Niger, in the African meningitis belt, has experienced numerous meningitis outbreaks since 1986. In 1995, a severe national epidemic of meningococcus meningitis occurred with 41,112 cases and 3,559 deaths. Weekly meningitis attack rates were reported by each of the 40 districts of the country. Morbidity and mortality from meningococcal meningitis can be significantly reduced by vaccinating groups at high risk and treating cases with a single dose of long-acting chloramphenicol. The National Health Information System was instrumental in the early detection and control of the epidemic by enabling decision makers to determine where and how much vaccines and treatment drugs to distribute.
The Eritrea National Health Information System (NHMIS) is an integrated, decentralized information system, including data on vaccine stocks as well as the number of children vaccinated. Vaccine stockouts are calculated as 0 vaccines available at the end of the month. The NHMIS was an important tool that allowed the Eritrean Ministry of Health to locate facilities with stockout problems. The following graph shows the relationship between stockouts and children vaccinated.

Again, the production of quality data in itself was not sufficient to have health managers use the information. We organized data use workshops where health managers where working directly with their own data comparing results with their colleagues. Now I will give you a short demonstration of the Eritrea DSS.
