2. The Hon’ble Supreme Court of India perhaps given a more
comprehensive meaning of ragging as under :-
“ Ragging is any disorderly conduct whether by words spoken or written or by
an act which has the effect of teasing , treating or handling with rudeness to
any student , indulging in rowdy or undisciplined activities which cause or
likely to cause annoyance, hardship or psychological harm or to raise fear or
apprehension thereof in a fresher or a junior student and which has the effect
of causing or generating a sense of shame or embarrassment so as to
adversely effect the psyche of a fresher or a junior student.”

Ragging is a systematic human rights abuse practiced by the seniors so as to
exert their dominance over the juniors.

Simply we can say Ragging is a damaging form of interaction of the seniors in
college or school with juniors , newcomers or first years.
3. In 1996 ,a 19-year-old medical college student - Pon Navarasu ’s dismembered body
was found around different parts of Tamil Nadu
Aman Satya Kachroo was only 19-years-old when four seniors ragged him to death at
Dr Rajendra Prasad Medical College in Himachal Pradesh in 2009
Another shocking case of ragging came when in 2012, a 17-year-old aeronautical
engineering student, Ajmal PM was set on fire by his seniors in Bangalore.
In 2014, a pharmacy student was found dead near railway tracks in Kolkata. Reports
suggested that the 20-year-old was ragged and beaten up by his seniors in college.

4. DRESS CODE :- Often an awkward &uncomfortable dress
code is imposed.
FORMAL INTRODUCTION :- Introduce themselves in
pure local language.
PLAYING THE FOOL :- asked to enact scenes , do silly
things.
HOSTEL RAGGING :- asked to do odd things.
DRUG ABUSE & SEXUAL ABUSE :– severest form

6. Fresher’s – Nervous and full of apprehension
on the first few days of college or hostel life
Their nightmares become a reality when they
find themselves being abused by a group of seniors,
who take full advantage of their vulnerability.
Depending upon a person’s upbringing, temperament,
and attitudes , and ultimate his/her personality ,
reactions to the very same circumstances would vary.
Some sensitive ones may find all this too difficult
to handle.
They could land up with a nervous breakdown, go
into state of shock, sink into severe depression,
discontinue their studies or even commit suicide.
7. The victim retracts into a shell, forcing himself into ignominy and alienation from
the rest of the world.
PSYCHOLOGICAL PROBLEMS-a) Anxiety (most common)
b) Negative self image , reduced self esteem
c) Anger, irritability, nightmare.
COGNITIVE CHANGES – lack of concentration & attention
BEHAVIORAL PROBLEMS – a) Alcohol &Drug addiction
b) Increased smoking
PHYSICAL PROBLEMS – Hypertension, Sleeping disorders , Elevated BP .
Many may drop out thereby hampering their career prospects.
The parents of the victim will be under constant apprehension about the future
safety of the child.
Suicides have also been reported.
8. FAMILY
Parents has to see their child suffering from pain
and trauma. Besides incurring medical and other
incidental expenses to rehabilitate their child and
also to bear the trauma of seeing his or her
prospective career coming to an end.
9. Problem of ragging was questioned by VISHWA JAGRITI MISSIONS,
leading the Honorable Supreme Court to form a committee( RAGHAVAN
COMMITTEE, FORMED IN DEC 2006) to look into the matter .
KEY RECOMMENDATIONS
Inclusion of ragging for accreditation by Central regulatory bodies for
educational institutions.
Recommended anti-ragging cells at the central , state and college level.
Psychological counselling on anti-ragging and human rights at the senior
secondary school level.

Establishing of a stringent anti -ragging law

One recommended action was to organize fresher’s parties for proper
introduction while in presence of faculty .
10. AICTE REGULATIONS ON RAGGING
AICTE has made it very clear that all AICTE approved
institutions should strictly follow the directions of Supreme Court
of India and Raghavan Committee recommendations without
exception.
It is clearly mentioned in the regulation that RAGGING is totally
banned and any one found guilty of ragging and /or abetting
ragging is liable to be punished.
11. Quantum of punishments depends upon the nature & gravity of the offence as
established by the disciplinary committee/court of law include-
1. Cancellation of admission.
2.Suspension from attending classes
3. Withholding/ withdrawing scholarship/other benefits.
4.Debarring from appearing in any examination.
5.Withholding results.
6. Debarring from admission to any other institutions.
7.Suspension/expulsion from hostels.
8.Debarring from representing the institution in any youth festival/
national level etc.
9.Fine up to INR 25,000/-
10.Rigrous imprisonment up to 3 years.
12. 1. New students must be addressed about the ban on ragging.
2. Seniors should be sensitized about ill effects of ragging
3. Contact numbers of the Anti-ragging committee should be made available
to the newcomers.
4. Complaint boxes should be placed, wherein juniors can drop their
complaints.
5. “BEST SENIOR” award should be given to be voted by the new comers.
6. Provision of appointing one of the senior student as “Floor manager “ on
each floor of hostel for prompt reporting of ragging incidents.
7. Individual interest groups, sports etc to channelize the talents of students
in useful manner.
8. “Disciplinary committee” to instill the value of discipline in the minds of
students.
9. Posters of anti-ragging committee , consisting of members ‘ s contact
numbers should be displayed at prominent places.
