1    DR. GERARDO CABAHUG:

2    Ladies and gentlemen, the processional. Please rise for the entrance of the MACE held by
3    Dr. Mari Jennifer Yalung, HOD Peace Officer.

4    DR. PRECIOSA TANAGON:

5    The MACE is the symbol of Authority and Legislative Power vested upon the House of
6    Delegates. It signifies that the House is now in session. The MACE will be put on its pedestal.
7    It consists of three (3) chambers that represent the delegates from Luzon, Visayas and
8    Mindanao who express their minds towards the improvement of our association, while the
9    light rays it emits, work towards improvement. It also magnifies the MACE which is the
10   symbols of the House of Delegates; the four (4) corners of its pedestal representing North,
11   East, West and South.

12   DR. GERARDO CABAHUG:

13   Ladies and gentlemen, let us all welcome the PDA Regional Coordinators, the PDA Past
14   Presidents, the PDA House of Delegates Past Speakers, the PDA Officers, the PDA Floor
15   Leader Dr. Raymundo Lope, the PDA Speaker Protempore, Dr. Joan Carbonell, Mr. Alex
16   Chua, CME Officer, Westmont, Mr. Carlo Estanislao, Marketing Manager, Biomedis, Mr.
17   Ramoncito Sta. Maria, VP, PRMD, Unilab, Ms. Joy Ong, Assistant Manager, Mr. Raffy Castro,
18   Biomedis. Ladies and gentlemen, the PDA President Dean Arturo de Leon together with the
19   House of Delegates Speaker Dr. Clarissa Jane Pe and representing our Keynote Speaker Hon.

25   Restauro, our energetic Dean Arturo de Leon, PDA President, our dynamic Speaker of the
26   House, Dr. Clarissa Jane Pe, the very handsome and very helpful Vice President of Unilab,
27   Mr. Ramoncito Sta. Maria, still handsome and very brilliant, our Parliamentarian, Dr. Luis
28   Uy, all the Executive Officers who are here this afternoon, and of course all the House of
29   Delegates Officers: Dr. Mari Jennifer Yalung, our Peace Officer, Dr. Rey Lope, our Floor
30   Leader, HOD Administrator, Dr. Delia Castillo, our HOD Secretaries, Dr. Army Jane Chavez
31   and Dr. Renzy Viloria, our Finance Officer, Dr. Maria Cecilia Diego, our 2 advisers, Dr. Maria

1    Castro, all the delegates from different Chapters and Affiliates, all the Regional
2    Coordinators, the host Chapter, Mandaue and Cebu Dental Chapter, and of course all the
3    HOD organizing committee members who had been very helpful with their undying support
4    to make this HOD Mid-Year Session possible, ladies and gentlemen, good afternoon.

5    It is my pleasure to welcome you all in our 50 th Mid-Year Session and it is worth mentioning
6    that we have 213 delegates that will mark the historic task of addressing different, but
7    relevant issues that our association is facing right now. In behalf of all the HOD Officers, we
8    welcome you all and we hope and pray that we all join hands to address all the problems,
9    and we will have our new PDA and this Mid-Year Session will be fruitful & successful. Thank
10   you and magandang hapon uli.

11   DR. PRECIOSA TANAGON:

12   Thank you very much Dr. Joan Carbonell, and now may we call on Mr. Ramoncito Sta. Maria,
13   Vice President of the Professional Relations Management Division of United Laboratories
14   for his cordial greetings. A round of applause, please!

15   MR. RAMONCITO STA. MARIA (VP-PRMD, United Laboratories, Inc.):

16   Speaker of the House, Dr. Clarissa Pe, PDA President Dean Arturo De Leon, the Hon. Dr.
17   Sergio Restauro, representing good governor, Hon. Gwendolyn Garcia, all the officers,
18   members, Past Presidents, Past Speakers, and delegates to this year’s convention,
19   magandang tangali po sa inyong lahat! Welcome to Cebu!

20   As I was talking to your Speaker, nabanggit niya 50 years na, actually this is the 51st because
21   again since the early 60’s, 1961 to be exact, the first By-laws, set of By-laws were filled up
22   and crafted, the policy making and legislative work were actively pursued by the leadership
23   of the Philippine Dental Association in more than half a century. Later today, the House of
24   Delegates will make a regulatory work even stronger and more attuned to present times. It
25   was also around this time for us in Unilab, that Unilab really started working very closely
26   with the Filipino dentist, practically in all its 67 years of existence in pharmaceutical
27   industry. Well, I am proud again to be standing here once again before you, marching with
28   the dignitaries with all the special people of the HOD and the PDA during the entrance
29   ceremony, and sitting alongside with these people, and of course we miss the good
30   governor.

31   This gives me an opportunity once again to force another year of tight partnership with the
32   Philippine Dental Association specifically the House of Delegates and if I may just call on the
33   people behind this or the people behind me in trying to trim up this activity before you, I
34   would like the people to please stand up to be recognized, Mr. Alex Chua, Mon de Castro
35   and Carlo of Biomedis, Chona, Leo, Vangie and of course Ms. Joy Ong. Sila po ang katuwang
36   natin kaya andito tayong maghapon, hanggang bukas, hanggang Sabado making sure
37   everything goes well in the Mid-year Session. And for as long as infections are arrested by
38   Amox Dofenal, well of course matutuwa si Alex dito and for as long as bleeding is arrested
39   by Hemostan ---- and ----- Happy as we keep our breath always with Swish. Unilab will be by
40   HOD’s side through thick and thin ho ito and we certainly recognize the efforts the
41   judicious, consciencous and productive policy making activity of the body, for indeed the
42   House of Delegates of the Philippine Dental Association is the future of Philippine Dentistry.

2    Thank you very much, Mr. Chito Sta. Maria, United Laboratory for your ever support to
3    almost all the activities of the House of Delegates and that of the Philippine Dental
4    Association. And may we request Mr. Chito Sta. Maria to please stay on the center stage
5    together with our HOD Speaker, Dr. Clarissa Pe and Pres. Dr. Arturo De Leon. (Read the
6    Plaque of Appreciation). Thank you very much, Mr. Chito Sta. Maria of Unilab!

7    And now, we would like to call on our favourite, Ms. Jocelyn Ong on the center stage please.
8    (Read the Plaque of Appreciation). Thank you, Ms. Jocelyn Ong, love you from the HOD and
9    the PDA!

10   We would like to call on Mr. Alex Chua of Westmont to receive the Plaque of Appreciation
11   for Westmont Pharmaceutical Incorporated. (Read the Plaque of Appreciation). Salamat,
12   Westmon and Mr. Alex Chua! Huwag sana kayong magsasawa sa pagtulong sa amin!

13   And now, I would like to call on the Marketing Manager of Biomedes, Mr. Carlo Estanislao
14   to receive the Plaque of Appreciation for Biomedes. (Read the Plaque of Appreciation).
15   Thank you very much Mr. Carlo Estanislao. Huwag ninyo po kaming iiwan hanggang Sabado,
16   dere-derecho na po ang tulong ng Biomedes, Salamat sa Hemonstan!

17   We also would like to present a Plaque of Appreciation to Innovitelle but we will be
18   awarding that tomorrow during Fellowship Night kasi sila po yung ating sponsor for the
19   Fellowship Night.

