• วันนี้ (18 ส.ค.) นายชัยพฤกษ์ เสรีรักษ์ เลขาธิการคณะกรรมการการอาชีวศึกษา (เลขาธิการ กอศ.) เปิดเผยว่า เมื่อเร็วๆ นี้ กระทรวงศึกษาธิการ (ศธ.) ได้ประชุมร่วมกับ นายยงยุทธ ยุทธวงศ์ ที่ปรึกษาคณะรักษาความสงบแห่งชาติ (คสช.) เพื่อหารือถึง
แนวทางการจัดการศึกษาอาชีวศึกษาและอุดมศึกษา ซึ่งคณะที่ปรึกษา คสช. ได้ให้ความเห็นหลายประเด็นเกี่ยวกับการจัดการ
ศึกษาและมอบหมายให้ ศธ. ไปจัดทำประเด็นเสนอมา เพราะฉะนั้น ศธ. จึงได้จัดทำข้อเสนอเพื่อการปฏิรูปการศึกษาเพื่อเสนอต่อ
ที่ปรึกษา คสช. และได้นำข้อเสนอดังกล่าวเข้าหารือในที่ประชุมผู้บริหารองค์กรหลัก ศธ. เมื่อช่วงเช้าวันนี้ ซึ่งข้อเสนอเพื่อการ
ปฏิรูปการศึกษามีทั้งหมด 7 ประเด็น ดังนี้ ประเด็นที่ 1 เสนอให้เพิ่มการอุดหนุนรายหัวแก่นักเรียนระดับการศึกษาขั้นพื้นฐาน โดย
นักเรียนสายสามัญในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) และสำนักงานส่งเสริมการศึกษาเอกชน (สช.) จะเสนอให้มีการเพิ่มอัตราเงินรายหัวให้เหมาะสมตามภาวะเศรษฐกิจ ส่วนนักเรียนสายอาชีพ อาชีวศึกษาเสนอให้จัดค่าอุปกรณ์
การเรียนตามความจำเป็นในทุกสาขาและให้ดูแลเด็กกลุ่มที่มีความต้องการพิเศษ โดยเฉพาะเด็กยากจนและเด็กพิการ

• ประเด็นที่ 2 ให้แก้ไขปัญหาการขาดแคลนครูและบุคลากรอาชีวศึกษา โดยเปิดช่องให้ผู้มีทักษะอาชีพมาเป็นครูอาชีวศึกษา
โดยง่าย มีระบบที่ยืดหยุ่นในการสมัคร การมีใบอนุญาตประกอบการสอน และใบอนุญาตประกอบวิชาชีพ รวมถึงให้เพิ่มกรอบ
อัตรากำลังข้าราชการและพนักงานราชการเพื่อทำหน้าที่สอนและสนับสนุน หรืออาจใช้วิธีตัดโอนพนักงานราชการมาเป็น
ข้าราชการครู โดยให้อัตราตามตัว หรือขอคืนอัตราเกษียณ 100% โดยทันทีเพื่อนำมาบรรจุรับราชการครู ประเด็นที่ 3 ให้มีการ
ปรับปรุงอัตราตำแหน่งผู้บริหารระดับต้นและระดับสูงของแต่ละองค์กรหลักให้เหมาะสม ประเด็นที่ 4 พัฒนากำลังแรงงานตาม
ความจำเป็นเร่งด่วนของประเทศ โดยพัฒนากำลังแรงงานสำหรับการลงทุนขนาดใหญ่ให้ทันกับความต้องการ ส่งเสริมการเป็นผู้
ประกอบการโดยสนับสนุนเงินทุนและระบบช่วยเหลือทางวิชาการ อบรมเพิ่มทักษะฝีมือให้แรงงานในสถานประกอบการ อบรม
อาชีพที่สองให้ผู้มีความจำเป็นเร่งด่วน เช่น เกษตรกร ผู้ได้รับผลกระทบทางเศรษฐกิจ ผู้สูงอายุ และผู้พิการ
• นายชัยพฤกษ์ กล่าวต่อว่า ประเด็นที่ 5 พัฒนาให้มีวิทยาลัยเฉพาะทางในทุกสาขาอาชีพกระจายทุกภูมิภาค ประเด็นที่ 6 สร้าง
ค่านิยมอาชีวศึกษา เพื่อให้คนหันมาเรียนสายอาชีพเพิ่มมากขึ้น และประเด็นที่ 7 จัดระบบการประสานงานการจัดอาชีวศึกษาของ
ทุกหน่วยงาน เพราะปัจจุบันมีหลายหน่วยงานจัดการศึกษาสายอาชีพ ไม่ว่าจะเป็นสำนักงานคณะกรรมการการอุดมศึกษา วิทยาลัยชุมชน สช. และการศึกษานอกระบบและการศึกษาตามอัธยาศัย (กศน.) จึงควรต้องประสานงานเพื่อป้องกันการซ้ำซ้อน
• “ในการประชุมร่วมกับที่ปรึกษา คสช.ที่ประชุมเมื่อวันที่ 15 สิงหาคมที่ผ่านมา ได้มีการพูดถึงข้อเสนอให้แยกสำนักงานคณะ
กรรมการการอุดมศึกษา (สกอ.) ออกจาก ศธ. ด้วย แต่ที่ปรึกษา คสช. เห็นว่าเรื่องนี้ส่งผลกระทบต่อหลายฝ่าย จึงต้องการให้สภา
ปฏิรูปที่ดูแลนโยบายของประเทศในภาพรวมได้เป็นผู้พิจารณาเรื่องนี้เอง ทั้งนี้ พรุ่งนี้ผมจะส่งประเด็นข้อเสนอในการปฏิรูปการ
ศึกษาส่งให้ นางสุทธศรี วงษ์สมาน ปลัด ศธ. ในฐานะปฏิบัติหน้าที่ รมว.ศึกษาธิการ เพื่อนำเสนอต่อ คสช. เป็นข้อเสนอ”นาย
