The New Phoenix Path:
Where Education and Industrial Roads Converge
By Phil Biggs

November 2010
Impact of India Will Be Felt Soon…
 The window the U.S. has to maintain any clear technological
dominance in the automotive and other manufacturing segments
will begin to close about halfway through this decade. Why?
 First, because the speed of global communication has shrunk the
time to design and implement change by a considerable order of
magnitude; what may have taken ten years to commercially
execute in the 1980's or even the 1990's can now be achieved in
three years or less.
 Second, the abilities of the Chinese and now the Indians to adapt
and adopt technological nuance are formidable and growing as
they study our key industries, and put critical applications more
and more into commercial practice.

Why Save Manufacturing in the U.S.?
 World advanced technology development and research are still
dominated by American engineers, but manufacturing is at its
economic core.
 For example, every one direct automotive manufacturing job has an
estimated five-fold positive impact on indirect and “spin-off”
employment in the U.S.
 That economic impact—in terms of jobs, compensation, spending,
and tax revenues—is estimated to be over $250 billion and equates
to nearly 4.5 million jobs affected by the automotive sector alone, not
counting other manufacturing segments.

The future of engineering, technology, and research are inexorably tied
to the success of manufacturing in the U.S. and our economic prosperity
Educating Our Echo Boomers Is Critical
 India has the largest number of English-speaking graduates in the
world as well as the youngest, and will boast the largest workforce
in the world by 2020.
 This will eventually cripple the U.S. if left unreversed because of
two things: both China and India truly embrace a culture of
education, and both have the ability and the will to invest in the
future success of their best and brightest young K-12 and university
students.
 Our Echo Boomer segment must keep pace in the classroom with
the Asians – and they must develop the commercial desire to take on
“entrepreneurial engineering and innovation” with passion.

Where Are the Whiz Kids of the New
Millennium?
 Rocket propulsion and manned space flight.
 Fusion conversion and development of commercial nuclear power.
 Development of pathways to commercial digital technology.
 Modern planning, organization and management control systems.
 Reorientation of the U.S. military and defense programs.
 Systems analysis approach to problem-solving.
 Re-deployment of World Bank and International Monetary Fund (IMF)
We need to promote that entrepreneurial advancement again in 2010…

With their roots in American military operations and logistics, the Whiz Kids were a small band of engineers and scientists
who proliferated the halls of Ford Motor during the 1950s. They eventually found their way into other U.S. businesses to
help influence and create unprecedented commercial and societal advancements. Here is a selection of their process and
engineering achievements during those times…

If We Are To Succeed…
 We must look at joint venturing, shared services, incubators,
new alliances, renewed parental commitments, virtually any
public-private partnerships that are driven by high performance
achievement.
 In particular, we need to re-emphasize math and science, not just
scores but outputs, and drive to new engineering breakthroughs
and testing immediately.
 Most of all, we must re-invent our passion to lead, reaffirm our
willingness to build new entrepreneurial thinking, and celebrate
the geeks again.

Offshore Trends Are Reversing…
 Cost savings offshore are transitory – wages are rising in China and
India by as much as 20% a year for some jobs.
 Social instability and reduced labor productivity are economic
factors that are bringing certain jobs back to the U.S.
 At over 70% in some regions of China and India, personnel
turnover is at extraordinary high levels.
 Thus, training is a significant investment and ongoing expense.
 Lack of North American-equivalent safety and regulatory standards
will hinder China and Indian global product acceptance.

There is a trend to bring offshore manufacturing and services back to
the U.S. as we uncover mounting inefficiencies overseas.
The New Phoenix Path…
Connecting Classrooms to Industry
 From a “celebration of education” standpoint both the Chinese
and Indian cultures have us in a corner unless we do a radical
makeover during this decade.
 Promote K-12 math and science achievement again and translate
its intrinsic and self-sustaining value into practical engineering
applications and leading-edge research and development.
 Replace our insatiable appetite for instant media and headline
news entertainment with a renewed focus on love of knowledge.
