undertaken to provide an extensive platform that allows students of fully residential schools to
interact and establish sustainable networks within and beyond this nation.
Participation in this renowned event would hopefully cultivate the skills for students to think in
global contexts and later apply the freshly gained knowledge in the norms of their respective
cultures. In facing the challenges of this globalised era, Malaysia is in need of young generations
who are able to lead the nation in the future. Thus, it is crucial to provide them with the right
platform and exposure at international level in the endeavour to produce dynamic, morally
upstanding and progressive young leaders. The theme of Global Culture Generates World Unity is
indeed most apt and in line with the mainstream challenges faced today. Every individual is urged
to preserve his/her culture and heritage, and also to respect the individual identities of others

Alhamdulillah, I am grateful to Allah s.w.t. the Most Compassionate for this opportunity afforded
to me to express a few words in this programme booklet.
Congratulations and my highest appreciation to the Muzaffar Syah Science Secondary School on
their success in managing this symposium. I believe that the commitment and care of all parties
in every activity or programme organised by the Fully Residential Schoosl and Excellence School
Management Division have played a major role in the amelioration of the educational institutions
of this century.
It is my hope that this symposium with the theme of Global Culture Generates World Unity will
achieve its objective to strengthen the networking and collaboration among the participants
from both local and international institutions. I believe that the intellectual discussions as well
as the exchange of ideas and cultures among the participants throughout the symposium will
generate a culture of critical thinking and foster development of human values towards a more
intellectual lifestyle.

Praise be to Allah. I would like to thank the Malaysian Ministry of Education in general, and the
Fully Residential Schools and Excellence Schools Management Division in particular, for having
faith in Muzaffar Syah Science Secondary School (MOZAC) to manage the symposium for the year
2012.
The theme Global Culture Generates World Unity has been chosen due to our awareness that
culture and heritage are inseparable from the practices and issues in education. Therefore, we
need to instil awareness among the participants of the importance of respecting, preserving and
conserving culture and heritage in the rat race of human development. I trust that throughout

History of Fully Residential Schools, Ministry of Education of Malaysia
The Fully Residential School (FRS) or Sekolah Berasrama Penuh (SBP) is a school system established during the 1970s in Malaysia.
The main purpose of its inception is to nurture selected outstanding students in a conducive and educational environment, to
excel in academia and extracurricular activities, creating wholesome students. There are 63 FRSs throughout Malaysia.
The history of FRS began in 1890, when Richard Olaf Winstedt was the Deputy and later became the Director of Education
in Malaya. The Selangor Raja School was established as the first step towards producing the Malay elite from among the palaces
and princes of the states through the English medium education. In 1894, the school was closed for renovation and was reborn in
a new form in 1905 at Kuala Kangsar, which to this day is known as the Malay College Kuala Kangsar (MCKK).
The Sultan of Perak, Sultan Idris, in the Conference of Rulers (Durbar) in 1903 criticised the policy of the British administration,
especially in the education of the Malays, saying that it was merely to produce better Malay farmers or fishermen only. The Sultan of
Perak himself offered the on-site location for MCKK, for the education of the Malays of good family and for the training of Malay boys
for admission to certain branches of government service. In 1947, the Malay Girls College was established in Kuala Lumpur; it was
later moved to Seremban, Negeri Sembilan, and known as Tunku Kurshiah College until now, has been named after the first Raja
Permaisuri Agong.
In September 1955, an Education Committee was established which eventually gave birth to the Razak Report in 1956. The
Razak Report then approved and produced the Education Ordinance, 1957. It recommended the formation of 6 units of Fully
Residential Schools, namely:
i. Sekolah Dato’ Abdul Razak (SDAR) -1956
ii. Sekolah Tun Fatimah (STF) -1956
iii. Sekolah Tuanku Abdul Rahman (STAR) -1957
iv. Sekolah Sultan Abdul Halim (SMSAH) -1963
v. Sekolah Alam Shah (SAS) -1963
vi. Sekolah Seri Puteri (SSP) -1968
Advancement in education among students outside of urban areas, particulary in the sciences received attention from the
leaders of the country. Because of that, the important project that needed to be implemented in the Second Malaysia Plan is stated
as:
“an important project in the plan is the establishment of ten pilot residential science secondary schools
added to provide educational opportunities for pupils from rural areas to pursue science subjects.”
Indeed, 10 FRSs were built in the Second Malaysia Plan. There is great competition to acquire places in these elite schools
as the number of places are limited compared to the number of eligible applicants. Students are chosen by the Fully Residential
and Excellence Schools Management Division, Ministry of Education, Malaysia based on certain criteria. Enrolment is open at the
Form 1 and Form 4 levels.
Students are required to stay on-campus throughout the academic session. Amenities such as classrooms, lodging, praying
area, sports facilities and dining halls are provided for the use of the students with the aim of developing their talents and
cultivating their potential in a conducive learning environment. Schools are either single sex or co-ed. The teachers chosen are
among the best in their fields, and this is particularly important as great emphasis is placed on excellent academic achievements.
FRS do produce excellent results in all government examinations and also extracurricular activities as well as leadership. The
great achievements of these schools are celebrated in the yearly event known as Hari Kecemerlangan Sekolah Berasrama Penuh, or
the Fully Residential Schools Excellence Day, where awards are given out to schools with outstanding achievements.

