Cotabato – The 60th
Regular
Meeting of the Regional
Development Council (RDC)
XII was held on 08 December
2017 at The Farm@Carpenter
Hill, Koronadal City with a 72
percent rate of attendance.
The meeting was highlighted
by the presentation of national
and regional concerns, among
which were the hosting
of the 9th
National Private
Sector Representative (PSR)
Convention, the proposed
transition to federal form of
government and the Seal
of Good Local Governance
(SGLG) awardees of
SOCCSKSARGEN Region.
The SOCCSKSARGEN
Region was chosen to
host the 9th
National PSR
Convention during the
previous convention on June
21-23, 2017 in Bohol. PSR
Richlie Lyndon L. Magtulis,
Lead Convenor of the 9th
National PSR Convention and
Chairperson of itsTechnical
Working Group (TWG),
presented the agreements
reached during the first TWG
meeting on November 15,
2017 in Koronadal City. The
Convention will be conducted
in May 2018. Among the
matters discussed by the
Council was the proposed
theme which will focus on
peace and development.
Relative to this, federalism
was foreseen as instrumental
in the attainment of peace and
development in Mindanao;
thus, it was proposed to be one
of the topics to be presented
during the convention. DOT XII
Regional Director Nelly Nita
Dillera committed to support
and provide the SOX Tour
packages for the delegates to
avail of and explore the region
during the convention. The
Council requested the TWG
to finalize other arrangements
and necessary requirements in
its future meetings.
Atty. Michelle Anne P. Viejo
presented the proposed
constitutional revision and the
transition to Federalism Project
by the DILG XII. Among the
clarifications raised by the
Council members were on
the proposed configuration
and the steps towards its
implementation. Atty. Viejo
responded that at present,
they are still on awareness
campaign and the models
presented are mere proposals.
Hopefully, by 2018, DILG
can present the proposed
configuration of the federal
form of government. Atty Viejo
also answered the query on
the presence of illegal groups
dissembling under the banner
of federalism and the same
was already reported and
coordinated with the PNP.
In addition, DILG XII presented
the Region XII Awardees
for the 2017 SGLG. The
following were the awardees:
the provinces of Cotabato
and South Cotabato, cities
of Tacurong, Cotabato and
Kidapawan and the nine (9)
municipalities of the region,
namely: Mlang, Pigcawayan
and Kabacan of Cotabato
Province; Tupi and Surallah
of South Cotabato Province;
Malungon and Kiamba of
Sarangani Province; and
Columbio and Bagumbayan of
Sultan Kudarat Province.
For the sectoral concerns, a
total of 33 resolutions were
passed by the Council upon
recommendation of its four (4)
sectoral and three (3) affiliate
committees.

as keynote speaker during
the opening program of the
28th
National Statistics Month
(NSM) on October 3, 2017 at
Villa Amor Hotel, Koronadal
City.
USec. Navarro gave
her appreciation to
SOCCSKSARGEN for
inviting her to the event and
commended Region XII for
being one of the first regions
to open the month-long NSM
celebration. She hopes to see
some of the regional heads
in the Statistics Summit come
October 19-20, 2017 organized
by the National Statistic
Committee, where NEDA sits
as Chairperson.
According to USec. Navarro,
NEDA has been part in the

release of the Gross Regional
Domestic Product (GRDP),
the statistics that describe
the economic performance of
the region. The early release
of GRDP 2016 in May of this
year is an improvement in the
statistical processes of the
country. In September 2017,
USec. Navarro participated in
the United Nations General
Assembly in the United States
as the representative of NEDA.
One of the concerns they
discussed is the generation
of multi-dimensional poverty
that includes different levels of
deprivation, like health status,
education and access to other
social services. At present,
the Philippine’s poverty data
is income-based and the
generation of multi-dimensional
poverty would be another
improvement in our statistical
system, she added.
In her message, she
emphasized the importance
of evidence-based statistics
in decision making. The
process begins with the
generation of information, then
dissemination, interpretation
and utilization. Statistics are
not just figures, tables, graphs
or maps but they speak deeper
meaning that need to be
explained and interpreted in a
rightful manner, depending on
the level of understanding of
the audience, USec. Navarro
said.
