Background
• 2013 | At the request of the Government
of Rwanda, the World Bank has provided
technical support to undertake an “Open
Data Readiness Assessment” (ODRA) in
Rwanda.
• June 10 – 16 , 2013 | The study was
conducted by a join team of experts from
the Government of Rwanda and the World
Bank.
• A standard methodology applied across
countries by the World Bank was used for
the assessment.
• August 2013 | A report containing
information and recommendations that
may be used to implement an Open Data
initiative in Rwanda is produced.

Methodology
• The approach applied was holistic;
comprising the “supply” and “demand”
side of Open Data “ecosystem”.
• Eight dimensions of the Open Data
ecosystem were evaluated taking into
account the Rwandan context.

  • 4. • 2013 | At the request of the Government of Rwanda, the World Bank has provided technical support to undertake an “Open Data Readiness Assessment” (ODRA) in Rwanda. • June 10 – 16 , 2013 | The study was conducted by a join team of experts from the Government of Rwanda and the World Bank. • A standard methodology applied across countries by the World Bank was used for the assessment. • August 2013 | A report containing information and recommendations that may be used to implement an Open Data initiative in Rwanda is produced.   • 6. • The approach applied was holistic; comprising the “supply” and “demand” side of Open Data “ecosystem”. • Eight dimensions of the Open Data ecosystem were evaluated taking into account the Rwandan context.
