Instructor CCAOM Clean Needle Technique (CNT) Program, On-Call (Variable Sites)
(June 2016- Present)
The CNT Program serves to promote public health, protect the well-being of acupuncturists
and their patients, and maintain public confidence in the acupuncture profession by
instructing students in safe technique and infectious disease prevention. Certification in the
CNT program is a pre-requisite for National Certification in Acupuncture and Oriental
Medicine Adherence to CNT standards is mandated by state practice acts. Dr. Rossignol has
served as an examiner for multiple CNT exams and has recently been certified as an on-call
instructor by the Council of Colleges of Oriental Medicine (CCAOM).
Campus Director for Southwest Acupuncture College, Santa Fe NM (August 2015-Present)
In his capacity as SWAC Campus Director, Dr. Rossignol’s responsibilities include:
 Involvement in short and long-range planning of the school
 In coordination with the Chief Executive Officer and Chief Financial Officer, planning and
oversees campus budget and expenditures
 Acting as a liaison between campuses, between faculty and students, between faculty and
other administrators, between students and other administrators, and between the
College and the public
 Availability to faculty, staff and students to resolve complaints
 Overseeing promotional/recruitment events
 Overseeing the maintenance of the campus physical facilities
 Overseeing library development, organization, inventory, maintenance and procedures
 Overseeing the enrollment process for the Santa Fe campus
 Managing the expense account budget for the Santa Fe campus
 Overseeing OSHA and crisis protocols for the Santa Fe campus
 Participating in Academic Council Meetings and Academic Leadership Council meetings
 Overseeing annual inventory for the Santa Fe campus
 Overseeing administration of Fall scholarship selection process;
 Responsible for compiling data for the New Mexico and California annual Renewal of an
Educational Program
 Completing annual report for Master’s Program for NCCAOM
 Compiling information for ACAOM annual reports and site-visits

Acupuncture Provider for University of New Mexico Student Health Center and
counseling (January 2012- present). Serving students as a sub-contracted provider of
acupuncture and Chinese medicine services part time at the Student Health and
Counseling Center on the UNM main campus.
Clinic Director for Southwest Acupuncture College, Albuquerque NM (January 2010-
August 2015)
In his capacity as SWAC Clinic Director, Dr. Rossignol’s responsibilities include:
 Supervising, training, and evaluating clinical supervisors.
 Conducts evaluation of clean needle technique (CNT) to ensure compliance by all
students, faculty, and supervisors.
 Training student interns in clinical policy and procedure to ensure proper record
keeping, CNT, and the meeting of clinical educational objectives.
 Resolving issues concerning students and/or patients as they relate to practice in the
clinical internship program.
 Conducts monthly reviews of patient charts to insure proper documentation and
compliance with clinical procedures.
 Ensures that the college is in compliance with OSHA standards.
 Working as part of our Academic Leadership Councils to determine strategies to
measure the outcome of clinical work, co-coordinate on-site and off-site
clinical/classroom externship programs, and continue to refine the clinical
curriculum.
Dr. Rossignol has also worked closely with the Director of Program Development in
order to design a new, comprehensive, Clinical Competency Evaluation method at
SWAC. Our new clinical competencies have been implemented at all SWAC Campuses
as of September of 2014.
Clinical Supervisor for Southwest Acupuncture College, Albuquerque and Santa Fe,
NM (January 2009-present). Dr. Rossignol supervises student interns as they treat patients
during their clinical training assisting them in developing diagnosis, treatment plans, and
implementing treatments including acupuncture and herbal formulas.
Associate Professor for Southwest Acupuncture College, Albuquerque, NM (May 2008-
present). Dr. Rossignol is currently teaching at Southwest Acupuncture College in

During his tenor as instructor and Clinic Director, Dr. Rossignol also served on several

Associate Instructor Tai Chi Chuan- New Mexico School of Natural Therapeutics,
Albuquerque, NM (2007-2010). On call position as a part-time instructor of Tai Chi
Chuan and positive body mechanics for the day and evening programs at NMSNT.
Associate Instructor of Tai Chi Chuan- University of New Mexico, Albuquerque
(April-December 2008). Dr. Rossignol began a progressive Tai Chi Chuan course for the
UNM recreational services department at Johnson Center in Albuquerque.