Tun Dr. Mahathir Mohamad
Prime Minister of Malaysia (1981 - 2003)
Born on 20 Dec 1925, Tun is a son of a schoolmaster. He studied medicine at King Edward VII
College in Singapore. He worked as a government medical officer for a while but left in 1957 to
set up his own practice in Alor Setar. Tun Dr. Mahathir is married to a doctor, Tun Dr. Siti Hasmah
bt Mohd Ali, and they have seven children Marina, Mirzan, Melinda, Mokhzani, Mukhriz, Maizura
and Mazhar.
As the fourth Prime Minister of Malaysia who began his tenure on 16 July 1981 and stepped
down on October 31,2003, Tun Dr Mahathir Mohamad opened the country to foreign investment,
reformed taxation, reduced trade barriers, and privatised numerous state-owned enterprises,
besides creating a world-class physical infrastructure. He also sought to bridge Malaysia’s ethnic
divides by increasing general prosperity.
In 1991, he launched the New Development Policy, which emphasised industrial and
commercial developments and the elimination of poverty. Under Tun Dr. Mahathir’s leadership,
Malaysia developed into one of the most prosperous and dynamic economies in Southeast
Asia, with a burgeoning industrial sector, an expanding middle class and enhanced quality of
life. Malaysia also played a more active role in the international arena, acting as the voice for
developing nations in Asia and Africa.
Always with one eye on the future, Tun Dr. Mahathir Mohamad unveiled Vision 2020 in 1991,
a blueprint for Malaysia’s journey to becoming a developed economy and a mature democracy by
the year 2020. For his effort to promote economic development of Malaysia, Tun Dr Mahathir has
been given the soubriquet of Father of Modernisation.
Tun Dr. Mahathir’s passion is writing. He started writing while in school. In the 1940s and ‘50s,
under the pen name Che Det, he actively wrote articles on Malay politics and economic issues,
which were published in The Sunday Times. He continued writing throughout his career, and one
of his most famous treatises, The Malay Dilemma (1970), influenced policy and policy makers in
the aftermath of the 1969 racial riots. A Doctor in the House is his memoir that was published in
2011.
Certainly, Tun Dr Mahatir Mohamad will always have a place in everyone’s heart with his
enthusiasm and ideas in driving the nations forward.

Dato’ Zuraidah Binti Atan, DIMP

Advocate & Solicitor
Dato’ Zuraidah Atan is an Advocate & Solicitor with her own legal firm, Chambers of Zuraidah Atan,
established in 2004. She is a former Fully Residential School student of Tunku Kurshiah College
from 1972-1977. She holds a Bachelor of Law (Honours) from the University of Buckingham,
England. She was a member of the Bar Council Finance Committee and was a Legal Aid Centre
Volunteer.
Dato’ Zuraidah has more than 25 years experience in the banking industry and is an active
member of various Boards of Directors. In fact, she was the first woman Independent Director
on the Board of HSBC Bank Malaysia Berhad, and the Chairman of Federal Agricultural Marketing
Authority (FAMA)’s subsidiary, FAMACO. She is a Corporate Advisor to certain State Governments
and Government Agencies and was responsible for conducting certain strategic reviews,
rationalisation and restructuring of various State Governments’ agencies and Investments.
She is an Arbitrator of the Kuala Lumpur Regional Centre for Arbitration. She also serves as the
Honorary Advisor to the National Cancer Society of Malaysia (NCSM), the oldest cancer non-
governmental organisation (NGO) in the country. She has been organising Health Screening
Outreach programmes for the community and has been engaged in charity work for the last six
years. She also served for a period as a member of the Malaysian Health Promotion Board.
Besides that, she was a weekly columnist with her column, ERGO in Nuance Magazine, The Sunday
Times (Jan-June 2004) and she used to write short poems which were periodically published in
The New Straits Times and The Malay Mail. In 2008, Dato’ Zuraidah was a weekly BERNAMA Radio24
Guest Host with her own BizWRAP with Dato’ Zuraidah a radio-talk show that focused on educating
listeners on business. She was also the Guest Host on BERNAMA TV Moment with the Prime Minister
(YAB Tun Abdullah Badawi) and other business programmes in 2008.

Today, respecting and managing cultural diversity is one of the most important tasks that globalization imposes on the entire world;
nations that neglect it do so at their own risk. If left unattended to, conflicts between ethnic groups may lead to the destabilization of a
nation that can hinder progress in other domains. Quote: Expo Shanghai 2010
Therefore, FRSIS 2012 aims to polish talents and leadership skills among students based on the proposed theme which is Global
Culture Generates World Unity. This symposium also aims to facilitate potential national leaders to respect the culture and
heritage of a nation because it is a prerequisite for a harmonious development of society and nation. Besides that, it also promotes
awareness and understanding among students that culture and heritage are interrelated and should be respected, preserved and
kept in the progress of the race because this aspect reflects the identity of a nation.
This symposium which is held from 27th-31st March 2012 consists of participants ranging from 15-19 years old. Its main theme
is Global Culture Generates World Unity. This theme has been chosen as the student participants are assets of a country that are
very valuable as they are young, enthusiastic, energetic, and have potentials. Therefore, when these features are combined and
polished, they will be the catalyst for change and progress.