21   Ok, congratulations and thank you for all the support that you have given us through the
22   years!

23   With your kind indulgence, allow me to try my Tagalog for this next portion of our program.
24   Ang susunod na magtatalumpati sa harap nating lahat ay isang ginoo na sa wari ko ay tuwid,
25   uliran, responsable, inteligente, natural at siyempre guapo, Turing for short. Ladies and
26   gentlemen, let us all welcome our vagrant PDA President, Dean Arturo “Turing” de Leon.

27   DEAN ARTURO DE LEON (PDA President):

28   Thank you very much Dr. Cabahug for being truthful, except for the last one. Of course I
     would like to acknowledge the dignitaries in the table headed by our Hon. Sergio Restauro,
29   Executive Governor, our House Speaker, who is very much behind this preparation and
30   design for this session together with the organizing committee of this Mid-Year House
31   Session, Dr. Clarissa Pe, to our Parliamentarian, Past President, and Past Speaker, Dr. Luis
32   Uy, to our corporate partner, Unilab represented by Dr. Chito Sta. Maria, and members of
33   PMRD and subsidiary companies, to the Officers of the House of Delegates, to the member
34   of the Executive Board, to the men and women of this PDA House of Delegates, to the
35   Affiliate Societies Presidents, to the Council of Past Presidents, to the Council of Past
36   Speakers, friends, ladies and gentlemen, a pleasant good afternoon to all of you.
37   Magandang hapon po sa inyong lahat!

38   I prepared 101 slides for this talumpati, however, due to the essence of time, I just reduced
39   this one piece speech into 4 demonics. The first one tells about what you have? HOD, House
40   of Delegates, now representing it the way you feel for our profession, the way you feel, for
41   our association. As I see it right now and as we feel, everyone feels right now HOD would

1    mean, ”Heavy on Dedication”. To me, everyone, every member of this institution deserves
2    the acronyms of all the men and women of Philippine Dentistry. You will not be here if you
3    do not have that dedication. In fact, you will use that dedication to share your prospective
4    as you define the 4 documents that will depict the collection of Philippine Dentistry.
5    Without such dedication, you cannot contribute to this outmost success. Tunay ng inyong
6    pakikipagpunyagi ay masasalamin sa dedikasyon. Sa inyong walang sawang
7    pakikipagpunyagi sa ating samahan ng mga dentista, HOD, Heavy on Dedication. This again
8    is an opportunity to show it, to underscore such feeling towards to our profession, and you
9    can only do that if you are going to put the name of this institution again to its highest
10   ultimate level. For this institution represents the very essence of what we have and what
11   we are enjoying right now, this is the essence of democracy.

12   Yes my colleagues the second demonic is HOD, House of Democracy. Democracy would
13   actually tell us that everyone who has all equal rights and all privileges, here walang Past
14   Presidents, walang Past Speakers, walang President, walang ordinaryong member, lahat
15   tayo ay pantay, pantay. Bawat opinion ay mahalaga, bawat pananaw ay isang kontribusyon
16   para bumuo ng isang magandang pananaw para sa ating samahan, para sa ating Inang
17   Bayan. This democratic process is the penultimate to what has been prepared for you to be
18   processed through the efforts of the technical working group and its members headed by
19   Dr. Arlissa Aguiluz. What you are going to have right now is the product of their labours,
20   their timeless dedication in making sure that everything pertains to the 4 documents that
21   we are going to post right now with you and possibly amend, would have its right
22   ingredients, right components. We feel that without your approval, everything might not be
23   in its proper prospective. The Executive board requirements the process of exercising its
24   policy making mandates, it is you the men and women of the House of Delegates which
25   should finally put a seal of approval on these 4 documents, and we cannot do this one not
26   unless we are united. Yes, we can agree, we can disagree, but once we agree on one thing,
27   let us be one to see that same picture in going towards that goal. Magiging maaring
28   emotional, maaring maging unheated argumentations, but at the end of the day we all
29   belong to one association, we need to define one direction that leads to the third demonic
30   HOD, you will be given that lead opportunity to shout to the board that here we are HOD,
31   Having one Direction. It is very important for us to see the same picture as we move as to
32   unity towards that goal, but we can only do that one if we first have the panoramic view on
33   everything and of course with due respect to everyone. Walang mali o walang tamang
34   pananaw. Ito po ay isang kusang pagbibigay ng pahalaga sa ating mga ginagawa bilang
35   dentista at bilang kasapi ng samahan. Bigyan po natin ng paggalang ang bawat pananalita
36   ng ating kasamahan. In the end we will be going home with the thought that we
37   contributed towards a meaningful journey of our association.

38   Tita Precy, you gave a very nice demonic of Cebu I would like to use that one Cebu demonic
39   to put everything in its prospective in abbreviation C-E-B-U, Come Everyone Be United.

43   of the House of Delegates to give her own message for all of us, a round of applause for Dr.
44   Clarissa Jane Pe.

46   It’s been going over and over my head the many things that I want to say today and in the
47   end I can only say a few words. First of all, I would like to acknowledge our partner who has

1    been there through thick and thin. Thank you from the bottom of our heart, Mr. Chito Sta.
2    Maria and United Laboratories! To our Dean, to our President for his support, his push for
3    positive change, his inspiring criticism for things that you have yet to accomplish, we thank
4    you for that, Sir! To our Parliamentary, Dr. Luis Uy, for bringing us back to the right road, we
5    still have a long way to go, but yet we will not be alone, we will all be together. And for our
6    Keynote Speaker, a doctor in profession, a DMD specialist, the Chair of Provincial Board of
7    the province of Cebu, Dr. Sergio Restauro, and to all the men and women of the Executive
8    Board, you will be acknowledged individually later in the roll call, to the Past President and
9    Past Speakers, I am humbled by your presence because in the 50 years of existence of the
10   House of Delegates we haven’t had this number of Past Speakers and Past Presidents in one
11   mid-year session. Thank you very much! To the delegates who are called here today, we
12   thank you from the bottom of our heart for responding to our invitation! A few months ago
13   during the annual session in November 2011, there was a strong clamour for mid-year
14   session to be held in Cebu, it was a big challenge, and it is a big challenge to bring you here.
15   We beg your kind indulgence, our apologies for whatever little inconveniences that you may
16   have experienced! There are things that are beyond our control, we can ask only for kind
17   understanding with that. We are all here called for a mission. 50 years of existence of House
18   of Delegates is something that we owe to our Past Speakers, Past Presidents, all the men
19   and women who had been here also like us today seated with one goal to make the
20   Philippine Dental Association achieve its goal in proving dental help to the nation through
21   our respective practices, through our individual Chapters where we come from. There is so
22   much in the history of the House of Delegates, today, we start another 50 years. By then,
23   most of us may not be here anymore, but let us leave a legacy. I am challenging you. Let us
24   leave a legacy that will guide those who will come after us, after all this is our house. Let us
25   put it in order so that those who will follow our footsteps will find it in order. Let us be
26   united in our direction, let us all understand that we can all be one in the achievement of
27   our goals that we have set. It is not an easy task to amend, to change the 4 documents: the
28   Constitution and By-laws, the Code of Dental Ethics, the Republic Act 9484, and the
29   establishment of the Standard of Care. It is a challenge to all of us. It is not just a challenge
30   to the House of Delegates Officers but for each and every one of us who are here today. We
31   have prepared our committees; our Technical Working Group has laboured. I urge you to
32   keep an open mind, think not of your own personal interest, but for the good of the
33   Philippine Dental Association.

