6. PRESENT STRUCTURE OF
ELECTRICITY SECTOR
• Currently, the electricity sector in Morocco is composed by public
and private operators :
– the Office National de l'Electricité (ONE), entrusted with the
development of energy generation, transmission and distribution
of electricity in part of Moroccan territory (50% of costumers);
– Private producers having Power Purchase Agreements (PPA)
with ONE;
– Local public distribution utilities ;
– Private distribution companies in Casablanca, Rabat, Tangier
and Tetouan.
• The activity of all these operators is regulated by different
ministerial departments : Ministry of Energy and Mines, Ministry of
interior, Ministry of finances, Ministry of economic affairs.

15. Autoproduction of electricity extended
from 10 MW to 50 MW
L’ONE est chargé du service public, de la production du
transport et de la distribution de l'énergie électrique ;
loi de 1963 modifiée et complété plusieurs fois
Loi de création de l’ONE relative à l’augmente du seuil de
l’autoproduction de 10 à 50MW
Des personnes publiques ou privées peuvent, sur leur
« demande, être autorisées à produire de l’énergie
électrique, à condition que:
cette production n’excède pas 50 MW ;
qu’elle soit destinée à l’usage exclusif du producteur ;
« qu’elle ne perturbe pas les plans d’alimentation en
« énergie électrique de la zone concernée ;
« que l’excédent de la production qui n’est pas utilisé par « le
producteur pour ses besoins soit vendu « exclusivement à
l’Office national de l’électricité.

16. • «Les modalités de raccordement au réseau
électrique national « sont déterminées par une
convention de raccordement
• conclure, de gré à gré, à la demande des « intéressés,
des conventions de concession de production de
« l’énergie électrique à partir de ressources
énergétiques nationales « fossiles ou renouvelables et
notamment éoliennes, avec des « producteurs ou
des groupements de producteurs constitués à « cette
fin. Les projets de conventions sont approuvés par le
« Conseil d’Administration de l’ONE préalablement à
leur signature
• La totalité de la capacité de production de
« l’ensemble des ouvrages objet des conventions
précitées ne doit « pas être supérieure à 1000 MW. Ce
plafond est augmenté en cas « de besoin par
l’administration sur proposition de l’Office national
« de l’électricité, dans la limite de 2000 MW.

18. Tax incentive
The fall of the VAT from 20 to 14% on the
equipment using renewable energies, in
particular the solar-fired heaters. This
fall of the tax will contribute to the
promotion of the national market of
solar-fired heaters
Reductions on custom duties
