EXPERTISE
Ms. Mangan holds a B.A. in political science from Duke University,
an MS in TESOL from Fordham University Graduate School of
Education, and a J.D. from Yale Law School.
Ms. Mangan has more than eight years of experience in the

EXPERIENCE
Ms. Mangan began her career overseas, where she conducted
research as a Fulbright fellow and worked closely with an NGO
providing non-formal education to women in Senegal. She
then transitioned to domestic education work, teaching second
grade and elementary ESL in the New York City Public Schools.
During her time in the classroom, Ms. Mangan gained significant
experience in literacy instruction for English language learners and
received her MS in K-12 TESOL from Fordham’s Graduate School
of Education. She eventually left the classroom to pursue a law
degree. During her time in law school, Michelle worked closely
with New Haven Public Schools on several of its reform initiatives,
conducted research for the U.S. Department of Education’s Office
of Civil Rights, served as an Education Pioneers Fellow with Aspire
Public Schools, and directed a program bringing constitutional
law and civics education to public high school students. She also
designed and taught an undergraduate seminar on education
policy to Yale undergraduates.