Another point that she
emphasized was the
importance of factual
information. The USec is very
particular on one of the pillars
of the Philippine Development
Plan (PDP) 2017-2022, which
is the “malasakit.” The concern
for the people really matters.
She shared the line that says
“Facing the truth hurts, but
dealing with lies is worst.”
She stressed the value of
disseminating factual statistics
to the people and not to justify
and interpret them to the
advantage of implementing
agencies and decision makers.

The opening of the 28th
NSM
in SOCCSKSARGEN Region
started with a motorcade
from the Prime Regional
Government Center, Barangay
Carpenter Hill, passing through
the city streets and ended at
Villa Amor Hotel, the venue of
the opening program.
The activity was highlighted
with the presentations of basic
sector poverty statistics by the
Philippine Statistics Authority
Region XII and the Ambisyon
Natin 2040 and Philippine
Development Plan 2017-2022
by NEDA XII.
The NSM opening program
was participated in by ninety-
five (95) personnel from
various government agencies
and local government units.
About ten (10) participants
went home bringing with
them AmBisyon Natin kit as
prizes during the question and
answer portion.
City of Koronadal, South
Cotabato – Finally, the
construction of the sanitary landfill
(SLF) of the City of Koronadal in
South Cotabato took off on Dec.
20, 2017.
Mayor Peter Miguel and Vice
Mayor Eliordo Ogena led the
groundbreaking and capsule-
laying ceremony at a six-hectare
lot in Purok Pagunsan, Barangay
Paraiso where the sanitary landfill
will be built.
“We hope to make this facility
a benchmark for other local
government units as far as
sanitary landfill is concerned,”
Miguel said.
Miguel added that he may also
open the site to neighboring LGUs
in need of containment area for
their residual wastes such as
plastics and other materials that
cannot be recycled “to reciprocate
the favor that the management
board of the clustered sanitary
landfill in Colonggolo, Surallah
has extended to us.”
According to City Environment
Officer Augustus Bretaña, the
SLF will consist of residual
waste containment area, water
treatment facility, administrative
building and road development.
“Monitoring wells will also be
set up in different stations to
be assessed every month for
contamination of the water
sources in the area,” Bretaña
said.
Also based on the site
development plan, the city
government will build a plastic
thermal burning facility at the
SLF.
“This technology reduces 70
percent of the plastic into raw
materials that may be used in the
production of chairs, tables and
similar products; thus, only 30%
of the plastic wastes will actually
be thrown into the SLF, ” he said.
Project designer, Engr. Diego
Tautho of the A.D.Lacson III
construction firm explained that
the Koronadal City facility is a
Category II SLF.
“The SLF will have a .75-meter
clay lining. This is designed for a
15 tons of waste per day which
is much larger than the volume
of waste that the city collects,”
Tautho said.
Bretaña estimated that Koronadal
City produces about 4 tons of
residual wastes daily.

Widening of Nagpan Bridge along the Digos-Makar Road, Malungon, Sarangani Province.
The project involves the construction of a 34 linear meter (lm.) bridge in the amount of Php36
Million. Project implementation started on March 14, 2017 and targeted to be completed on
November 2, 2017 (revised). As of September 30, 2017, the project has an accomplishment of
46.95% with a slippage of negative (-) 52.27%. DPWH Sarangani Engineering Office (DEO)
implements the ongoing project.
Widening of Biangan Bridge along the Digos-Makar Road, Malungon, Sarangani Province.
The project involves the widening of 45.9 lm. bridge, bridge strengthening, road widening, and
construction of flood control structures. The project started on March 7, 2017 and expected to
be completed within 210 calendar days (revised). As of September 30, 2017, the project has an
accomplishment of 34.44% with a slippage of negative (-) 65.36%.
Road Upgrading (Unpaved to Paved) with New Bridge, Contruction of Circumferential Road, Air-
port to Fish port (Western Section), K1671+780-K1673+197 with Exception (Bridge Component):
K1671+902.
The project started on March 30, 2017 and expected to be completed on May 14, 2017(re-
vised). As of October 26, 2017, the major components of the project that had been completed,
include the 1,376.87 meters of road, the 60 lm. bridge and line canals. The works to be accom-
plished include the completion of the slope protection structure at abutment A, the concreting of
130 meters shoulder, and the installation of Bio-Engineering Coco Erosion Net at selected areas.