34   Tomorrow, we will break the whole group into 3 clusters. Here, we’ll be able to find a
35   cluster for you to go. It doesn’t mean that you will only stay with one cluster. We have set
36   aside 2 hours per cluster and we will rotate. The documents have been sent to you
37   electronically, it was “kinda” ambitious on our part to go electronic, but nowadays we
38   cannot afford to spend on paper printing and shipping these documents and it will be too
39   heavy for you to carry over here in Cebu in that way, long after you go back to your own
40   respective Chapters you will still have a copy and it can be forwarded to your respective
41   members.

42   Tomorrow, we will have an open meeting. That is why we invited you to bring your laptops,
43   your PD and we would just like to encourage everyone to refrain from going into social
44   networking. The PDA spent so much money to bring you here, if you have other business
45   we will understand but kindly step out from the session hall. We are here to legislate and
46   this is serious matter. Do not be offended if we find that you are working other ways and
47   you are using the networking instrument, we will kindly ask you to step out of the Session
48   Hall. It is not a joke, the committee have laboured so hard and with that I would like to
49   acknowledge our Technical Working Group, as well as the Officers, the appointed and
50   elected Officers of the House of Delegates to please rise. Those who have laboured to make
51   this, without you, thank you very much! Without the dedication of these men and women

1    who are here as your servant leaders, please let us treat each other the respect that we all
2    deserve. They are not your personal servants. We are one. We have the same calling and I
3    urge you if you have any concerns, let us not make a big fun out of it. You know things are
4    not perfect all the time as much as we are not also perfect.

5    And tomorrow on the very first hour, you will be broken into clusters. We will have one
6    cluster outside this hall, one cluster will stay here and the other cluster will stay in the
7    Mediterranean room. We have our Chairs; we have our facilitators, our consultants, and the
8    technical committee. During the plenary at the end of 6 hours you will convene, whatever
9    will be the output of the clusters we will present it in the plenary for the approval of the
10   body. So we urge you tonight if you have a chance to go over the documents that we have
11   e-mailed to you please find time to study them. We will ask you to put your opinion on
12   certain provisions of the Constitution that needs amendments. To save time, we will only
13   have limited discussions in the clusters to a few people. Everybody is welcome to put in
14   their contributions by writing your opinion or recommendation in the beta cards that you
15   will find in the cluster. Then the committees, the Technical Working Group will then
16   summarize it and present it in the plenary. If you have recommendations that were not
17   identified by the cluster, please you are still welcome to make your revision, but we also ask
18   you to respect the decision of the committee Chair if they think that your recommendations
19   are not as urgent as they would mean then, we thank you in advance for your kind
20   understanding!

21   And with that I would like to personally thank Ms. Joy Ong for the sacrifice, for quite
22   understanding, for the patience that she has extended to the working committees, and also
23   to different partners, Unilab, Westmont, Biomedis, Innovitelle, these are sponsors on
24   tomorrows Fellowship.

25   Tomorrow at the end of a long day, we will also party hard and enjoy with our Luau Retro
26   theme and with that ladies and gentlemen as I have said there is so much to say, but there
27   is not much time to say. Thank you and have a pleasant afternoon!

5    Our third award the Honorary Speaker Award, ladies and gentlemen, let us call in Dr. Primo
6    Gonzales to receive the award.

9    the Past Speakers of the House of Delegates to have a photo off with the new Honorary
10   Speaker of the House of Delegates. We thank once again Dr. Primo Gonzales, Honorary
11   Speaker of the House of Delegates.

12   Ok, as we now move on to the most important part of our Opening ceremony, may we call
13   on HOD Past Speaker, who incidentally is the first woman HOD Speaker, a round of
14   applause, ladies and gentlemen to Dr. Libertad Nolido who will do the honor of introducing
15   our Keynote Speaker.

16   DR. LIBERTAD NOLIDO:

17   Thank you, Dr. Precy! Good looking gentlemen and beautiful women dignitaries at the
18   presidential table and sub-presidential table. Past and Present Officers of both branches the
19   executive and the legislative of the Philippine Dental Association, fellow dentists, good
20   afternoon.

21   We request that today, we will have with us Cebu’s pride itself, the first woman governor
22   with 443 year history of the province of Cebu, Gov. Gwendolyn Garcia. She is in Manila with
23   some business, urgent business. However, she sent a representative who is equally as
24   dedicated government service worker as she is. He is a medical doctor, specializing in Ears,
25   Eyes, Nose and Throat, and likewise serving as a Board Member of the first district of the
26   province of Cebu, and who knows he might also become the governor himself? Only God
27   knows. Let’s put our hands together for Doctor, the Honorable Board Member, Dr. Sergio
28   Bacus Restauro.

29   HON. SERGIO B. RESTAURO:

30   Please sit down! To Dr. Libertad Nolido, thank you for that wonderful introduction. I

37   momentous gathering in lieu of our beloved Governor, the Honorable Gwen F. Garcia, who
38   is currently undertaking a number of previous commitments, in line with her local functions
39   as responsible Chief Executive of the province of Cebu. Nevertheless, she is conveying her

1    51st Philippine Dental Association, House of Delegates Mid-Year Session in our beloved
2    province. Remember, it is more fun in Cebu.

3    First of all, she wants to express her full support in this event and granted me this unique
4    opportunity to speak before you in her behalf. I would gladly say that I am overwhelmed
5    with so much joy and pleasure for I am speaking in front of very noble professionals, who
6    are very vigilant and have great concern in maintaining the present high professional
7    standard of dental profession, and it is always a practice that leadership will always be in
8    harmony with the persons concerned: the dental health providers both here and abroad.
9    Again I truly realize the fact that each one of you has temporarily left your family and work.
10   For some of you came here from very distant places. You came here not just because you
11   want to find or rekindle friendships, which for me is also a good intent, however, if you have
12   come for more noble cause that is to share each other experiences and expertise in order to
13   cope with the dental health care services in this country in a higher, if not in a highest level
14   of standard. I would also like to humbly state that I have also done my part as member of
15   the Sanguniang Panglalawigan in the province of Cebu concerning improvement and
16   upliftment of health care by passing legislations that I would someday listen to our people
17   particularly in maintaining good health services and facilities. Moreover, I continuously
18   advocate and fully support all the provisions and guidelines set forth by the Department of
19   Health in providing quality health care services for our fellow constituents. Incidentally,
20   aside from being member of the provincial board, this representation, also served as a
21   community Chairman of public health and social services in the province of Cebu. My
22   fervent wish is that due to our continuing efforts, the government and private sector will
23   come up with a long term plan, strategy and system that would create and join impact that
24   would deem not only the entire health provider but also its recipients as well. To all our
25   dear delegates and participants may you fully achieve what you have been expecting for
26   these three (3) days activities and I expect camaraderie within you to continue to flourish
27   and to reach for the highest standard in serving our people. All these will remain in your
28   hearts evermore. Lastly, I would like to commend all the men and women who have
29   contributed so much of their time and efforts in order to make this event possible and
30   successful one. I hope your stay in Cebu will be productive, pleasant and favourable one.

32      (b) Quorum: A quorum is determined by the Constitution and By-laws the policy manual

1       (e) Debate: Discussant is given a maximum of five (5) minutes debate. A green light will
2           turn on indicating the start of the debate. One (1) minute before the end of the
3           allotted time, a yellow light will turn on. At the end of the 5 minutes debate, a red
4           light will turn on and a buzzer will sound off signalling that your time is up and you
5           have to go back to your seat.

36   the Technical Working Group that would be the need for the clusters for tomorrow?

