Professional Biography
Rosario Cecco is a well-rounded financial Professional with 20 years of broad experi-
ence in Banking, Insurance (Annuity, Life, P&C), and Mutual Funds. His roles in the in-
dustry are varied with ever more increasing responsibility as his experience grew.
Rosario has worked for Federated Insurance Company, Mellon Bank, Vanguard, Pru-
dential Financial and Penn Mutual Life Insurance Company. Throughout his career he
has provided and delivered successful solutions to many of the industries most chal-
lenging problems. Rosario is recognized as a results oriented business leader, advisor
and strategic partner whose experience and credibility enables strong relationships to
marshal resources required to identify, develop and execute best-in-class business rele-
vant solutions.
Most recently, Rosario was Director, Vendor Management for Penn Mutual Life Insur-
ance Company. He was able to successfully create from scratch customized policies
and procedures to centralize the Vendor Management process from the decentralized
and fragmented procedures that were in place. Before taking the helm as Director of
Vendor Management Rosario was in charge of five different departments.
Rosario’s intimate knowledge of process and process improvement allowed him to excel
average total turn around time from five days to same day for In Good Order and from
10+ days to three day for Nearly In Good Order. Also responsible for oversight and sign
off responsibility for Annuity on the web project, allowing producers to tract the progres-
sion of their cases as it worked its way through the process from scan in date until deliv-
ered, this Reduced incoming status phone calls by 20%. Orchestrated calibration be-
tween Contracts Licensing & Renewals and Commissions which at the time worked as
two separate units and shared very little information between the two groups. Instituted
electronic transfer of information by creating electronic on-boarding kits to be used by
Contracts Licensing & Renewals that could be sent and received by PDF file this Re-
duced set up time by 30%.
2. Prior to PML, Rosario supervised the largest of six teams in the Annuity Department of
Prudential Financial Company. The Annuity Department Transfer of Assets Unit con-
sisted of 21 processors processing 1035 Exchanges and Transfers. Improved
turnaround time from five-day processing time to 2-day processing time using “fit and
flow” parameter thinking. Rosario was also responsible for reducing the amount of “float
money” outstanding from other carriers. $286M in float money was reduced to less than
$250M, which allowed for $36M more dollars to be invested faster and fees collected
sooner.
Before Prudential rosario spent several years at Vanguard the largest mutual fund com-
pany in the world. There, Rosario held a variety of positions: Variable Annuity Depart-
ment Team Leader / Supervisor, Vanguard Unmatchable Excellence Leader- Variable
Annuity Department, Vanguard University Project Leader- Program Management Office,
Vanguard University Trainer - Individual Investor Department and Communications As-
sociate - Individual Investor Department.
Rosario’s significant accomplishments include:
•Orchestrated department turnaround by stopping loss/delay money, Net result of $100M
in real dollars through aggressive call out and follow up 1035 exchanges from other insur-
ance carriers. Reduced processors time and rework by 30% by improving the way the
team used Automated Work Distribution system.
•Propelled VAIS department from last to first in implementing Six Sigma problem solving
methodology within two years. Department is receiving much recognition as the most im-
proved department in the use of Six Sigma problem solving. Total real dollars savings in
excess of $7M in two years using DAMIC project workflow. Implemented vendor on
boarding process to streamline and control number of vendors used by the University.
•Reduced RFP (Request for Proposal) time by 50% when biding out new contracts for
outside vendor services.
•Team Leader on Assessment Database redesign. Level 2 testing interface with People-
Soft allowing the two databases to share information and gauge improvement of students
before and after taking a University class.
3. Rosario is attending Widener University where he is finishing up his MBA and expected
to graduate late 2010. He has his Masters of Education (MEd) from Penn State Univer-
sity, and Rosario’s undergraduate degree is from Bloomsburg University, a BS in Mar-
keting and Concentration in Psychology.
Rosario lives in Logan Township, NJ with his wife Christine, and two step daughters, he
is an enthusiastic soccer player and coach which helps him stay fit. He enjoys reading
and surfing the internet to keep abreast of the latest business trends.