Province Receive Orientation on Road Safety

Alabel, Sarangani Province
– Guided by this year’s
theme on road safety
“Wastong Kaalaman sa Daan,
Kaligtasang Pangkalahatan,”
the Regional Development
Council (RDC) XII Road Safety
Advocacy – Technical Working
Group (RSA-TWG) conducted
an orientation on road
safety at the Municipal Civic
Gymnasium of the Municipality
of Alabel, Sarangani on
November 17, 2017. A total
of 116 elementary pupils and
high school students, together
with 7 teachers from 5 public
schools in Sarangani Province
attended the orientation.
In her opening message,
Ms. Sharon Esportuno,
Representative of Sarangani
Governor Steve C. Solon,
expressed her gratitude to
RDC XII for choosing the
Province of Sarangani as the
beneficiary of the orientation
on road safety. She added that
the province will continually
support the advocacy towards
making Sarangani Province a
safer place for motorists and
pedestrians, particularly for
pupils and students travelling
to their school.
The activity was privileged to
have Technical Education and
Skills Development Authority
(TESDA) XII Regional Director
Rafael Y. Abrogar II who
thanked the RSA-TWG for
spearheading the conduct of
the activity. He enjoined the
pupils, student, and teachers
present to apply what they will
learn from the activity on a
daily basis.
Private Sector Representative
(PSR) Nestor S. Lumawig,
RSA-TWG Chairman
presented the rationale and
objectives of the activity, that
is to provide awareness to
elementary pupils and high
school students on road safety
and to develop the habit of
observance and compliance of
road safety guidelines.
The lecturers for the said
event were the following: a)
Police Senior Inspector (PSI)
Marcelo Mendoza of the
Sarangani Police Provincial
Office (SPPO) who gave a
presentation on Statistics on
Road Accidents and Road
Safety Tips; b) Mr. Renante
Caballero of the Land
Transportation Office (LTO)
XII oriented the students on
the Kinds of Roads, Traffic
Signages, and Transportation
Laws; c) PSR Jose Ronie V.
Mondragon, representing the
Yellow Bus Line Employees
Union, provided a presentation
on Safety in Riding Motor
Vehicles; and d) PSR Lumawig
oriented the participants on
Safety Observance in Going to
School and Back Home.
The activity is part of the
Road Safety Day celebration
in the region as declared by
virtue of RDC XII Resolution
No. 69, Series of 2013. This
declaration is the region’s
support to the UN global
launch of the “Decade of
Action for Road Safety, 2011-
2020,” and the Republic of the
Philippines’ Proclamation No.
159, Series of 2011.
The event was made possible
through the collaboration of
RDC XII RSA-TWG, Provincial
Government of Sarangani,
SPPO, MLhullier- OPEC
Tuna, Yellow Bus Line
Employees Union, Mahintana
Foundation, RD Foundation,
Conrado and Ladislawa
Alcantara Foundation,
Incorporated and the JAGS
Transport Cooperative.

Cotabato – In celebration of
the Economic and Financial
Literacy Week (EFLW),
SOCCSKSARGEN Region
conducted a forum intended for
the youth and workers in the
informal sector on November
7, 2017 at Fred Ann’s Food
Hauz, Koronadal City.
The EFLW forum was
spearheaded by the National
Economic and Development
Authority (NEDA) Regional
Office XII in partnership with
the Sultan Kudarat State
University (SKSU).
Students from the State
Colleges and Universities
(SUCs) of SOCCSKSARGEN
Region joined the EFLW forum
together with their mentors and
university officials. The SUCs
that participated were the
SKSU; University of Southern
Mindanao in Kabacan,
Cotabato Province; Cotabato
City State Polytechnic College;
and Mindanao State University
in General Santos City. The
activity was also participated
in by workers in the informal
sector from cooperatives and
non-government organizations,
like the Notre Dame Multi-
purpose Cooperative;
Kaagapay OFW RSC, Inc.;
Kagkalimwa Federation; and
Oil Palm Growers, among
others.
The celebration is pursuant
to Republic Act No. 10922,
which lapsed into law on July
22, 2016, declaring the second
week of November of every
year as EFLW.
The theme for this year’s
celebration is “O Kita Mo Na:
Pag May Alam sa Economiya
at Pinansya, Malaki ang
Ganansya.”