38   Thank you, Madam Speaker and a pleasant good afternoon to all my fellow delegates here
39   in the HOD Mid-Year Session. I am very pleased and proud to be with you once again where
40   I really and truly believe I belong. I am extremely pleased to present to you the mechanism
41   behind the Technical Working Group. If I may familiarize you and go you through the

1    process by which we arrived at the TWG as it is properly called or as we are called by our
2    leader who actually envisioned and planned all of these thinkers with guts.

3    So the Technical Working Group was presented and approved as an AD hoc committee to
4    the Executive Board on January early this year. It is actually envisioned and a project of our
5    incumbent PDA President, Dr. Arturo De Leon, and his vision is to document and amend all
6    four (4) documents effective in our practice of profession and our PDA in general. Apat po
7    ang dokumento na kailangan natin na sunud-sunod at sabay-sabay na talakayin, sana ang
8    natirang mga oras at araw ay ating harapin kasama po dito ang Code of Ethics, ang Republic
9    Act 9484, ang ating PDA Constitution and By-laws, at ang hindi pa successful na natalakay na
10   Standard of Care and Guidelines to put into practice in dentistry.

11   Yours truly was very generously approved by the Executive Board as Chair of the TWG in
12   March of 2012. Among the objectives of our Technical Working Group Clusters as we call
13   them is to formulate the Standard of Practice or put into practice in dentistry or then we
14   call it the TGCD. This is headed by someone whom I am proud to admit as one of the rising
15   stars and icons of Philippine Dentistry particularly in the field of academe, my very own
16   dean at the UP College of Dentistry, Dean Vicente Medina III, Sir, please stand up to be
17   recognized.

18   Hindi ho naging madali ang pagtalakay ni Dean Medina sa Standard of Care. Alam naman
19   natin na ang SOC or Standard ay siyang pinakamabilis na pamantayan at pamamaraan para
20   tayo ay husgahan kung tayo man ay nasasakdal sa isang husgado, and yet noon ako po ay
21   inutusan ng ating President, Dr. Arturo De Leon na umattend ng Department of Health
22   meeting, ang unang una pong hiningi sa akin ng DOH ay nasaan na ang Standard of Care ng
23   Dentistry. Ako po ay halos manliit sa aking upuan noong meeting na iyon kaharap po ang
24   mga fields of medicine, nursing, pharmacy, public health, veterinary med. At iba pang mga
25   allied na professions, lahat po sila ay may sinusundan na Standard of Care maliban po sa
26   ating propesyon. We claim to already to be in 100 years of dentistry in the Philippines ay
27   walang maipakita ni isang pahina kung ano ba ang ating mga pamantayan at parang bang
28   sinasabi ikaw ay isang magaling na dentista na tuloy na sumusunod sa mga serbisyo ng isang
29   mahusay na dentista, wala po tayo nito. Pinaki-usapan po natin si Dr. Vicente Medina
30   upang bumuo sa pamamagitan ng inyong tulong ng Standard of Care. Remember, the SOC
31   will not cater to the specialist, iyan po ang aking pinakadiin-diin ngayon pa lamang. Ang
32   ating SOC complete with guidelines in the practice of dentistry ay kailangan ng magtugon sa
33   mga pangangailangan ng general dentists. Ano ang dapat gawin ng isang general dentist
34   para masabi na safe ang kanyang practice of dentistry, iyon po ang tatalakayin niya sa
35   kanyang cluster.

36   Aside from our objectives to correct the provision of RA 9484 that are particularly
37   erroneous katulad ng mga term of office na hindi akma sa limang examiner, mga definition
38   of terms na kung titingnan natin ay hindi naman talaga tumutugon sa dapat na talakayin at
39   iba pa. Naiintindihan ko noon, noong ako ay naging Speaker of the House limang taon na po
40   ang nakalilipas na itong Dental Law ng 2007 ay biglang binagsak sa atin ng ating PRC at
41   humihingi ng Implementing Rules and Regulations. Wala naman po tayong nagawa noong
42   mga panahon na yon kung hind gumawa ng IFR sa pinakamainit at pinakamahusay na
43   paraan ng ating nakayanan, pero limang taon na po yon, that was five (5) long years ago and
44   who were our legal advisers then? One of them is, Sen. Joey Lina. Limang taon is limang
45   taon. We are now entitled to agitate as professional organization to change and amend RA
46   9484 and the Code of Ethics that includes if it no longer serves our needs particularly on the
47   issue of integration. Every single day that we are here, existing as accredited professional

1    organization we are not actually able to implement the full measure of the law to the intent
2    that is indebted. Bakit po? Hindi ho tayo talaga integrated number 1.

3    (2) Kaya ba natin to integrate di ba? So andito po ang ating mga kasamahan mula sa hanay
4    ng dental technologist pinangungunahan ni Dr. Makoto Obayashi. Sir, I wish to recognize
5    your group, can you please all stand up they are here as observers and participants. Ang
6    dami po nila sariling gastos po nila yan. Sila ay nandidito bilang commitment nila na
7    makipagisa, tagapagsundo sa ating mga dentist. Nangluluklok din ako at the same time,
8    Madam Speaker, kasi nadidiyan po tayong mga dentist at kahit andidiyan po ang grupo ng
9    dental technologist ay hindi pa din natin maiimplement ang RA 9484 in terms of integration
10   dahil wala ang mga dental hygienist. Dapat ho nating isipin mga kasama ko dito sa House
11   dapat talaga tayong mag-integrate? That question I will leave up to you. Remember, kami
12   pong mga cluster leaders ninyo ay hindi nandito para pilitin kayo na sumangayon sa ano
13   mang legend na aming ihaharap rather, we are your voice to the PDA and to the
14   government. You in turn as CD and OD should be voices of your Chapters and Affiliates
15   society. Do not take this task that we are about to do tomorrow very likely. If you do, I really
16   want tayo pa rin sa pancitan pag ito ay hindi natin naayos sa ating kagustuhan. This is our
17   chance now five (5) years otherwise, we will continue all in all that we are not implementing
18   the full measure of the law and PRC is already looking at us at why we are not able to do so.
19   We are not accepting any excuses or alibis for that matter.

20   Another objective is to add provisions that would benefit both public and accredited
21   profession organization of dentists. Ito yung tungkol sa mga new provisions, so kung wala
22   doon sa ihaharap namin sa inyo yung nasa isipan ninyo at nasa konsiyensya ninyo ay maaari
23   kayong magsalita, di ba? Sabi nga nung teacher at yung ating mga lecturers hindi kayo
24   nandito para mag-init ang inyong mga upuan, you are not bench warmers here. I wish that
25   you will open up your mind, your heart and your mouth in order to speak otherwise we
26   would not hear what you have to say. Wala namang maling opinion, ok lang ho kung hindi
27   kayo makapag English ng tama, who cares, it is the thought and the concept and the
28   substance and the thought that counts not the actual words that you use, but rather the
29   thought that you’ve said with sincerity, honesty and above all with integrity. Kalimutan
30   natin ang mga personal na motibo pagtayo ay nahahanap ng resolution kung maaari lang po
31   ito ang aking pakiusap.

