Each node in a network represents a person, and the lines represent relationships with others, and pathways for the travel of knowledge. If this picture shows the relationships related to the Consortium, between Consortium participants, working groups are the places where relationships cluster. Each of you also belongs to other networks that we don’t see here. The creative power of the Consortium is realized when you leverage your other networks to bring smart people into the Consortium, and to propagate Consortium-produced knowledge outward. That is the meaning of the overall conference theme.
A small number of educators and researchers can influence a large number of security practitioners.

We are proud to provide our quarterly scholarly journal Connections free of charge and at a low cost to our sponsors, with a volunteer editorial board and streamlined procedures. Connections is a key resource for educators, policymakers and practitioners. This resource is also syndicated on-line and, through agreements with a number of prestigious organizations, will soon be available through indexers worldwide, thereby furthering the goals of the Consortium.
Consortium is you. Is not the Operations Staff—as you see we are limited. Consortium exists at level of individuals, institutions, nations. Mainly individuals in practice, but they only participate with support of their institution, and the institution only permits it if it is the policy of the nation (for government institutions).