NEDA XII Regional Director
Arturo G. Valero opened the
forum and welcomed the
participants. In his message,
he emphasized the importance
of economic and financial
education, especially for the
youth that will bring them to
a “matatag, maginhawa at
panatag na buhay”, as what
the Filipino people aspire for
themselves and the country as
enunciated in the Ambisyon
Natin 2040.
The EFLW Forum was
privileged to have the following
resource persons: 1) Ms.
Mary Grace S. Molina, the
Department Chairperson of
AB Economics, SKSU who
discussed the topics on supply
and demand, inflation, interest
rate, return on investment
and circular flow of economic
activity; 2) Ms. Eileen A.
Berdeprado, Supervising
Statistical Specialist of the
Philippine Statistics Authority
XII who shared topics on the
System of National Accounts,
methodology and processes of
national accounts estimation
and the 2016 Gross Regional
Domestic Product (GRDP) of
Region XII; 3) Ms. Zarinah S.
Aligsao, Bank Officer II and
Head of the Economic and
Financial Learning Center of
SOCCSKSARGEN conducts Forum on

The activity was also honored
to have the representative of
SKSU President Dr. Rolando
F. Hechanova, in the person
of Dr. Ruby S. Hechanova,
who gave the closing remarks.
Dr. Hechanova is the Liaison
Officer and Halal Project
Leader of SKSU. In her
message, she stressed the
value of financial literacy and
savings for individual and for
the family. The knowledge
about financial management
should be inculcated in the
minds of individuals starting
from a younger age that
will assure him or her of
financial successes in life. She
expressed her gratitude to
NEDA XII for the partnership in
the conduct of the forum in the
region.

Per contract, the SLF shall be
completed in 220 calendar days.
The city government has
earmarked P20 million for SLF
project in addition to P20 million
used to purchase the six-hectare
lot.
Negotiations are also underway
for the purchase of 5-hectare
adjacent lot that could expand the
area of the SLF to 11 hectares.
In an interview with the local
media, Vice Mayor Eliordo Ogena
said that they expect that the
case filed against them by the
Environment Ombudsman will be
dismissed once the project will be
completed.
In November 2016, the
Environmental Ombudsman
filed charges against local
government officials for violating
the Ecological Solid Waste
Management Act of 2000
(Republic Act No. 9003) by
continuing the operations of open
dumpsite in Barangay Sta. Cruz.
Also charged were officials of
Kidapawan in North Cotabato,
Valencia in Bukidnon, Cagayan
de Oro City, General Luna in
Surigao del Norte, Marihatag in
Surigao del Sur, and Loreto in
Agusan del Sur.
After closing its open dumpsite,
the city government requested
the management board of the
clustered sanitary landfill in
Surallah for the use of its facility,
which was originally intended for
exclusive use by the province’s
upper valley municipalities,
namely: Surallah, Sto Niño, Lake
Sebu, Norala, T’boli and Banga.
The permit, already on extension,
will end in June 2018.
Bretaña noted that per plan, the
Koronadal City SLF will last for 5
to 8 years.
“Once the plastic thermal burning
facility will be in operation the
lifespan of the SLF could be
doubled,” he said.
The city government is also
considering strengthening its
“no plastic policy” to reduce the
volume of plastic waste disposed
to the landfill.

– A groundbreaking ceremony of the
DTI Regional Office XII Building took
place on January 20, 2017 at the Prime
Regional Government Center, Brgy.
Carpenter Hill, Koronadal City, South
Cotabato.
The Php38 Million office building is
to be implemented by the DPWH
Regional Office XII and expected to be
completed within 300 calendar days.

