CHAPTER - 1
INTRODUCTION
Real Time Governance is the the most powerful and intellectual initiative by AP CM Mr.N
Chandra Babu Naidu. Here a “CORE DASHBOARD” is everything for Real time Governance.
One can conclude that he has created a wonder which no CM had given even thought of it till now.
Government keeps an eye on everything time to time which can be updated online right from street
lights to Revenue earned. It is AP’s every citizen’s Cup of Tea.
The Real-time Governance (RTG) Centre helps the government monitor all the schemes,
keep a vigilance on people and demand accountability from officials.
The main mission of Real-Time Governance (RTG) Centre is to handle all the important
events and natural calamities on real-time basis, leveraging e-governance technology and
electronic communication.
The RTGS consists of a state centre and 13 district data centres. The core team operates
from RTG state centre with data input from people hub - which hosts the data of all the
households along with government benefits they receive, which, in turn, is linked with various
government departments and call centre to serve as grievance redressal platform and
surveillance and communication wing. The centre will get support from AP Fibernet Limited,
AP towers, AP content corporation, AP Virtual classes corporation and Drones Corporation of
AP.
Till now it was equipped with 47 departments of detailed data like Groundwater stats,
Rainfall, Climate, Street Lights, Forest, Police, Energy, Agriculture data, Water levels in Projects,
Soil Moistures, Constructions, Capital Region stats, Tax Collections, Revenue earned, Civil
Supplies, Housing and what not.
In Short we can say On observing what statistics does CM takes decisions, those are
accessible to public. Every Department sums up it’s data in detail and updates the statistics for
every one Hour. I think You don’t believe this until you visit it. www.core.ap.gov.in.

TECHNOLOGY INVOLVED
The technology involved in the state real time governance centre is as follows
• Hitachi visualisation suite for matrix surveillance and public safety first of its kind in
India.
• Pentaho bi suite, for real time data analytics, Barco videowall, the biggest laser-lit wall
in India with 24 screens,
• Matrix camera analytics and data analytics from different departments are displayed on
the laser-lit wall and processing in real time governance. All the staff will be made
available along with the information from various departments.
The command control rooms at Durga temple, Municipal administration department and
the police control room works in coordination with this. Chief Minister Chandrababu Naidu
said he would make use of the advanced technology in the coming days to provide a better
administration. Around 2200 cc cameras and 1,100 people call centres also directly interlink
with Chief Minister’s command control room.
15 programmes aimed for family happiness could be monitored from the data centre.
Using drones the situation in the remote areas, including agency regions, could be monitored to
take a quick decision by the government during prevalence of seasonal diseases or natural
calamities. The new technology will help the administration to reach the last mile in
implementation of several welfare programmes.
It may be noted that the Chief Minister sent a team of officials abroad to study the data
centres a year ago. After studying various centres, the officials designed the unique data
structure as in fig.2.1.

Example 1
If X is a widow and she ought to get pension every month. The government has promised to
provide pensions before 10th of every month. How does RTG help? Now, through RTG, the
Chief Minister/personnel at RTG, will know when X gets her pension and on what day/what time.
How does this help the Government?
If the pension is credited after 10th, the local official is held accountable for the delay and the
reason for delay is sought. This way, it increases accountability in government.
How does it benefit a common man?
It helps X get pension on time so that she doesn’t postpone her work/buying needs, etc.

Example 2
The RTG Centre is connected to the Command and Control Room of the State which keeps a strict
eye on public safety. So how is this helping?
It is helping the police keep track of any violations/crime and track them down immediately. In
the long-run, this will help in reducing crime rates and putting criminals behind bars!
Example 3
The RTG also has a wing which helps get information from all the 13 districts on local data
pertaining to soil health. So how does this help?
Depending on the data obtained from the field in every village/mandal/district, the soil fertility is
measured. Now, depending on that, farmers are advised/suggested to use the right amount of water
to irrigate their fields, the right fertilisers for their crop, etc. This way, instead of overdosing his
crop with more fertiliser, a farmer can use his resources and time optimally.
The Real-time Governance Centre also is connected to the “People First” call centre. Therefore,
once issues are reported by citizens at the Call Centre, they’re entered into the database of the
government and the start/end response time is calculated. This way, the government is also able to
understand how various issues are solved and the time-taken to do it.
How does this help?
In reducing the grievance redressal time and faster resolution of issues for citizens.
Example 4
If there are more chain-snatching cases reported from one particular area, the reason for this is
tracked. How?
All street lights in AP are geo-tagged and are LEDs. So, first, personnel will check if there are
enough street lights in the area or if have they been non-functional. If yes, then they’d replace it
immediately. This way, we could even bring down crimes

CONCLUSION
Andhra Pradesh is also committed to providing gigabit connectivity to all rural villages
and deliver affordable broadband to every household by 2018.
With e-Pragati, Andhra Pradesh will become the first state in India to conceive and
execute state-wide enterprise architecture and bring all government services under one roof.
With the focus of Union government on Digital India, the chief minister believes that
many of AP’s initiatives can be referred to as a best practice model for emulation to benefit
the common man across India.
