
By living in the light of ““the day of Christ”“(verse 16). The apostle refers to the Judgment Seat of Christ and reminds us that we are to live
and labour day by day in the light of this solemn time of reward or loss –- look up Romans 14:12; 1 Corinthians 3:13-15 and 2 Corinthians 5:9-
10.

5. WHY ARE WE TO SHINE?
• That sinners may be saved.
We are to shine before men
with the red light of warning
(Ezekiel 33:8-9); and we are
constantly to show the green
light, or the ””all clear””, of a
consistent and brightly
burning life.
• That we can enforce the will of
God and make His kingdom come
anytime we are found.
• That the Lord Jesus may be
magnified. To magnify a thing is to
make it appear bigger, and Christians
by their shining witness are to make
the Lord Jesus appear “”big””before
the world. Just as lamps magnify the
light, so we are to magnify Him
(Philippians 1:20).
• That God the Father may be
glorified. Notice the last six
words in Matthew 5:16

Believers can serve in the Law enforcement agents as a shinning
light and good examples.

6. Transforming Our Societies (Isaiah 60:3-5)
And nations will come to your light, And kings to the brightness of your rising.
Lift up your eyes round about, and see; They all gather together, they come to
you. Your sons will come from afar, And your daughters will be carried in the
arms. Then you will see and be radiant, And your heart will thrill and rejoice;
Because the abundance of the sea will be turned to you, The wealth of the
nations will come to you." (Isaiah 60:1-5).
The change we should look for is when people come and request our help in
improving their lives and society. They will be able to see that they can do
nothing but will see that God in us can do something for them.
We usually spend our money, time and effort on our agendas and solutions
instead of waiting for the Lord. We need to get to the point of letting God first
transform us and those around us and then let God's Spirit do His work around
us.
We will see that nations will come to our light which is really God's light in us.
Our rising will really be God's rising in us. Although there are not a few who
decry spiritual lives as too heavenly to be of any earthly good, we challenge
them with God's model: God's light is the only real hope for the world.

7. The World is Waiting for You as a Youth of
Christ.
Don't force the governments and organizations.
Focus on living righteous lives where you are. As
people are touched by God's work in our lives, then
we must in turn introduce them to the Lord Himself.
There will be those who reject God's light just as
they rejected Jesus' miracles. But our duty is to have
a genuine hope for the worst of societies that if they
see the Lord's light, they will change.
The problem is with us. We do not show forth God's
light. We are carrying out our agendas rather than
God's. Our light is our wisdom, knowledge and
experience, rather than the presence of God.

RBA provides a framework for establishing and reporting on high-level population results and agency- or program-level performance measures, with a focus on aligning performance accountability (the means) with population accountability (the ends). When RBA efforts find performance measures that need improvement, Lean is here to help “turn the curve” in the right direction. In other words, RBA helps to establish what to improve, while Lean helps you figure out how to improve.
Plain Language Initiative - Dense forms, documents, and websites full of complicated jargon and hard-to-find links create confusion and waste time for Minnesotans. To make state government work better for the people it serves, Governor Dayton is implementing the state’s first-ever Plain Language policy. The Governor’s Plain Language initiative will direct all state agencies to use commonly used language, write in clear and concise sentences, and reduce the use of jargon and acronyms that make state government nearly impossible to understand. More information about the Governor’s Plain Language initiative is available here. This impacts the CI metric of % Complete and Accurate. Less rework will be needed or incomplete documents returned to us the first time!
Governor Dayton wants to make state government work better for the people of Minnesota. That is why he has asked the Legislature to make this an Unsession, devoted to eliminating excessive laws, rules, and regulations; and getting rid of anything else that makes state government nearly impossible to understand. The Governor has proposed more than 1,000 reforms that will improve state government services, eliminate unnecessary and outdated laws, and simplify the language of our state statutes.
Core to Lean are the principles or values that drive individual behavior. The next series of slides will elaborate on the principles of a Lean culture. As noted previously, Lean is as much a philosophy as it is a methodology and set of tools. *************************************************************************
Customer Focus: Know your customer and continuously strive to enhance customer value by producing exactly what the customer wants, when they want it, and in the smallest possible quantities. It is not about producing what you think the customer wants. Remember, everything that you do that your customer does not perceive as value is waste; strive to eliminate all waste.
Data driven decisions: Give the most weight to information that can be verified with data; make decisions based on analysis rather than anecdote or intuition.
Respect: Employees are central to value creation, so 1) grow leaders who understand the work, live the philosophy and teach it to others; 2) develop exceptional people and teams who follow Lean principles; and 3) collaborate with partners and suppliers to improve customer value. Employees know where waste is and how best to improve the process, so involve them in improving the process.
Results: Set ambitious SMART goals and monitor progress using performance measures.
Accountability: Hold yourself and others responsible for following through on commitments and share results.
Excellence: Challenge tradition (status quo), seek out best practices, use data and creativity to address problems (innovate and evolve - take risks), improve quality, enhance timeliness, and reduce costs, learn from experience (failures and successes), monitor and sustain improvements – checking to see whether performance goals/targets have been achieved. Action: Preference on action not perfection - don't let the best be the enemy of the better! Plan-Do-Study-Act. Innovate and evolve (experiment and take calculated risks).
PDSA derives from the Scientific Method – you have a hypothesis, you test it, you study the results, you adjust/adopt your theory.
Plan Phase: The nature of improvement requires that you challenge the status quo – that you ask and understand why each step in the process is needed (e.g., SONAR in rule writing). Important elements in the planning phase is validating assumptions about the current situation
If you are launching a kaizen event, the plan phase would include:
Identify need/problem/opportunity
Work with sponsor and team leader to agree on project scope, goals and performance targets – Prepare Charter
Confirm project type is appropriate for a Kaizen event
Select and invite team
Schedule event
Collect information on the current situation/process, including reliable data on customer needs and service speed, quality, and costs;
Conduct a kickoff meeting
Do Phase:
Map and characterize current state process
Assess the current situation (identify strengths & wastes, validate root causes)
Generate, evaluate and select improvements
Map and characterize the future state process
Create action items/plan to accomplish improvements and measures

To sustain 5S we recommend you have a plan and schedule for rotating inspection responsibilities through work units, so that no single person is held responsible for maintaining the same items/area for any length of time – making it burdensome to keep the area orderly.