  • 3. October - December 2017 | Regional Development Updates | 3 RDC XII 60th Regular Meeting discusses both National and Regional Development Concerns By: Sandra J. Alido, NEDA XII-DRD City of Koronadal, South Cotabato – The 60th Regular Meeting of the Regional Development Council (RDC) XII was held on 08 December 2017 at The Farm@Carpenter Hill, Koronadal City with a 72 percent rate of attendance. The meeting was highlighted by the presentation of national and regional concerns, among which were the hosting of the 9th National Private Sector Representative (PSR) Convention, the proposed transition to federal form of government and the Seal of Good Local Governance (SGLG) awardees of SOCCSKSARGEN Region. The SOCCSKSARGEN Region was chosen to host the 9th National PSR Convention during the previous convention on June 21-23, 2017 in Bohol. PSR Richlie Lyndon L. Magtulis, Lead Convenor of the 9th National PSR Convention and Chairperson of itsTechnical Working Group (TWG), presented the agreements reached during the first TWG meeting on November 15, 2017 in Koronadal City. The Convention will be conducted in May 2018. Among the matters discussed by the Council was the proposed theme which will focus on peace and development. Relative to this, federalism was foreseen as instrumental in the attainment of peace and development in Mindanao; thus, it was proposed to be one of the topics to be presented during the convention. DOT XII Regional Director Nelly Nita Dillera committed to support and provide the SOX Tour packages for the delegates to avail of and explore the region during the convention. The Council requested the TWG to finalize other arrangements and necessary requirements in its future meetings. Atty. Michelle Anne P. Viejo presented the proposed constitutional revision and the transition to Federalism Project by the DILG XII. Among the clarifications raised by the Council members were on the proposed configuration and the steps towards its implementation. Atty. Viejo responded that at present, they are still on awareness campaign and the models presented are mere proposals. Hopefully, by 2018, DILG can present the proposed configuration of the federal form of government. Atty Viejo also answered the query on the presence of illegal groups dissembling under the banner of federalism and the same was already reported and coordinated with the PNP. In addition, DILG XII presented the Region XII Awardees for the 2017 SGLG. The following were the awardees: the provinces of Cotabato and South Cotabato, cities of Tacurong, Cotabato and Kidapawan and the nine (9) municipalities of the region, namely: Mlang, Pigcawayan and Kabacan of Cotabato Province; Tupi and Surallah of South Cotabato Province; Malungon and Kiamba of Sarangani Province; and Columbio and Bagumbayan of Sultan Kudarat Province. For the sectoral concerns, a total of 33 resolutions were passed by the Council upon recommendation of its four (4) sectoral and three (3) affiliate committees.
  • 4. 4 | Regional Development Updates | October - December 2017 By: Danilo E. Doguiles, PIA XII City of Koronadal, South Cotabato – SOCCSKSARGEN Region was fortunate to have USec. Adoracion M. Navarro of the National Economic and Development Authority -Regional Development Office as keynote speaker during the opening program of the 28th National Statistics Month (NSM) on October 3, 2017 at Villa Amor Hotel, Koronadal City. USec. Navarro gave her appreciation to SOCCSKSARGEN for inviting her to the event and commended Region XII for being one of the first regions to open the month-long NSM celebration. She hopes to see some of the regional heads in the Statistics Summit come October 19-20, 2017 organized by the National Statistic Committee, where NEDA sits as Chairperson. According to USec. Navarro, NEDA has been part in the By: Sandra J. Alido, NEDA XII-DRD release of the Gross Regional Domestic Product (GRDP), the statistics that describe the economic performance of the region. The early release of GRDP 2016 in May of this year is an improvement in the statistical processes of the country. In September 2017, USec. Navarro participated in the United Nations General Assembly in the United States as the representative of NEDA. One of the concerns they discussed is the generation of multi-dimensional poverty that includes different levels of deprivation, like health status, education and access to other social services. At present, the Philippine’s poverty data is income-based and the generation of multi-dimensional poverty would be another improvement in our statistical system, she added. In her message, she emphasized the importance of evidence-based statistics in decision making. The process begins with the generation of information, then dissemination, interpretation and utilization. Statistics are not just figures, tables, graphs or maps but they speak deeper meaning that need to be explained and interpreted in a rightful manner, depending on the level of understanding of the audience, USec. Navarro said. Another point that she emphasized