LCCC - Background
   50% world population in cities , 70%-80% GHG-emissions

   In 2007, China delivered National Climate Change Program

   In 2009, China committed to reduce carbon intensity by 40- 45% by 2020.

   In July 2010, NDRC announced low carbon city demonstration project in
    five provinces (Guangdong, Liaoning, Hubei, Shaanxi, Yunnan) and eight
    cities (Chongqing, Tianjin, Shenzhen, Xiamen, Hangzhou, Nanchang,
    Guiyang and Baoding)
   In 2010, the Swiss Development and Cooperation Agency launched the
    bilateral cooperation, Low Carbon City Program in China.
LCCC – Objectives and Principles
                           Two objectives
    1. reduce their carbon intensity and energy intensity     according to
                            the 12th Five Year Plan targets.
    2. aware of, and generate significant socio-economic benefits from low-
                            carbon vision and plans (attracting investment
                            and promoting employment).

                            Five Pricinples
    1. city based
    2. action oriented
    3. share Swiss / international experience
    4. one system approach
    5. share knowledge and information
LCCC – Outcomes
LCCC – Outcomes (1)
   Municipalities have defined their low carbon vision and
    strengthened capacities to better manage the new low carbon
    city approaches (aligned to municipal 12th five-year plan)
   A network of municipalities is built up as a platform for
    municipalities to exchange their experiences and support
    each other. At least 20 municipalities participate in the
    network
   The ratio of green (low-carbon) buildings under newly
    constructed building is increased, energy and carbon
    consumption reduced in the existing building stock. (aligned to
    municipal 12th five-year plan)
LCCC – Outcomes (2)
   The share of municipal low-carbon transport is
    increased, emissions and pollution reduced
    (aligned to municipal 12th five-year plan)
   An increasing share of municipal green
    economy creates sustainable growth,
    employment and income while reducing
    carbon emission and pollution (related to
    overall goal and aligned to municipal 12 th five-
    year plan)

  • 1. LCCC Program and Investment Opportunities Sustainable Infrastructure Financing Summit Basel, Switzerland 21-22, February 2012
  • 2. LCCC - Background  50% world population in cities , 70%-80% GHG-emissions  In 2007, China delivered National Climate Change Program  In 2009, China committed to reduce carbon intensity by 40- 45% by 2020.  In July 2010, NDRC announced low carbon city demonstration project in five provinces (Guangdong, Liaoning, Hubei, Shaanxi, Yunnan) and eight cities (Chongqing, Tianjin, Shenzhen, Xiamen, Hangzhou, Nanchang, Guiyang and Baoding)  In 2010, the Swiss Development and Cooperation Agency launched the bilateral cooperation, Low Carbon City Program in China.
  • 3. LCCC – Objectives and Principles  Two objectives 1. reduce their carbon intensity and energy intensity according to the 12th Five Year Plan targets. 2. aware of, and generate significant socio-economic benefits from low- carbon vision and plans (attracting investment and promoting employment).  Five Pricinples 1. city based 2. action oriented 3. share Swiss / international experience 4. one system approach 5. share knowledge and information
  • 5. LCCC – Outcomes (1)  Municipalities have defined their low carbon vision and strengthened capacities to better manage the new low carbon city approaches (aligned to municipal 12th five-year plan)  A network of municipalities is built up as a platform for municipalities to exchange their experiences and support each other. At least 20 municipalities participate in the network  The ratio of green (low-carbon) buildings under newly constructed building is increased, energy and carbon consumption reduced in the existing building stock. (aligned to municipal 12th five-year plan)

LCCC – Outcomes (2)  The share of municipal low-carbon transport is increased, emissions and pollution reduced (aligned to municipal 12th five-year plan)  An increasing share of municipal green economy creates sustainable growth, employment and income while reducing carbon emission and pollution (related to overall goal and aligned to municipal 12 th five- year plan)

Index System in the LCCC Programme  Outcome 1 MUNICIPAL MANAGEMENT  Output 2 : Comprehensive and suitable Low Carbon City Standards are applied and a management system comprising assessment and monitoring is established.  Output 3 : A municipal LCC action plan is established and being implemented by 8-10 Municipalities