Education
Masters of Science in Oriental Medicine- (Southwest Acupuncture College
Albuquerque, NM- July, 2005). At the date of graduation the M.S.O.M. was the
terminal, accredited, degree in the field of Oriental Medicine in the United States. Special
opportunities exist within the SWAC curriculum for students to pursue focused training
through externships in specific fields. Dr. Rossignol’s specialized training includes:
 Externship with Health South Rehabilitation Hospital. This externship offered
through the department of integrative medicine at the rehabilitation center. The
program includes working in a professional western healthcare center using was
acupuncture techniques to support in-patient treatment of a variety of conditions
including post-operative pain, neurasthenia, neuropathy, fever, insomnia and other
conditions associated with hospitalization. The students work in the hospital
under the supervision of the director of integrative medicine at the Health South
Rehabilitation Center in Albuquerque.
 Pediatric Clinic through the Community Lighthouse. The Community
Lighthouse is a psychological therapy center with the focus of treating minors
diagnosed with ADD, ADHD, attachment disorders, emotional stress, and issues
stemming from abandonment, physical abuse or sexual abuse. The patients seen
in this clinic are primarily children under 6 and some young adults. The
counselors from the Community Light House present cases to the interns before

treatments and provide progress notes. Their experience provides insight into
treating patients with past traumas and they report tremendous progress with the
patients who receive oriental medical treatments in addition to counseling
 Japanese Style Clinical Training. This coursework offers training in a specific
tradition of Oriental Medicine originating in Japan, and brought to the U.S. by
Masahilo Nakazono. This methodology makes extensive use of moxabustion ,
Shiatsu/Anma massage techniques, and acupuncture. Students spend an average
of 90 hours training in this style. Due to a personal interest in body work and the
connection of his own Aikido lineage with Nakazono Sensei, Dr. Rossignol
devoted over 200 hours to the study of Japanese Style Medicine.
BA, Philosophy (minor Asian Studies)-(University of New Mexico,
Albuquerque, NM-May, 2000). Classical Chinese philosophy and East Asian history are
the primary focus of this degree. Dr. Rossignol engaged in detailed study of Yin/Yang
theory, Five Phases, Confucianism, Buddhism, and Taoist systems which are the
foundation of Traditional Oriental Medicine. The study of philosophy also teaches
extensive written and verbal communication skills, critical thinking, and intellectual
flexibility.
Licensure and Certifications
Doctor of Oriental Medicine (Lic#911)- New Mexico, December 2005- present. New
Mexico has one of the broadest scopes practice and most difficult licensing requirements
for the practice of Oriental Medicine in the country.
Diplomat: Oriental Medicine through the National Certification Commission for
Acupuncture and Oriental Medicine (NCCAOM)- December, 2005 (Current-Recertified
in December 2013). The diplomat in Oriental Medicine from the NCCAOM indicates
maintenance of nationally recognized proficiency in both acupuncture and herbal medicine.
Dr. Rossignol has maintained his Diplomat in OM since 2005.
National CNT Certification- May, 2002. CNT is the national standard for “clean needle
technique” and tests the applicants understanding of safe methods of practice with any
implements which pierce the skin.
CPR/BLS-maintained 2002-present. Dr. Rossignol is certified in Basic Life Support for
Health Care Providers
Cognitive Polar Transformation. Certified to instruct patients in the Cognitive Polar
Transformation (CPT) process developed by Ms. Laurie Heusinger (LMT, NTS). CPT is a
meditative technique similar to bio-feedback that helps patients to deal with negative
emotional stress, destructive behaviors, and physical pain. CPT has recently been adopted
by the Albuquerque Police and Albuquerque Fire Departments as a part of their overall
wellness initiative.