32   To revise the Code of Ethics, yan din po ang kailangan nating harapin. Ano ba ang inyong
33   panukala tungkol sa advertising na yan. Sino naman ang nagsabi na ikaw ay nagte-
34   testimonial para sa isang dental product. Pag ikaw ba ay nanggamot at may nirecommend
35   sa inyo na brand na toothpaste na ito dahil sa inyong masugit na paniniwala ito ang the
36   best, yaon ho ba ay nagco-constitute ng testimonial and are you in fact being unethical?
37   Yaon po ang aking ibig sabihin na dapat siguro tingnan hindi lang naayon sa current 2012
38   definition of terms, kung ano ang ethical and kung ano ang unethical? Keep an open mind
39   about this.

40   Ito po ang sulyap kung papaano natin io-organisa ang ating Technical Working Group,
41   dalawa po ang aking hinahawakan diyan dahil iisa lang naman ho yung dokumentong yon.

8    auxiliary, hygienist, and technologist and in my case in the Republic Act 9484, yes, I have to
9    consult the unlicensed dental graduates. Dahil sa kanilang hindi matapos tapos na hinagpis
10   tungkol sa refresher course na yan, so kasama po sila sa stakeholders for the Republic Act
11   9484.

12   The second scene, concur or not concur with the proposed amendments offered by each
13   participants. Ang bilin pong maigi ng ating Speaker of the House, do it with courtesy, hindi
14   po tayo kailangang magbastusan dito sa House of Delegates para lang maipadinig or para
15   lang maiparating ang inyong nais maparating, you can do so calmly, gently, using the right
16   words. Please let us observe professional courtesy with each other at all times.

17   And lastly, the House of Delegates must concur with all the amendments. This is the
18   particular power that is given to us by our Constitution and By-laws; no one can take it away
19   from us, tayo lang po ang pu-pwedeng magpalit ng Constitution and By-laws at pag nabuo
20   po natin ang SOC at saka ang amended RA 9484 tayo po ang magfo-forward nito sa ating
21   PRC. The Mid-year Session is only but one venue wherein we can do this. Sabi nga ng ating
22   Speaker matapos nating magcomment lahat ito ay ating iipunin at bubuuin at ilalagay sa
23   tamang anyo at ito ay ating isusumite sa ating Executive Board na siya namang maghahatid
24   sa PRC sa DOH at saka sa kinauukulang pang ahensiya ng gobyerno. Ang mga accredited
25   Affiliates natin, I asked you if you have time tonight please consult your members regarding
26   your declaration. If you want a particular concern especially in the Standard of Care, I
27   understand na kayo ay mga dalubhasa sa inyong mga siyensa, pero tandaan po natin yung
28   mga dental practitioners na hindi kasing dalubhasa ninyo, does not necessarily make them
29   bad dentists if they did not do the techniques that you do? If they did not use the same
30   equipment that you do, are they necessarily doing bad dentistry? So although almost all of
31   you are specialists, keep in mind, the Standard of Care is for the general practitioner. Diyan
32   ho natin aasahan ang ating mga ODs and CDs ng mga GT and if I present the PDA RGTs,
33   insist and demand for your rights and privilege. Magbaliktaktakan tayo dito malinaw at
34   maliwanag para sa ikabubuti ng lahat, and this will always subject, as the Speaker said, to
35   the usual debate and discussion during the House of Delegates. All our concerns will also be
36   published in our PDA website headed by our PDA Website Master Dr. Charlie Atienza. I
37   wonder if he has arrived here in Cebu City. He will be available as a reference person to our
38   Chapter and Affiliates ODs and CDs should we have any concern about posting on the PDA

7    29, 2011. Approved Resolution No. 8, Resolution bringing the Philippine Dental Association
8    to perform its insurgents, to perform its ministerial duty to integrate the National
9    Integrated Association of the duly licensed of the member of the Dental Technology and
10   Dental Hygienist Profession as mandated in Sec. 30 Republic Act 9484. That is why I don’t
11   know why the Chairperson is asking payag ba kayong i-integrate? It is mandated in that
12   Board Resolution, Madam Speaker Protempore.

21   integrate? Because it is now time to take a look inside you and mentally exercise if we were
22   able to interpret the law or should the law be interpreted to serve us. Iyon lang po ang ating
23   question na itinatapon. I do not need to question the men of the House, the will of the
24   House has already been expressed, what I am saying this is our chance to amend the Dental
25   law. We do not have to sit still for another 5 years or 6 years before we agitate and move as
26   a body in order to demand the changes due to us as a professional. I hope I am quite clear.

12   that the dental technologist and dental hygienist will be integrated with the Philippine
13   Dental Association, and so therefore, the reason why we are here is to find out how we will
14   be able to integrate them? The solution that we are going to find out, how to integrate
15   them? Are we going to integrate them in the same manner with that of the dental
16   profession or whatever it is? That is now the role of the clustering of the committee that is
17   initiated by the President of the Philippine Dental Association. Thank you, Madam

17   undergone several floodings already in Bulacan particularly Ondoy and Habagat. I will do my
18   best to retrieve the file. I hope you can try to retrieve yours and perhaps we can sit together
19   and try to work out, but that is a pleasant problem Mr. Delegate, our task really is to go
20   through the entire Republic Act, the existing law as is, correct what is needed to be
21   corrected and you know that there are a lot to be corrected. Yung mga nanggagalaiti sa

39   time Chairman of Council of Past Speakers just probably, so where will Dr. Ramon Hebron

12   May I remind the body that Dr. Hebron’s position as Adviser is appointive in nature and not

16   As to my desire to make it clear for our young delegates it is not appointed, it is embodied

19   for everybody especially the young delegates that it is embodied in the Constitution and By-
20   laws House of Delegates that the immediate Past Speaker automatically will be the Adviser
21   of the House of Delegates.

