LDC Expert Group experiences, good practies and leasons learned
1. Stocktaking meeting of the work of the LEG
9 to 12 February 2020, Antananarivo, Madagascar
Experiences, good practices and lessons learned
from the work of the LEG
2. Guidelines, technical material
GOOD PRACTICE
❑ NAP guidelines are widely being used by the LDCs
❑ The LEG and many organizations have developed supplements
to offer further technical details on specific topics
LESSONS LEARNED
❑ Given the diversity of supplements, an integrating framework is
needed to help connect the different approaches
❑ Assistance to apply the different supplements is required
3. Training
GOOD PRACTICE
❑ The NAP workshops in 2017 helped further understanding of the
guidelines; and introduce key concepts: assessments; appraisal;
effective adaptation solutions; M&E; guiding principles; etc.
LESSONS LEARNED
❑ LDCs need technical assistance to apply learnings from
workshops;
❑ LDCs continue to experience challenges in making swift
progress in NAPs despite targeted support
4. Open NAPs
GOOD PRACTICE
❑ Working with country NAP teams and other experts to co-produce
their NAPs is a lot more effective way of capacity-development,
building on learning-by-doing, compared to regular training workshops
❑ This Open NAP approach is providing the way to achieve quality
NAPs in a fully transparent manner
LESSONS LEARNED
❑ There is information to develop a first NAP for each LDC based on
expert and local knowledge, with the opportunity to iteratively improve
with more studies and assessments in future – there will never be fully
sufficient data and knowledge to develop the perfect NAs
5. Engaging with GCF, GEF, AF, etc. to assist LDCs in accessing funding
GOOD PRACTICES
❑ Engagement of GCF at NAP Expos and training has helped in
getting countries to understand the specific requirements and
procedures for accessing funding from the GCF for NAPs
❑ Engagement of the GCF, GEF, etc., at LEG meetings has been
effective in enabling exchange of information on LDC specific
issues in accessing funding
LESSONS LEARNED
❑ Continued technical support of the LEG working together with
respective entities is essential to ensure the delivery of support to
the LDCs
6. Mobilizing and engaging others
GOOD PRACTICES
❑ NAP Expos are effective in bringing everyone to exchange
experiences, best practices and lessons learned, and foster
partnerships towards advancing NAPs
❑ The NAP Technical Working Group has been an effective in
mobilizing organizations to work on technical aspects on NAPs
7. Mobilizing and engaging others
LESSONS LEARNED
❑ Non-State actors have widened and all look up to the UNFCCC
as the benchmark for action – private sector, youth, local
institutions;
❑ Growing necessity for coherence among different issues: Paris
Agreement, SDGs, Sendai, national frameworks and systems;
❑ The active collaboration with various organizations through the
NAP Technical Working Group has been very effective and
should be scaled up.
8. Strengthening gender consideration, and other guiding principles
GOOD PRACTICES
❑ The is strong collaboration between the LEG with experts from
Parties, other bodies and organizations on gender, multi-
stakeholder participation, effective communication, etc.
LESSONS LEARNED
❑ Coordination is possible among all gender and adaptation
stakeholders to create common milestones and support
9. Gaps and needs for the LDCs (compiling, analyzing, addressing)
