Implementation

3. Background
• Implementing CAADP needs evidence
• But scientific evidence often lacking or limited
• Technical expertise is limited and yet even for that,
• There are no systematic and sustainable ways for conveying evidence
for policy making
• Often international collaborators play a role
• A Local analysis network integrated with a country SAKSS can be
useful
• LAN allows the matching of demand and supply of evidence as
pertaining to CAADP implementation
4. SAKSS is a network of people and institutions that provides timely,
credible, and evidence-based knowledge and analysis to support the
design, implementation and monitoring agricultural and rural
development(ARD) strategies in Africa under the CAADP agenda.
Knowledge support system:
A network that serves the evidence
needs of strategy formulation and
implementation.
What is a SAKSS?
The individuals are linked through
collaborative research (strategic
analysis), capacity strengthening,
and dialogue.

6. Examples of Local Analytical Networks in progress (I)
• Ghana - local analytical network has two parts:
a network of stakeholders to generate demand driven topics to support CAADP
implementation and
a network of researchers to conduct research on the topics.
Since 2009,it has conducted several studies, in response to demand from
government
• Mozambique: Mozambique Local Analysis Network
7. • Kenya - Agriculture Policy Analysis Group is the Local Analysis
Network in the Agriculture Sector
• kesakss.kilimo.go.ke
• Uganda – Uganda Policy Analysis Network is the Local Analysis
Network for the agriculture Sector
• http://www.usakss.agriculture.go.ug
• Rwanda – completed an assessment of the existing networks and is
working with stakeholders to set up the LAN.

8. • Tanzania - Policy Analysis Group
The LANs in all these countries have participated in
NAIP review and formulation processes;
Compilation of country CAADP indicators;
Provide support to country BR processes as well as JSR
processes (in Uganda, Rwanda, Mozambique)
Also strong teams coordinated by the SAKSS node and
covering the analysis for JSR and BR exist in Benin,
Burkina Faso, Mali, Senegal and Togo.

9. Objectives of this Session
• Focus on Mozambique LAN
• Present how it is organized and
• What it does
