The document proposes establishing energy efficiency (EE) units in different energy-consuming sectors in Egypt to be responsible for EE activities and plans. It recommends forming sector-specific EE units hosted in relevant ministries and departments that will develop EE indicators, plans, programs and analyze energy use data. A central EE unit at the Cabinet of Ministers will coordinate activities and establish managing committees for each sectorial EE unit consisting of leaders from related organizations and experts.

• The EE Unit at the Cabinet Ministers and the
relevant ministries related to energy use

units that will work on the development of
plans, proposals and their implementation.
Also, they will work on compiling and
analyzing data on an ongoing basis for the
continuous improvement of the indicators
agreed upon.

10. The proposed formation of the managing committee

Headed by the chairman of the hosting department and
membership of:
• Number of chairmen of the relevant departments that are
concerned with energy in the ministry
• Number of chairmen of relevant departments that are
concerned with energy
• Number of experts in the sector activities, energy,
legislations and economics

The managing committee meets on a quarterly basis
and as it is important by the invitation of its
chairman
11. Responsibilities of the managing committee of the
proposed sectorial EE units in the different consumption
sectors
• Determine the energy efficiency indicators for the sector and the method
of data compiling, updating and follow-up.
• Policy development for optimal use of energy in the sector and include
the identification of objectives and programs in the near term and long
term for the achievement of performance indicators for the sector .
• Define the responsibilities of the different sectors to achieve the
objectives and programs required and approving operational plans
including implementation periods and methods of funding and follow-up.
• Discuss the proposed programs with all the parties concerned and
prepare proposals for the ministerial legislation to achieve the
objectives.

12. The responsibilities of the proposed sectorial EE
units in the different sectors
The hosting department forms a unit from its employees
(permanent or consultants) under the managing committee to
implement the following responsibilities:
• Create a database for sector energy
• Calculating the sector EE indicators and its updating and follow-up
periodically.
• The preparation of operational programs for the energy
conservation of the sector and preparation of awareness-raising
programs.
• Study the effects of the unit proposed programs on the other
sectors.
• Also, studying the proposed programs from the other sectorial EE
units on the EE indicators of the sector.

relevant with the proposal of developing sectorial EE units in the different sectors
• Developing a general framework for the required objectives for the energy
conservation that are related to the indicators of the nature of use and the
objectives of each sector. These indicators must be measurable and easily
revised.
• The coordination between all the ministries and the sectorial EE units in
the different consumption sectors. This is done through follow-up and
discussing ideas, initiatives and programs that affect the use of the energy
resources in Egypt. This is to reach, for each sector , specific plans that
could be transferred to programs in the view of the indicators agreed upon.
• The coordination with the donor organizations in the field of energy
efficiency.
• Defining the investment opportunities that would be available with the
growth of the field of energy conservation.