was the importance of factual information. The USec is very particular on one of the pillars of the Philippine Development Plan (PDP) 2017-2022, which is the “malasakit.” The concern for the people really matters. She shared the line that says “Facing the truth hurts, but dealing with lies is worst.” She stressed the value of disseminating factual statistics to the people and not to justify and interpret them to the advantage of implementing agencies and decision makers. Navarro ... from page 4 The opening of the 28th NSM in SOCCSKSARGEN Region started with a motorcade from the Prime Regional Government Center, Barangay Carpenter Hill, passing through the city streets and ended at Villa Amor Hotel, the venue of the opening program. The activity was highlighted with the presentations of basic sector poverty statistics by the Philippine Statistics Authority Region XII and the Ambisyon Natin 2040 and Philippine Development Plan 2017-2022 by NEDA XII. The NSM opening program was participated in by ninety- five (95) personnel from various government agencies and local government units. About ten (10) participants went home bringing with them AmBisyon Natin kit as prizes during the question and answer portion. City of Koronadal, South Cotabato – Finally, the construction of the sanitary landfill (SLF) of the City of Koronadal in South Cotabato took off on Dec. 20, 2017. Mayor Peter Miguel and Vice Mayor Eliordo Ogena led the groundbreaking and capsule- laying ceremony at a six-hectare lot in Purok Pagunsan, Barangay Paraiso where the sanitary landfill will be built. “We hope to make this facility a benchmark for other local government units as far as sanitary landfill is concerned,” Miguel said. Miguel added that he may also open the site to neighboring LGUs in need of containment area for their residual wastes such as plastics and other materials that cannot be recycled “to reciprocate the favor that the management board of the clustered sanitary landfill in Colonggolo, Surallah has extended to us.” According to City Environment Officer Augustus Bretaña, the SLF will consist of residual waste containment area, water treatment facility, administrative building and road development. “Monitoring wells will also be set up in different stations to be assessed every month for contamination of the water sources in the area,” Bretaña said. Also based on the site development plan, the city government will build a plastic thermal burning facility at the SLF. “This technology reduces 70 percent of the plastic into raw materials that may be used in the production of chairs, tables and similar products; thus, only 30% of the plastic wastes will actually be thrown into the SLF, ” he said. The project involves the construction of a 34 linear meter (lm.) bridge in the amount of Php36 Million. Project implementation started on March 14, 2017 and targeted to be completed on November 2, 2017 (revised). As of September 30, 2017, the project has an accomplishment of 46.95% with a slippage of negative (-) 52.27%. DPWH Sarangani Engineering Office (DEO) implements the ongoing project. Widening of Biangan Bridge along the Digos-Makar Road, Malungon, Sarangani Province. The project involves the widening of 45.9 lm. bridge, bridge strengthening, road widening, and construction of flood control structures. The project started on March 7, 2017 and expected to be completed within 210 calendar days (revised). As of September 30, 2017, the project has an accomplishment of 34.44% with a slippage of negative (-) 65.36%. Road Upgrading (Unpaved to Paved) with New Bridge, Contruction of Circumferential Road, Air- port to Fish port (Western Section), K1671+780-K1673+197 with Exception (Bridge Component): K1671+902. The project started on March 30, 2017 and expected to be completed on May 14, 2017(re- vised). As of October 26, 2017, the major components of the project that had been completed, include the 1,376.87 meters of road, the 60 lm. bridge and line canals. The works to be accom- plished include the completion of the slope protection structure at abutment A, the concreting of 130 meters shoulder, and the installation of Bio-Engineering Coco Erosion Net at selected areas. Clave, NEDA XII-DRD Alabel, Sarangani Province – Guided by this year’s theme on road safety “Wastong Kaalaman sa Daan, Kaligtasang Pangkalahatan,” the Regional Development Council (RDC) XII Road Safety Advocacy – Technical Working Group (RSA-TWG) conducted an orientation on road safety at the Municipal Civic Gymnasium of the Municipality of Alabel, Sarangani on November 17, 2017. A total of 116 elementary pupils and high school students, together with 7 teachers from 5 public schools in Sarangani Province attended the orientation. In her opening message, Ms. Sharon Esportuno, Representative of Sarangani Governor Steve C. Solon, expressed her gratitude to RDC XII for choosing the Province of Sarangani as the beneficiary of the orientation on road safety. She added that the province will continually support the advocacy towards making Sarangani Province a