  • 1. Philippine Dental Association HOUSE OF DELEGATES MINUTES OF THE MEETING FIRST PLENARY SESSION September 27, 2012 Waterfront Hotel & Casino Lahug, Cebu City 1 DR. GERARDO CABAHUG: 2 Ladies and gentlemen, the processional. Please rise for the entrance of the MACE held by 3 Dr. Mari Jennifer Yalung, HOD Peace Officer. 4 DR. PRECIOSA TANAGON: 5 The MACE is the symbol of Authority and Legislative Power vested upon the House of 6 Delegates. It signifies that the House is now in session. The MACE will be put on its pedestal. 7 It consists of three (3) chambers that represent the delegates from Luzon, Visayas and 8 Mindanao who express their minds towards the improvement of our association, while the 9 light rays it emits, work towards improvement. It also magnifies the MACE which is the 10 symbols of the House of Delegates; the four (4) corners of its pedestal representing North, 11 East, West and South. 12 DR. Minutes of the Meeting PDA-HOD Midyear (1st Plenary Session) PAGE (3) OF Waterfront Hotel & Casino, Lahug, Cebu City September 27, 2012 1 Castro, all the delegates from different Chapters and Affiliates, all the Regional 2 Coordinators, the host Chapter, Mandaue and Cebu Dental Chapter, and of course all the 3 HOD organizing committee members who had been very helpful with their undying support 4 to make this HOD Mid-Year Session possible, ladies and gentlemen, good afternoon. 5 It is my pleasure to welcome you all in our 50 th Mid-Year Session and it is worth mentioning 6 that we have 213 delegates that will mark the historic task of addressing different, but 7 relevant issues that our association is facing right now. In behalf of all the HOD Officers, we 8 welcome you all and we hope and pray that we all join hands to address all the problems, 9 and we will have our new PDA and this Mid-Year Session will be fruitful & successful. Thank 10 you and magandang hapon uli. 11 DR. PRECIOSA TANAGON: 12 Thank you very much Dr. Joan Carbonell, and now may we call on Mr. Ramoncito Sta. Maria, 13 Vice President of the Professional Relations Management Division of United Laboratories 14 for his cordial greetings. A round of applause, please! 15 MR. RAMONCITO STA. MARIA (VP-PRMD, United Laboratories, Inc.): 16 Speaker of the House, Dr. Clarissa Pe, PDA President Dean Arturo De Leon, the Hon. Dr. 17 Sergio Restauro, representing good governor, Hon. Gwendolyn Garcia, all the officers, 18 members, Past Presidents, Past Speakers, and delegates to this year’s convention, 19 magandang tangali po sa inyong lahat! Welcome to Cebu! 20 As I was talking to your Speaker, nabanggit niya 50 years na, actually this is the 51st because 21 again since the early 60’s, 1961 to be exact, the first By-laws, set of By-laws were filled up 22 and crafted, the policy making and legislative work were actively pursued by the leadership 23 of the Philippine Dental Association in more than half a century. Later today, the House of 24 Delegates will make a regulatory work even stronger and more attuned to present times. It 25 was also around this time for us in Unilab, that Unilab really started working very closely 26 with the Filipino dentist, practically in all its 67 years of existence in pharmaceutical 27 industry. Well, I am proud again to be standing here once again before you, marching with 28 the dignitaries with all the special people of the HOD and the PDA during the entrance 29 ceremony, and sitting alongside with these people, and of course we miss the good 30 governor. 31 This gives me an opportunity once again to force another year of tight partnership with the 32 Philippine Dental Association specifically the House of Delegates and if I may just call on the 33 people behind this or the people behind me in trying to trim up this activity before you, I 34 would like the people to please stand up to be recognized, Mr. Alex Chua, Mon de Castro 35 and Carlo of Biomedis, Chona, Leo, Vangie and of course Ms. Joy Ong. Sila po ang katuwang 36 natin kaya andito tayong maghapon, hanggang bukas, hanggang Sabado making sure 37 everything goes well in the Mid-year Session. And for as long as infections are arrested by 38 Amox Dofenal, well of course matutuwa si Alex dito and for as long as bleeding is arrested 39 by Hemostan ---- and ----- Happy as we keep our breath always with Swish. Unilab will be by 40 HOD’s side through thick and thin ho ito and we certainly recognize the efforts the 41 judicious, consciencous and productive policy making activity of the body, for indeed the 42 House of Delegates of the Philippine Dental Association is the future of Philippine Dentistry. 43 Maraming salamat po! Of course I would like to acknowledge the dignitaries in the table headed by our Hon. Sergio Restauro, 29 Executive Governor, our House Speaker, who is very much behind this preparation and 30 design for this session together with the organizing committee of this Mid-Year House 31 Session, Dr. Clarissa Pe, to our Parliamentarian, Past President, and Past Speaker, Dr. Luis 32 Uy, to our corporate partner, Unilab represented by Dr. Chito Sta. Maria, and members of 33 PMRD and subsidiary companies, to the Officers of the House of Delegates, to the member 34 of the Executive Board, to the men and women of this PDA House of Delegates, to the 35 Affiliate Societies Presidents, to the Council of Past Presidents, to the Council of Past 36 Speakers, friends, ladies and gentlemen, a pleasant good afternoon to all of you. 37 Magandang hapon po sa inyong lahat! 38 I prepared 101 slides for this talumpati, however, due to the essence of time, I just reduced 39 this one piece speech into 4 demonics. The first one tells about what you have? HOD, House 40 of Delegates, now representing it the way you feel for our profession, the way you feel, for 41 our association. As I see it right now and as we feel, everyone feels right now HOD would

