Greetings
Namaskar

First of all, I would like to express my sincere gratitude to the
innovative team of EIC for organizing such a timely interaction
program in our region. If I am not mistaken, I guess this is the first
time that such interaction program has been conducted in
Purbanchal region.

Based on my nine years' of experience in Worldlink Purbanchal, I
have come across many ups and downs and have been learning the
growth patterns of ICT development in Purbanchal. I am sure that
the august gathering here is well known about the transformation
from IT (Information Technology) to ICT (Information and
Communication Technology). We all are very well acquainted with the
usefulness of ICT ranging from personal usage to the good
governance.

you all, who are participating from different sector of professional
institutions.

I will also take this opportunity to share few of the Internet
development benchmarks in Nepal.

Major milestones.
 The  e-mail services provided by Royal Nepal A    cademy for Science
  and Technology (RONA can be regarded as the first instance of
                         ST)
  the use of Information technology in Nepal.
 Establishment of first ISP in J
                                une 1 994.
 Establishment of Worldlink in late 1 995.
 Formulation of the Telecommunications A in J
                                             ct     anuary 1 997.
 Formation of Nepal Telecommunication A    uthority in 2008. NTA is
  the regulator of telecommunication services in Nepal.
 Formulation of IT Policy 2000.

 National  Information Technology Center (NICT) formed as ICT
  implementation body.
 Start of Wireless Internet Service (64kbps+) in 2003.
 High Level Commission for Information Technology (HLCIT)
  established.
 Formulation of New Telecommunications Policy 2004.
 Registration of Cable Internet Service Providers 2004.
 Electronic Transaction and Digital Signature A 2004.

A DSL Technology introduced in 2008.
 Now almost all 75 districts have been covered by Internet
  services via wireless or wired technologies.

   Established in 1 997.
 Quality services based on the state-of-the-art technologies
 Though second ISP in the region, our valued customer has made
us the ISP with highest number of customers.
 We have extended our services in almost all districts of
Purbanchal including Namche Bazaar (one of the most rural areas).
 Customized services at an affordable costs including data
connectivity, wired and wireless solutions, Internet telephony services,
office automation system and web hosting/   designing.

Hindrances to Growth of Internet:
 No  timely rules and regulations. We are still working under the
  A which was designed a decade ago whereas technology is
   ct
  changing rapidly. Case study of wi-max. World is talking about L   TE
  (4G solutions) now but we are still struggling for wi-max
  solutions.
 Need of best telecomm and energy infrastructure
 Low-cost infrastructure solutions at client's end including wireless
  devices. I have focused on wireless as its one of the most viable
  solutions when we think of urban, peri-urban and rural
  connectivity.
 Technology must be community driven; not an imposed solution
  for the community. A community must seek the services for

  their own benefit.

 Language     barrier -- Need the localized content. Most of the
  contents are in English language so due to poor rate of literacy,
  people are hesitant to take full advantage of Internet solutions.
  However, few applications which does not require much language
  skill like chat and telephony is gaining much popularity.
A  ffordable Internet connection. Rate can still be revised if
  government takes the taxation issues seriously. We are paying 6%
  tax on total revenue apart from other taxes and duties. Tax
  subsidy for devices to be used in Internet services.
 Strong need of PPP (public-private partnership) model to proliferate
  Internet services at V levels. This will not only encourage the

  private sector, but also plays a key role in infrastructure
  development for much talked e-governance solutions.

Opportunities
  We still have lots of opportunities here. So far, Internet services
and solutions are subscribed widely by commercial institutions only.
We still have scope at retail market.
 Local data connectivity market where two offices at different
locations can be connected and be used for information and
communication purposes.
 We still have raw market to serve. So, we must provide quality
service and compete with good technology rather than creating
unhealthy "price-war" situations.

Conclusion:
Even though we have achieved different milestones pertaining ICT
development, we can still do much better if we can aware people-
at-large on the usefulness of ICT in our region. This will also help
to bridge the digital gap between "informed" and "uninformed"
people.

