In examining the plans provided by Mr John Latham of DeBOX Architectures it is my opinion, as an archaeologist and
heritage consultant, that such a development would be sympathetic to the historical landscape under the following
considerations:
• That any work complement the railway heritage of the area;
• That consideration be given to sub-surface archaeology of the area;
• That there be due consideration to future developments of the Railway Shed;
• That it be sympathetic to any future heritage developments to the area.
I would be happy to answer any questions concerning the heritage of the area that Council may have.

The goal is a site & building design, documented to the satisfaction of Council & fit to go to market for tender
and construction. To achieve this:
Debox_Degrid Architectures must;
Work with council to review and develop the design seed presented here; tailored to cost,
facility and appearance.
This will involve consideration of preliminary drafts and confirmation of semifinal and final
documents; looking to constraint for Final Design Review of 23March12 and Design &
Construction Documents Complete at 12April12.
For this council seeks a total cost in the order $50,000 inclusive of subconsultants.

Council’s request is not queried with respect to its selected general siting. It is
moving from the mixed values of a fine old building in the old centre of town to a
spacious area with lots of options. A town the likes of Sorell needs and values its
roots; having broken its old, we need to attach it newly to Sorell’s common cultural
heritage. This can be well achieved at the new site area; however we must take care
to position it in this precinct to best value for the town. And so the task becomes
more than a building on a specific title in an established pattern; both the pattern
needs to be established and the precise siting. All this is not to frustrate but is
simply part of the responsibility of the modern striving.
The logic for the proposal flows.
The Precinct Character First
Currently the precinct has no defined character. It behoves
urban management to have some future strategy. There is one
presented in this submission. However by and large the
building solution & siting suggested can likely weather a
number of other forms of precinct layout and character. If there
is time council may prefer to undertake archaeology and
community consulations as an extra on this submission;
however these can probably occur during and after construction
of the building.

The Old Bellerive Sorell Railway
This is celebrated and thoroughly documented in a book by
John Haughton (local library). There is not a lot of obvious
evidence of it left on the ground. There are however the old
engine shed and the stationhouse which can me made into
significant keystones and which support the railway as
popularly worthy of interpretation and memorial. This can be
done using creative urban layout and street illustration –
though it remains of value otherwise, a future budget and a
wealth of professional artists, designers and writers and
including the local school could muster wonderful lasting
embellishment to enrich the area. We don’t need that budget
for now though. All we need is some shrewd town planning to
draw the mind to the old track, the rugged railyard and its
remnant and so the people who used it all. We can value-add to
Council’s expended moneys on a conservation plan for the old
shed. We can establish a footway continuum from station lane
past the old stationhouse (with its sandstone railwall) all the
way out the line to join the landscaped walkway between the
new suburban properties westward. Paving of this continuum
at least at the station area could carry designs to illustrate the
rails & possibly a reconstructed sandstone railwall opposite the
remnant at the stationhouse. Each side between the established
buildings can be commercial/residential drawcard buildings for
people and a market mall can be created over time.
This mall may change character from hardedge urban to linear
landscape as it progresses west. It forms a perfect heritage edge
to found the local identity of the ne Community Administration
Centre. It also forms a perfect opportunity to enhance the
remnant heritage shed.
Other Heritage
The old racecourse and other uses draw archaeological interest
in this area also. Research in future would certainly reveal
some items that could be revealed and enjoyed through urban
interpretations.
The football oval though not yet ‘ye olde’ is a healthy item that
can be immortalised with some simple urban trickery and
notation – reminder of the days of parochial match rivalries.
So there is lots of heritage interest in the proposed siting. Refer
to the plans with this tender.

Exactly Where to Put the Building(s)?
Location has to do with the spread of the building. A compact
two storey design is economical in construction and energy use.
It also offers good views and prominence; foundations for
identity and character. So the built facility is compact.
It may be some time before the precinct layout is established
yet the new Centre is needed quickly.
It needs vehicular access in accord with future precinct
development. The site shown on the plan provides opportunity
for quite direct access immediately with a gravel or fully formed
town road.
The north of the building collects the sun, the hill and the
people from cars through its front door(s). The south for a while
will have temporary use and access as rudimentary ground
useable by the community subject to the resolve of access
frustrations and the daily use of the Council depot eventually to
become a market stroll and to grow into a Railyard Market Mall
accessing boutiques, museum, restaurant in the old shed ,
whatever.
There is no interference with Men’s Shed nor the Rotary facility
until some comfortable future time when progress has its way
and respectful changes are coordinated.
Siting to suit the suggested Railway Market Mall remains
feasible regardless if the mall be not proceeded with.
The Character of the Building
We can use the design to bolster the railyard theme, to enhance
the old engine shed and stationhouse. This can be done by
using some cues from the Searson brothers designs who did
this station and others in Tasmania. It can be done with
colonial form.
As well we want to leap into the future by optimising our
present; modern materials and expressions.
As well we may invoke expressions of the racecourse etc.
This is the art of architecture and something okay will happen
for councils final approval. It cannot be achieved before a