To me, everyone, every member of this institution deserves 2 the acronyms of all the men and women of Philippine Dentistry. You will not be here if you 3 do not have that dedication. In fact, you will use that dedication to share your prospective 4 as you define the 4 documents that will depict the collection of Philippine Dentistry. 5 Without such dedication, you cannot contribute to this outmost success. Tunay ng inyong 6 pakikipagpunyagi ay masasalamin sa dedikasyon. Sa inyong walang sawang 7 pakikipagpunyagi sa ating samahan ng mga dentista, HOD, Heavy on Dedication. This again 8 is an opportunity to show it, to underscore such feeling towards to our profession, and you 9 can only do that if you are going to put the name of this institution again to its highest 10 ultimate level. For this institution represents the very essence of what we have and what 11 we are enjoying right now, this is the essence of democracy. 12 Yes my colleagues the second demonic is HOD, House of Democracy. Democracy would 13 actually tell us that everyone who has all equal rights and all privileges, here walang Past 14 Presidents, walang Past Speakers, walang President, walang ordinaryong member, lahat 15 tayo ay pantay, pantay. Bawat opinion ay mahalaga, bawat pananaw ay isang kontribusyon 16 para bumuo ng isang magandang pananaw para sa ating samahan, para sa ating Inang 17 Bayan. This democratic process is the penultimate to what has been prepared for you to be 18 processed through the efforts of the technical working group and its members headed by 19 Dr. Arlissa Aguiluz. Yes, we can agree, we can disagree, but once we agree on one thing, 27 let us be one to see that same picture in going towards that goal. To our Parliamentary, Dr. Luis Uy, for bringing us back to the right road, we 5 still have a long way to go, but yet we will not be alone, we will all be together. And for our 6 Keynote Speaker, a doctor in profession, a DMD specialist, the Chair of Provincial Board of 7 the province of Cebu, Dr. Sergio Restauro, and to all the men and women of the Executive 8 Board, you will be acknowledged individually later in the roll call, to the Past President and 9 Past Speakers, I am humbled by your presence because in the 50 years of existence of the 10 House of Delegates we haven’t had this number of Past Speakers and Past Presidents in one 11 mid-year session. Thank you very much! To the delegates who are called here today, we 12 thank you from the bottom of our heart for responding to our invitation! A few months ago 13 during the annual session in November 2011, there was a strong clamour for mid-year 14 session to be held in Cebu, it was a big challenge, and it is a big challenge to bring you here. 15 We beg your kind indulgence, our apologies for whatever little inconveniences that you may 16 have experienced! There are things that are beyond our control, we can ask only for kind 17 understanding with that. We are all here called for a mission. 50 years of existence of House 18 of Delegates is something that we owe to our Past Speakers, Past Presidents, all the men 19 and women who had been here also like us today seated with one goal to make the 20 Philippine Dental Association achieve its goal in proving dental help to the nation through 21 our respective practices, through our individual Chapters where we come from. There is so 22 much in the history of the House of Delegates, today, we start another 50 years. By then, 23 most of us may not be here anymore, but let us leave a legacy. I am challenging you. Let us 24 leave a legacy that will guide those who will come after us, after all this is our house. Let us 25 put it in order so that those who will follow our footsteps will find it in order. Let us be 26 united in our direction, let us all understand that we can all be one in the achievement of 27 our goals that we have set. It is not an easy task to amend, to change the 4 documents: the 28 Constitution and By-laws, the Code of Dental Ethics, the Republic Act 9484, and the 29 establishment of the Standard of Care. It is a challenge to all of us. It is not just a challenge 30 to the House of Delegates Officers but for each and every one of us who are here today. We 31 have prepared our committees; our Technical Working Group has laboured. I urge you to 32 keep an open mind, think not of your own personal interest, but for the good of the 33 Philippine Dental Association. 34 Tomorrow, we will break the whole group into 3 clusters. Here, we’ll be able to find a 35 cluster for you to go. It doesn’t mean that you will only stay with one cluster. We have set 36 aside 2 hours per cluster and we will rotate. The documents have been sent to you 37 electronically, it was “kinda” ambitious on our part to go electronic, but nowadays we 38 cannot afford to spend on paper printing and shipping these documents and it will be too 39 heavy for you to carry over here in Cebu in that way, long after you go back to your own 40 respective Chapters you will still have a copy and it can be forwarded to your respective 41 members. 42 Tomorrow, we will have an open meeting. That is why we invited you to bring your laptops, 43 your PD and we would just like to encourage everyone to refrain from going into social 44 networking. The PDA spent so much money to bring you here, if you have other business 45 we will understand but kindly step out from the session hall. We are here to legislate and 46 this is serious matter. Do not be offended if we find that you are working other ways and 47 you are using the networking instrument, we will kindly ask you to step out of the Session 48 Hall. You know things are 4 not perfect all the time as much as we are not also perfect. 5 And tomorrow on the very first hour, you will be broken into clusters. We will have one 6 cluster outside this hall, one cluster will stay here and the other cluster will stay in the 7 Mediterranean room. We have our Chairs; we have our facilitators, our consultants, and the 8 technical committee. During the plenary at the end of 6 hours you will convene, whatever 9 will be the output of the clusters we will present it in the plenary for the approval of the 10 body. So we urge you tonight if you have a chance to go over the documents that we have 11 e-mailed to you please find time to study them. We will ask you to put your opinion on 12 certain provisions of the Constitution that needs amendments. To save time, we will only 13 have limited discussions in the clusters to a few people. Everybody is welcome to put in 14 their contributions by writing your opinion or recommendation in the beta cards that you 15 will find in the cluster. Then the committees, the Technical Working Group will then 16 summarize it and present it in the plenary. He is a medical doctor, specializing in Ears, 25 Eyes, Nose and Throat, and likewise serving as a Board Member of the first district of the 26 province of Cebu, and who knows he might also become the governor himself? I would gladly say that I am overwhelmed 5 with so much joy and pleasure for I am speaking in front of very noble professionals, who 6 are very vigilant and have great concern in maintaining the present high professional 7 standard of dental profession, and it is always a practice that leadership will always be in 8 harmony with the persons concerned: the dental health providers both here and abroad. 9 Again I truly realize the fact that each one of you has temporarily left your family and work. 10 For some of you came here from very distant places. You came here not just because you 11 want to find or rekindle friendships, which for me is also a good intent, however, if you have 12 come for more noble cause that is to share each other experiences and expertise in order to 13 cope with the dental health care services in this country in a higher, if not in a highest level 14 of standard. I would also like to humbly state that I have also done my part as member of 15 the Sanguniang Panglalawigan in the province of Cebu concerning improvement and 16 upliftment of health care by passing legislations that I would someday listen to our people 17 particularly in maintaining good health services and facilities. Moreover, I continuously 18 advocate and fully support all the provisions and guidelines set forth by the Department of 19 Health in providing quality health care services for our fellow constituents. Incidentally, 20 aside from being member of the provincial board, this representation, also served as a 21 community Chairman of public health and social services in the province of Cebu. My 22 fervent wish is that due to our continuing efforts, the government and private sector will 23 come up with a long term plan, strategy and system that would create and join impact that 24 would deem not only the entire health provider but also its recipients as well. To all our 25 dear delegates and participants may you fully achieve what you have been expecting for 26 these three (3) days activities and I expect camaraderie within you to continue to flourish 27 and to reach for the highest standard in serving our people. All these will remain in your 28 hearts evermore. Lastly, I would like to commend all the men and women who have 29 contributed so much of their time and efforts in order to make this event possible and 30 successful one. It is actually envisioned and a project of our 5 incumbent PDA President, Dr. Arturo De Leon, and his vision is to document and amend all 6 four (4) documents effective in our practice of profession and our PDA in general. Apat po 7 ang dokumento na kailangan natin na sunud-sunod at sabay-sabay na talakayin, sana ang 8 natirang mga oras at araw ay ating harapin kasama po dito ang Code of Ethics, ang Republic 9 Act 9484, ang ating PDA Constitution and By-laws, at ang hindi pa successful na natalakay na 10 Standard of Care and Guidelines to put into practice in dentistry. 11 Yours truly was very generously approved by the Executive Board as Chair of the TWG in 12 March of 2012. Among the objectives of our Technical Working Group Clusters as we call 13 them is to formulate the Standard of Practice or put into practice in dentistry or then we 14 call it the TGCD. This is headed by someone whom I am proud to admit as one of the rising 15 stars and icons of Philippine Dentistry particularly in the field of academe, my very own 16 dean at the UP College of Dentistry, Dean Vicente Medina III, Sir, please stand up to be 17 recognized. 