In other case, further enhancement and expansion of Internet
facilities, infrastructure development must be given top priority. With
the rough estimation of 35 percent increment in users, promotion of
Internet services entails that infrastructure development must be
paid due attention. Moreover, policies that are supportive and
encouraging should be formulated and promptly implemented.

I really take it as a challenge as the dense population of Purbanchal can not be
reached one to one. So with the huge support of different sources of media like
newspaper, magazine, radio, television, we can be the "informed society".

EIC have initiated it via a FM program on BFM and ICT magazine “Living with ICT”.
This is really an impressive step put forward.

The best medium to enhance the ICT is upcoming generation is to compulsory the
education of IT and ICT at all levels of education.

In order to meet the challenges, we the corporate houses, Financial Institutions,
Government bodies and Educational System have to move forward together.

Me and my team are available for the development of ICT in Purbanchal, wherever and
whenever required.

If I am not mistaken, I guess this is the first time that such interaction program has been conducted in Purbanchal region. Based on my nine years' of experience in Worldlink Purbanchal, I have come across many ups and downs and have been learning the growth patterns of ICT development in Purbanchal. I am sure that the august gathering here is well known about the transformation from IT (Information Technology) to ICT (Information and Communication Technology). We all are very well acquainted with the usefulness of ICT ranging from personal usage to the good governance.

NTA is the regulator of telecommunication services in Nepal.  Formulation of IT Policy 2000.

  • 12. 12 8/15/2011 Hindrances to Growth of Internet:  No timely rules and regulations. We are still working under the A which was designed a decade ago whereas technology is ct changing rapidly. Case study of wi-max. World is talking about L TE (4G solutions) now but we are still struggling for wi-max solutions.  Need of best telecomm and energy infrastructure  Low-cost infrastructure solutions at client's end including wireless devices. I have focused on wireless as its one of the most viable solutions when we think of urban, peri-urban and rural connectivity.  Technology must be community driven; not an imposed solution for the community. A community must seek the services for ny their own benefit.
  • 13. 13 8/15/2011  Language barrier -- Need the localized content. Most of the contents are in English language so due to poor rate of literacy, people are hesitant to take full advantage of Internet solutions. However, few applications which does not require much language skill like chat and telephony is gaining much popularity. A ffordable Internet connection. Rate can still be revised if government takes the taxation issues seriously. We are paying 6% tax on total revenue apart from other taxes and duties. Tax subsidy for devices to be used in Internet services.  Strong need of PPP (public-private partnership) model to proliferate Internet services at V levels. This will not only encourage the DC private sector, but also plays a key role in infrastructure development for much talked e-governance solutions.
  • 14. 14 8/15/2011 Opportunities  We still have lots of opportunities here. So far, Internet services and solutions are subscribed widely by commercial institutions only. We still have scope at retail market.  Local data connectivity market where two offices at different locations can be connected and be used for information and communication purposes.  We still have raw market to serve. So, we must provide quality service and compete with good technology rather than creating unhealthy "price-war" situations.
  • 15. 15 8/15/2011 Conclusion: Even though we have achieved different milestones pertaining ICT development, we can still do much better if we can aware people- at-large on the usefulness of ICT in our region. This will also help to bridge the digital gap between "informed" and "uninformed" people. In other case, further enhancement and expansion of Internet facilities, infrastructure development must be given top priority. With the rough estimation of 35 percent increment in users, promotion of Internet services entails that infrastructure development must be paid due attention. Moreover, policies that are supportive and encouraging should be formulated and promptly implemented.
  • 16. 16 8/15/2011 I really take it as a challenge as the dense population of Purbanchal can not be reached one to one. So with the huge support of different sources of media like newspaper, magazine, radio, television, we can be the "informed society". EIC have initiated it via a FM program on BFM and ICT magazine “Living with ICT”. This is really an impressive step put forward. The best medium to enhance the ICT is upcoming generation is to compulsory the education of IT and ICT at all levels of education. In order to meet the challenges, we the corporate houses, Financial Institutions, Government bodies and Educational System have to move forward together.