decent design process. And here may be some call for
archaeological work and community input.
Optional Locations
The area where the proposed new road crosses the rail mall
creates four high profile sites. These are not preferred for the
Centre because the configurations add to the building cost and
also they are less effective in supporting the railyard character
by being distant from its hub and the remnant buildings there.
It is interesting that the intersection at this location offers
opportunity for some creativity with a rail crossing.
Another site option maybe opposite side of the mall from where
it is shown
And another may be directly opposite the stationhouse. This
site may best be low profile commerce mixed with residential or
all residential.
The Technical Aspects and ‘Sustainability’
Engineering and energy conservation will be rudimentary and
practical suiting the simple nature of the building.
Interiors
The interiors will profile public, politic & business receptions,
visual communications for public interest & information,
meetings, ceremonials, work place amenity, storage, circulation,
workplace efficiency and inspiration.
Ceiling heights will vary between 2.7 & 3.5 metres. The roof
forms will reflect as opportune in ceiling form; the top floor
gable may bring a more spacious interior.
It may be desirable to relieve vinyl floor monotony with timber &
carpet subject to cost refinements.
Similarly plaster wall monotony may be eased with dado, panels
or masonry.
There will be a stair & lift. Natural light will be optimised.

Landscape
The outdoor-indoor transition will be eased with tree shadows,
pergola and rain shelter. Carparking will be convenient.
Timeframes & Costs
There appears a mood to move fairly swiftly to construction and
within a lean budget. The timeframe for design avails little for
deliberation; ideally the reflexes of the architect with ears to the
client and public should carry the day as various design options
arise to be weighed in impact and cost. Where there may be
extra funds; workshopping is welcomed.
The compact and simple form of the building proposed is key to
its economy & speed of construction. The proposal to use
essentially conventional materials and methods in construction
reinforce this. The footprint of a two storey building is smaller
and so the cost of landscaping is smaller.
Non conventional building character elements as justified must
be cost guarded during design. It is fortunate that these
elements in this case are fairly rudimentary anyway and so not
overly costly.
Landscape & carpark cost analysis is left in abeyance subject to
Council’s potential involvement.
The precise siting of the building needs to be confirmed. Siting
to suit the suggested Railway Market Mall remains feasible
should the mall be not proceeded with.

Architecture, townscape, land-use and community-cultural development, as they exist in reality amid the mixed results of our sullied
human nature, are my link to true actualisation and the ideal of ‘paradise’. In this real world I work gregariously to extend the
culturally supportive environment in order to enhance our individual and collective delight.
People living in a paradise will actualise and construct … to joyfully fulfil themselves, their family and fellows. Any threat to that
paradise will modify that actualisation by the development of solemn purpose.
My own individual impulse in a paradise would be to actualise both ethereally and functionally in art and in building - focused on
identity, home, cultural communication in daily life and the natural untouched beauty and potentials of locale. This would address
any aesthetical intervention in the environment and the politics of it. This focus would be in finishing works and events that support
appeal to the spectrum of delights. In this way land-use planning is an architecture capable of fostering delight. Functional
constructions carry delight.

One of the collective delights is achievement by others of appropriate individual expression in the environment as part of the cultural
accumulation – a celebration of individuality. This delight can arise from the ethereal thumbprint on a jewellery piece, a manner of
speech, unique placement of an industrial item, an inspiring land-use program or simply an aesthetic aspect of an otherwise pragmatic
building. All interface in physicality and culture.
Another collective delight is the home locale. This is under severe threat in today’s world. It is invaluable to remind people of the
fullness of their individual address, their original landscape, their rights and potentials in the public realm and their shared ownership
of development. It is invaluable to refresh the delicately sensitive links to the paradise portion of our world - and consequently to
foster individual actualisation and delight …… unique development, industry and enjoyment.
Art is real. It is the difference between building and architecture … and planning and cultural landscape. Architecture is art. Art may
be economic or otherwise. Packaging may be pragmatic or communicative. A building is much more than an artful package.
Excellence more often than not is low in profile.

DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 2 II NN BB RR II EE FF The goal is a site & building design, documented to the satisfaction of Council & fit to go to market for tender and construction. To achieve this: Debox_Degrid Architectures must; Work with council to review and develop the design seed presented here; tailored to cost, facility and appearance. This will involve consideration of preliminary drafts and confirmation of semifinal and final documents; looking to constraint for Final Design Review of 23March12 and Design & Construction Documents Complete at 12April12. For this council seeks a total cost in the order $50,000 inclusive of subconsultants.
  • 4. DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 2 PP RR OO JJ EE CC TT PP HH II LL OO SS OO PP HH YY Council’s request is not queried with respect to its selected general siting. It is moving from the mixed values of a fine old building in the old centre of town to a spacious area with lots of options. A town the likes of Sorell needs and values its roots; having broken its old, we need to attach it newly to Sorell’s common cultural heritage. This can be well achieved at the new site area; however we must take care to position it in this precinct to best value for the town. And so the task becomes more than a building on a specific title in an established pattern; both the pattern needs to be established and the precise siting. All this is not to frustrate but is simply part of the responsibility of the modern striving. The logic for the proposal flows. The Precinct Character First Currently the precinct has no defined character. It behoves urban management to have some future strategy. There is one presented in this submission. However by and large the building solution & siting suggested can likely weather a number of other forms of precinct layout and character. If there is time council may prefer to undertake archaeology and community consulations as an extra on this submission; however these can probably occur during and after construction of the building.
  • 5. DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 3 The Old Bellerive Sorell Railway This is celebrated and thoroughly documented in a book by John Haughton (local library). There is not a lot of obvious evidence of it left on the ground. There are however the old engine shed and the stationhouse which can me made into significant keystones and which support the railway as popularly worthy of interpretation and memorial. This can be done using creative urban layout and street illustration – though it remains of value otherwise, a future budget and a wealth of professional artists, designers and writers and including the local school could muster wonderful lasting embellishment to enrich the area. We don’t need that budget for now though. All we need is some shrewd town planning to draw the mind to the old track, the rugged railyard and its remnant and so the people who used it all. We can value-add to Council’s expended moneys on a conservation plan for the old shed. We can establish a footway continuum from station lane past the old stationhouse (with its sandstone railwall) all the way out the line to join the landscaped walkway between the new suburban properties westward. Paving of this continuum at least at the station area could carry designs to illustrate the rails & possibly a reconstructed sandstone railwall opposite the remnant at the stationhouse. Each side between the established buildings can be commercial/residential drawcard buildings for people and a market mall can be created over time. This mall may change character from hardedge urban to linear landscape as it progresses west. It forms a perfect heritage edge to found the local identity of the ne Community Administration Centre. It also forms a perfect opportunity to enhance the remnant heritage shed. Other Heritage The old racecourse and other uses draw archaeological interest in this area also. Research in future would certainly reveal some items that could be revealed and enjoyed through urban interpretations. The football oval though not yet ‘ye olde’ is a healthy item that can be immortalised with some simple urban trickery and notation – reminder of the days of parochial match rivalries. So there is lots of heritage interest in the proposed siting. Refer to the plans with this tender.
  • 6. DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 4 Exactly Where to Put the Building(s)? Location has to do with the spread of the building. A compact two storey design is economical in construction and energy use. It also offers good views and prominence; foundations for identity and character. So the built facility is compact. It may be some time before the precinct layout is established yet the new Centre is needed quickly. It needs vehicular access in accord with future precinct development. The site shown on the plan provides opportunity for quite direct access immediately with a gravel or fully formed town road. The north of the building collects the sun, the hill and the people from cars through its front door(s). The south for a while will have temporary use and access as rudimentary ground useable by the community subject to the resolve of access frustrations and the daily use of the Council depot eventually to become a market stroll and to grow into a Railyard Market Mall accessing boutiques, museum, restaurant in the old shed , whatever. There is no interference with Men’s Shed nor the Rotary facility until some comfortable future time when progress has its way and respectful changes are coordinated. Siting to suit the suggested Railway Market Mall remains feasible regardless if the mall be not proceeded with. The Character of the Building We can use the design to bolster the railyard theme, to enhance the old engine shed and stationhouse. This can be done by using some cues from the Searson brothers designs who did this station and others in Tasmania. It can be done with colonial form. As well we want to leap into the future by optimising our present; modern materials and expressions. As well we may invoke expressions of the racecourse etc. This is the art of architecture and something okay will happen for councils final approval. It cannot be achieved before a
  • 7. DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 5 decent design process. And here may be some call for archaeological work and community input. Optional Locations The area where the proposed new road crosses the rail mall creates four high profile sites. These are not preferred for the Centre because the configurations add to the building cost and also they are less effective in supporting the railyard character by being distant from its hub and the remnant buildings there. It is interesting that the intersection at this location offers opportunity for some creativity with a rail crossing. Another site option maybe opposite side of the mall from where it is shown And another may be directly opposite the stationhouse. This site may best be low profile commerce mixed with residential or all residential. The Technical Aspects and ‘Sustainability’ Engineering and energy conservation will be rudimentary and practical suiting the simple nature of the building. Interiors The interiors will profile public, politic & business receptions, visual communications for public interest & information, meetings, ceremonials, work place amenity, storage, circulation, workplace efficiency and inspiration. Ceiling heights will vary between 2.7 & 3.5 metres. The roof forms will reflect as opportune in ceiling form; the top floor gable may bring a more spacious interior. It may be desirable to relieve vinyl floor monotony with timber & carpet subject to cost refinements. Similarly plaster wall monotony may be eased with dado, panels or masonry. There will be a stair & lift. Natural light will be optimised.
  • 8. DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 6 Landscape The outdoor-indoor transition will be eased with tree shadows, pergola and rain shelter. Carparking will be convenient. Timeframes & Costs There appears a mood to move fairly swiftly to construction and within a lean budget. The timeframe for design avails little for deliberation; ideally the reflexes of the architect with ears to the client and public should carry the day as various design options arise to be weighed in impact and cost. Where there may be extra funds; workshopping is welcomed. The compact and simple form of the building proposed is key to its economy & speed of construction. The proposal to use essentially conventional materials and methods in construction reinforce this. The footprint of a two storey building is smaller and so the cost of landscaping is smaller. Non conventional building character elements as justified must be cost guarded during design. It is fortunate that these elements in this case are fairly rudimentary anyway and so not overly costly. Landscape & carpark cost analysis is left in abeyance subject to Council’s potential involvement. The precise siting of the building needs to be confirmed. Siting to suit the suggested Railway Market Mall remains feasible should the mall be not proceeded with.

DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 20 HH EE AA RR TT BB EE AA TT Architecture, townscape, land-use and community-cultural development, as they exist in reality amid the mixed results of our sullied human nature, are my link to true actualisation and the ideal of ‘paradise’. In this real world I work gregariously to extend the culturally supportive environment in order to enhance our individual and collective delight. People living in a paradise will actualise and construct … to joyfully fulfil themselves, their family and fellows. Any threat to that paradise will modify that actualisation by the development of solemn purpose. My own individual impulse in a paradise would be to actualise both ethereally and functionally in art and in building - focused on identity, home, cultural communication in daily life and the natural untouched beauty and potentials of locale. This would address any aesthetical intervention in the environment and the politics of it. This focus would be in finishing works and events that support appeal to the spectrum of delights. In this way land-use planning is an architecture capable of fostering delight. Functional constructions carry delight.

DDDeeebbboooxxx___DDDeeegggrrriiiddd Architectures 21 One of the collective delights is achievement by others of appropriate individual expression in the environment as part of the cultural accumulation – a celebration of individuality. This delight can arise from the ethereal thumbprint on a jewellery piece, a manner of speech, unique placement of an industrial item, an inspiring land-use program or simply an aesthetic aspect of an otherwise pragmatic building. All interface in physicality and culture. Another collective delight is the home locale. This is under severe threat in today’s world. It is invaluable to remind people of the fullness of their individual address, their original landscape, their rights and potentials in the public realm and their shared ownership of development. It is invaluable to refresh the delicately sensitive links to the paradise portion of our world - and consequently to foster individual actualisation and delight …… unique development, industry and enjoyment. Art is real. It is the difference between building and architecture … and planning and cultural landscape. Architecture is art. Art may be economic or otherwise. Packaging may be pragmatic or communicative. A building is much more than an artful package. Excellence more often than not is low in profile. Thankyou