18 Hindi ho naging madali ang pagtalakay ni Dean Medina sa Standard of Care. Alam naman 19 natin na ang SOC or Standard ay siyang pinakamabilis na pamantayan at pamamaraan para 20 tayo ay husgahan kung tayo man ay nasasakdal sa isang husgado, and yet noon ako po ay 21 inutusan ng ating President, Dr. Arturo De Leon na umattend ng Department of Health 22 meeting, ang unang una pong hiningi sa akin ng DOH ay nasaan na ang Standard of Care ng 23 Dentistry. Ako po ay halos manliit sa aking upuan noong meeting na iyon kaharap po ang 24 mga fields of medicine, nursing, pharmacy, public health, veterinary med. At iba pang mga 25 allied na professions, lahat po sila ay may sinusundan na Standard of Care maliban po sa 26 ating propesyon. We claim to already to be in 100 years of dentistry in the Philippines ay 27 walang maipakita ni isang pahina kung ano ba ang ating mga pamantayan at parang bang 28 sinasabi ikaw ay isang magaling na dentista na tuloy na sumusunod sa mga serbisyo ng isang 29 mahusay na dentista, wala po tayo nito. Pinaki-usapan po natin si Dr. Vicente Medina 30 upang bumuo sa pamamagitan ng inyong tulong ng Standard of Care. Remember, the SOC 31 will not cater to the specialist, iyan po ang aking pinakadiin-diin ngayon pa lamang. Ang 32 ating SOC complete with guidelines in the practice of dentistry ay kailangan ng magtugon sa 33 mga pangangailangan ng general dentists. Ano ang dapat gawin ng isang general dentist 34 para masabi na safe ang kanyang practice of dentistry, iyon po ang tatalakayin niya sa 35 kanyang cluster. 36 Aside from our objectives to correct the provision of RA 9484 that are particularly 37 erroneous katulad ng mga term of office na hindi akma sa limang examiner, mga definition 38 of terms na kung titingnan natin ay hindi naman talaga tumutugon sa dapat na talakayin at 39 iba pa. Naiintindihan ko noon, noong ako ay naging Speaker of the House limang taon na po 40 ang nakalilipas na itong Dental Law ng 2007 ay biglang binagsak sa atin ng ating PRC at 41 humihingi ng Implementing Rules and Regulations. Wala naman po tayong nagawa noong 42 mga panahon na yon kung hind gumawa ng IFR sa pinakamainit at pinakamahusay na 43 paraan ng ating nakayanan, pero limang taon na po yon, that was five (5) long years ago and 44 who were our legal advisers then? One of them is, Sen. Joey Lina. Limang taon is limang 45 taon. We are now entitled to agitate as professional organization to change and amend RA 46 9484 and the Code of Ethics that includes if it no longer serves our needs particularly on the 47 issue of integration. So andito po ang ating mga kasamahan mula sa hanay 4 ng dental technologist pinangungunahan ni Dr. Makoto Obayashi. Sir, I wish to recognize 5 your group, can you please all stand up they are here as observers and participants. Ang 6 dami po nila sariling gastos po nila yan. Sila ay nandidito bilang commitment nila na 7 makipagisa, tagapagsundo sa ating mga dentist. Nangluluklok din ako at the same time, 8 Madam Speaker, kasi nadidiyan po tayong mga dentist at kahit andidiyan po ang grupo ng 9 dental technologist ay hindi pa din natin maiimplement ang RA 9484 in terms of integration 10 dahil wala ang mga dental hygienist. Dapat ho nating isipin mga kasama ko dito sa House 11 dapat talaga tayong mag-integrate? That question I will leave up to you. Remember, kami 12 pong mga cluster leaders ninyo ay hindi nandito para pilitin kayo na sumangayon sa ano 13 mang legend na aming ihaharap rather, we are your voice to the PDA and to the 14 government. You in turn as CD and OD should be voices of your Chapters and Affiliates 15 society. Do not take this task that we are about to do tomorrow very likely. If you do, I really 16 want tayo pa rin sa pancitan pag ito ay hindi natin naayos sa ating kagustuhan. This is our 17 chance now five (5) years otherwise, we will continue all in all that we are not implementing 18 the full measure of the law and PRC is already looking at us at why we are not able to do so. 19 We are not accepting any excuses or alibis for that matter. 20 Another objective is to add provisions that would benefit both public and accredited 21 profession organization of dentists. Ito yung tungkol sa mga new provisions, so kung wala 22 doon sa ihaharap namin sa inyo yung nasa isipan ninyo at nasa konsiyensya ninyo ay maaari 23 kayong magsalita, di ba? Sabi nga nung teacher at yung ating mga lecturers hindi kayo 24 nandito para mag-init ang inyong mga upuan, you are not bench warmers here. I wish that 25 you will open up your mind, your heart and your mouth in order to speak otherwise we 26 would not hear what you have to say. Wala namang maling opinion, ok lang ho kung hindi 27 kayo makapag English ng tama, who cares, it is the thought and the concept and the 28 substance and the thought that counts not the actual words that you use, but rather the 29 thought that you’ve said with sincerity, honesty and above all with integrity. Kalimutan 30 natin ang mga personal na motibo pagtayo ay nahahanap ng resolution kung maaari lang po 31 ito ang aking pakiusap. 32 To revise the Code of Ethics, yan din po ang kailangan nating harapin. Ano ba ang inyong 33 panukala tungkol sa advertising na yan. Sino naman ang nagsabi na ikaw ay nagte- 34 testimonial para sa isang dental product. Pag ikaw ba ay nanggamot at may nirecommend 35 sa inyo na brand na toothpaste na ito dahil sa inyong masugit na paniniwala ito ang the 36 best, yaon ho ba ay nagco-constitute ng testimonial and are you in fact being unethical? 37 Yaon po ang aking ibig sabihin na dapat siguro tingnan hindi lang naayon sa current 2012 38 definition of terms, kung ano ang ethical and kung ano ang unethical? Kasama at kabilang kayo diyan, kayong mga PDA members, you 6 represent your members from your Chapter from your area of practice, kasama ng ating 7 mga Affiliates dami, daming Affiliates. Ano ba ang inyong mga concerns? Try to voice out, 8 auxiliary, hygienist, and technologist and in my case in the Republic Act 9484, yes, I have to 9 consult the unlicensed dental graduates. Dahil sa kanilang hindi matapos tapos na hinagpis 10 tungkol sa refresher course na yan, so kasama po sila sa stakeholders for the Republic Act 11 9484. 12 The second scene, concur or not concur with the proposed amendments offered by each 13 participants. Ang bilin pong maigi ng ating Speaker of the House, do it with courtesy, hindi 14 po tayo kailangang magbastusan dito sa House of Delegates para lang maipadinig or para 15 lang maiparating ang inyong nais maparating, you can do so calmly, gently, using the right 16 words. Please let us observe professional courtesy with each other at all times. 17 And lastly, the House of Delegates must concur with all the amendments. This is the 18 particular power that is given to us by our Constitution and By-laws; no one can take it away 19 from us, tayo lang po ang pu-pwedeng magpalit ng Constitution and By-laws at pag nabuo 20 po natin ang SOC at saka ang amended RA 9484 tayo po ang magfo-forward nito sa ating 21 PRC. The Mid-year Session is only but one venue wherein we can do this. Sabi nga ng ating 22 Speaker matapos nating magcomment lahat ito ay ating iipunin at bubuuin at ilalagay sa 23 tamang anyo at ito ay ating isusumite sa ating Executive Board na siya namang maghahatid 24 sa PRC sa DOH at saka sa kinauukulang pang ahensiya ng gobyerno. Ang mga accredited 25 Affiliates natin, I asked you if you have time tonight please consult your members regarding 26 your declaration. If you want a particular concern especially in the Standard of Care, I 27 understand na kayo ay mga dalubhasa sa inyong mga siyensa, pero tandaan po natin yung 28 mga dental practitioners na hindi kasing dalubhasa ninyo, does not necessarily make them 29 bad dentists if they did not do the techniques that you do? If they did not use the same 30 equipment that you do, are they necessarily doing bad dentistry? So although almost all of 31 you are specialists, keep in mind, the Standard of Care is for the general practitioner. Diyan 32 ho natin aasahan ang ating mga ODs and CDs ng mga GT and if I present the PDA RGTs, 33 insist and demand for your rights and privilege. Magbaliktaktakan tayo dito malinaw at 34 maliwanag para sa ikabubuti ng lahat, and this will always subject, as the Speaker said, to 35 the usual debate and discussion during the House of Delegates. All our concerns will also be 36 published in our PDA website headed by our PDA Website Master Dr. Charlie Atienza. I 37 wonder if he has arrived here in Cebu City. He will be available as a reference person to our 38 Chapter and Affiliates ODs and CDs should we have any concern about posting on the PDA 39 website. As we all know Dr. Ramon Hebron is the 35 Immediate Past Speaker, and eventual Immediate Adviser of the Speaker of the House, 36 come April he will seat as Third Member of the Comelec and at the same time Advisory 37 Board of the House. Second, he is going to be a member of the Council of Past Speakers 38 may be in 3 years’ time, he is going to be the Chairman of the Comelec and at the same 39 time Chairman of Council of Past Speakers just probably, so where will Dr. Ramon Hebron

EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): 16 As to my desire to make it clear for our young delegates it is not appointed, it is embodied 17 in the Constitution that automatically the Speaker becomes the Adviser of the House 18 particularly these people, so you need not appoint him, but it is embodied to make it clear 19 for everybody especially the young delegates that it is embodied in the Constitution and By- 20 laws House of Delegates that the immediate Past Speaker automatically will be the Adviser 21 of the House of Delegates. 22 DR. May I 23 remind the delegates that in the minutes of the Annual Session, page 36, line 1 to 10, 24 Annual Session First Plenary, the report of the Treasurer from January up to September of 25 2011 was accepted and approved, however, she was directed to present the last quarter of 26 the report covering the period October to December of 2011. So, we would like to call on 27 our Treasurer, Dr. Iraida.