safer place for motorists and pedestrians, particularly for pupils and students travelling to their school. The activity was privileged to have Technical Education and Skills Development Authority (TESDA) XII Regional Director Rafael Y. Abrogar II who thanked the RSA-TWG for spearheading the conduct of the activity. He enjoined the pupils, student, and teachers present to apply what they will learn from the activity on a daily basis. Private Sector Representative (PSR) Nestor S. Lumawig, RSA-TWG Chairman presented the rationale and objectives of the activity, that is to provide awareness to elementary pupils and high school students on road safety and to develop the habit of observance and compliance of road safety guidelines. The lecturers for the said event were the following: a) Police Senior Inspector (PSI) Marcelo Mendoza of the Sarangani Police Provincial Office (SPPO) who gave a presentation on Statistics on Road Accidents and Road Safety Tips; b) Mr. Renante Caballero of the Land Transportation Office (LTO) XII oriented the students on the Kinds of Roads, Traffic Signages, and Transportation Laws; c) PSR Jose Ronie V. Mondragon, representing the Yellow Bus Line Employees Union, provided a presentation on Safety in Riding Motor Vehicles; and d) PSR Lumawig oriented the participants on Safety Observance in Going to School and Back Home. The activity is part of the Road Safety Day celebration in the region as declared by virtue of RDC XII Resolution No. 69, Series of 2013. This declaration is the region’s support to the UN global launch of the “Decade of Action for Road Safety, 2011- 2020,” and the Republic of the Philippines’ Proclamation No. 159, Series of 2011. October - December 2017 | Regional Development Updates | 9 City of Koronadal, South Cotabato – In celebration of the Economic and Financial Literacy Week (EFLW), SOCCSKSARGEN Region conducted a forum intended for the youth and workers in the informal sector on November 7, 2017 at Fred Ann’s Food Hauz, Koronadal City. The EFLW forum was spearheaded by the National Economic and Development Authority (NEDA) Regional Office XII in partnership with the Sultan Kudarat State University (SKSU). Students from the State Colleges and Universities (SUCs) of SOCCSKSARGEN Region joined the EFLW forum together with their mentors and university officials. The SUCs that participated were the SKSU; University of Southern Mindanao in Kabacan, Cotabato Province; Cotabato City State Polytechnic College; and Mindanao State University in General Santos City. The activity was also participated in by workers in the informal sector from cooperatives and non-government organizations, like the Notre Dame Multi- purpose Cooperative; Kaagapay OFW RSC, Inc.; Kagkalimwa Federation; and Oil Palm Growers, among others. The celebration is pursuant to Republic Act No. 10922, which lapsed into law on July 22, 2016, declaring the second week of November of every year as EFLW. The theme for this year’s celebration is “O Kita Mo Na: Pag May Alam sa Economiya at Pinansya, Malaki ang Ganansya.” NEDA XII Regional Director Arturo G. Valero opened the forum and welcomed the participants. In his message, he emphasized the importance of economic and financial education, especially for the youth that will bring them to a “matatag, maginhawa at panatag na buhay”, as what the Filipino people aspire for themselves and the country as enunciated in the Ambisyon Natin 2040. The city government has earmarked P20 million for SLF project in addition to P20 million used to purchase the six-hectare lot. Negotiations are also underway for the purchase of 5-hectare adjacent lot that could expand the area of the SLF to 11 hectares. In an interview with the local media, Vice Mayor Eliordo Ogena said that they expect that the case filed against them by the Environment Ombudsman will be dismissed once the project will be completed. In November 2016, the Environmental Ombudsman filed charges against local government officials for violating the Ecological Solid Waste Management Act of 2000 (Republic Act No. 9003) by continuing the operations of open dumpsite in Barangay Sta. Cruz. Also charged were officials of Kidapawan in North Cotabato, Valencia in Bukidnon, Cagayan de Oro City, General Luna in Surigao del Norte, Marihatag in Surigao del Sur, and Loreto in Agusan del Sur. After closing its open dumpsite, the city government requested the management board of the clustered sanitary landfill in Surallah for the use of its facility, which was originally intended for exclusive use by the province’s upper valley municipalities, namely: Surallah, Sto Niño, Lake Sebu, Norala, T’boli and Banga. The permit, already on extension, will end in June 2018. Bretaña noted that per plan, the Koronadal City SLF will last for 5 to 8 years. “Once the plastic thermal burning facility will be in operation the lifespan of the SLF could be doubled,” he said. The city government is also considering strengthening its “no plastic policy” to reduce the volume of plastic waste disposed to the landfill. Dr. Ruby S.
