The Philippine Consttuton of 1987 (Artcle III Sec 7)
states:

public concern shall be recognized. Access to ofcial
records, and to documents, and papers pertaining to
ofcial acts, transactons, or decisions, as well as to
government research data used as basis for policy
development, shall be aforded the citzen, subject to
limitatons as may be provided by law.”