Additional Training and Interests
Volunteer Host Household for Families As Faculty Program (FAF). Families as
Faculty is funded by the New Mexico Public Education Department, New Mexico
Department of Health, Family Infant and Toddler program (FIT) and the University of New
Mexico Medical School-Continuum of Care. FAF provides university students with the
opportunity to visit with families and learn first-hand about both positive and negative
experiences that a family caring for a child with special needs have encountered in the
education or medical systems.
Certified Master Instructor TIMA (Tri Internal Martial Arts)-Certified in 2014 by the
Tri Internal Martial Arts Association under the supervision of Grand Master Henry Look as
a Master Instructor of Guang Ping Yang Tai Chi Chuan, Bagua Zhang, and Xing Yi Chuan.
Member of the Board of Directors-I Chuan Association of the United States of
America- Founded in 2003, the I-Chuan Association of the USA is dedicated to bringing
together practitioners and teachers of the ancient art of I-Chuan (standing meditation) in the
United States, regardless of form or lineage, with the purpose of sharing our collective
knowledge and promoting the practice of I-Chuan in the USA
Certified Instructor International Fraternal Kuoshu & Wushu Education Society-
Certified as an instructor of Qigong, Yang Style Tai Chi Chuan, Xing Yi Chuan, and Bagua
Zhang in June 2010.
Shodan, Aikido. Rank awarded in 2006 at Sandia Budokan, Albuquerque, NM, through
the California Aikido Association and under the authority of the World Aikido
Headquarters in Japan. Aikido provides athletic training, methods for personal growth, and
conflict resolution. These methods extend far beyond the context of physical conflict and
train individuals to interact with others in a sincere way, seeking resolutions that can
benefit all parties involved in a situation.
Certified Instructor Yang’s Tai Chi Chuan- Certified as an instructor in 2005 in Yang
Style Tai Chi Chuan and additional qigong/meditation systems for health and self-defense
through Sifu Dug Corpolongo (recognized master instructor, retired chairman of AAU
Chinese martial arts division). Dr. Rossignol has been training in martial arts and
meditative traditions since 1994. He has extensive knowledge of Yang Style Tai Chi
Chuan, medical qigong, and meditation.
Old Time Music. Dr. Rossignol also studies American and Irish Folk music. He plays
both the banjo and the fiddle.

At the date of graduation the M.S.O.M. was the terminal, accredited, degree in the field of Oriental Medicine in the United States. Special opportunities exist within the SWAC curriculum for students to pursue focused training through externships in specific fields. Dr. Rossignol’s specialized training includes:  Externship with Health South Rehabilitation Hospital. This externship offered through the department of integrative medicine at the rehabilitation center. The program includes working in a professional western healthcare center using was acupuncture techniques to support in-patient treatment of a variety of conditions including post-operative pain, neurasthenia, neuropathy, fever, insomnia and other conditions associated with hospitalization. The students work in the hospital under the supervision of the director of integrative medicine at the Health South Rehabilitation Center in Albuquerque.  Pediatric Clinic through the Community Lighthouse. The Community Lighthouse is a psychological therapy center with the focus of treating minors diagnosed with ADD, ADHD, attachment disorders, emotional stress, and issues stemming from abandonment, physical abuse or sexual abuse. Their experience provides insight into treating patients with past traumas and they report tremendous progress with the patients who receive oriental medical treatments in addition to counseling  Japanese Style Clinical Training. This coursework offers training in a specific tradition of Oriental Medicine originating in Japan, and brought to the U.S. by Masahilo Nakazono. This methodology makes extensive use of moxabustion , Shiatsu/Anma massage techniques, and acupuncture. Students spend an average of 90 hours training in this style. Due to a personal interest in body work and the connection of his own Aikido lineage with Nakazono Sensei, Dr. Rossignol devoted over 200 hours to the study of Japanese Style Medicine. BA, Philosophy (minor Asian Studies)-(University of New Mexico, Albuquerque, NM-May, 2000). Classical Chinese philosophy and East Asian history are the primary focus of this degree. Dr. Rossignol engaged in detailed study of Yin/Yang theory, Five Phases, Confucianism, Buddhism, and Taoist systems which are the foundation of Traditional Oriental Medicine. The study of philosophy also teaches extensive written and verbal communication skills, critical thinking, and intellectual flexibility. Licensure and Certifications Doctor of Oriental Medicine (Lic#911)- New Mexico, December 2005- present. New Mexico has one of the broadest scopes practice and most difficult licensing requirements for the practice of Oriental Medicine in the country. Diplomat: Oriental Medicine through the National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM)- December, 2005 (Current-Recertified in December 2013). The diplomat in Oriental Medicine from the NCCAOM indicates maintenance of nationally recognized proficiency in both acupuncture and herbal medicine. Dr. Rossignol has maintained his Diplomat in OM since 2005. National CNT Certification- May, 2002. CNT is the national standard for “clean needle technique” and tests the applicants understanding of safe methods of practice with any implements which pierce the skin. CPR/BLS-maintained 2002-present. Dr. Rossignol is certified in Basic Life Support for Health Care Providers Cognitive Polar Transformation. Certified to instruct patients in the Cognitive Polar Transformation (CPT) process developed by Ms. Laurie Heusinger (LMT, NTS). CPT is a meditative technique similar to bio-feedback that helps patients to deal with negative emotional stress, destructive behaviors, and physical pain. CPT has recently been adopted by the Albuquerque Police and Albuquerque Fire Departments as a part of their overall wellness initiative.

Families as Faculty is funded by the New Mexico Public Education Department, New Mexico Department of Health, Family Infant and Toddler program (FIT) and the University of New Mexico Medical School-Continuum of Care. FAF provides university students with the opportunity to visit with families and learn first-hand about both positive and negative experiences that a family caring for a child with special needs have encountered in the education or medical systems. Certified Master Instructor TIMA (Tri Internal Martial Arts)-Certified in 2014 by the Tri Internal Martial Arts Association under the supervision of Grand Master Henry Look as a Master Instructor of Guang Ping Yang Tai Chi Chuan, Bagua Zhang, and Xing Yi Chuan. Member of the Board of Directors-I Chuan Association of the United States of America- Founded in 2003, the I-Chuan Association of the USA is dedicated to bringing together practitioners and teachers of the ancient art of I-Chuan (standing meditation) in the United States, regardless of form or lineage, with the purpose of sharing our collective knowledge and promoting the practice of I-Chuan in the USA Certified Instructor International Fraternal Kuoshu & Wushu Education Society- Certified as an instructor of Qigong, Yang Style Tai Chi Chuan, Xing Yi Chuan, and Bagua Zhang in June 2010. Shodan, Aikido. Rank awarded in 2006 at Sandia Budokan, Albuquerque, NM, through the California Aikido Association and under the authority of the World Aikido Headquarters in Japan. Aikido provides athletic training, methods for personal growth, and conflict resolution. These methods extend far beyond the context of physical conflict and train individuals to interact with others in a sincere way, seeking resolutions that can benefit all parties involved in a situation. Certified Instructor Yang’s Tai Chi Chuan- Certified as an instructor in 2005 in Yang Style Tai Chi Chuan and additional qigong/meditation systems for health and self-defense through Sifu Dug Corpolongo (recognized master instructor, retired chairman of AAU Chinese martial arts division). Dr. Rossignol has been training in martial arts and meditative traditions since 1994. He has extensive knowledge of Yang Style Tai Chi Chuan, medical qigong, and meditation. Old Time Music.
