SECURITY CLEARANCES AND THE UPCOMING ADVANCEMENT EXAM
Security Clearances are required by the Navy Advancement Manual (BUPERSINST 1430.16F). All ratings and
all pay grades, listed in Para 204 of the advancement manual are required to submit to the Director,
Department of Navy Central Adjudication Facility (DONCAF) for a clearance determination to be made and be
properly annotated in Joint Personnel Adjudication System (JPAS) in accordance with SECNAVINST
5510.30B. A Commanding Officer’s granting of an Interim Clearance does not constitute a waiver of this
requirement. Bottom line a DONCAF determination of eligibility for clearance is required, there is no waiver!
Too many sailors in the past have not been able to take the exam because this guidance was not followed. If
any of your sailors need to get a clearance adjudicated before the September Exam now is the time to start
the process.

PASS TRANSFER ON TRACK
Functional transfer of the Pay/Personnel Administrative Support System (PASS) program from Commander,
Navy Installations Command to the Navy Personnel Command remains on track to occur on 1 October 2013.
Alignment of pay, personnel and passenger transportation services delivered by a worldwide network of
Personnel Support Detachments (PSD) and Customer Service Desks (CSD) will be organized under a new
Assistant Commander to the Navy Personnel Command. The Pay and Personnel Management Department
(PERS-2) has been stood up and will be responsible for pay and personnel service delivery standards and
performance metrics, plans, policies, programs and systems utilized by personnel services field level
operations supporting all active and reserve Sailors and their families.
RETESTING WITH THE ARMED FORCES CLASSIFICATION TEST (AFCT)
MILPERSMAN 1236-010 outlines the requirements for retaking the AFCT. Retaking the AFCT can open new
ratings for Sailors desiring to convert, increase the Navy Wide Advancement Score, and make Sailors more
marketable for PTS. To be eligible 30 days must have elapsed from the last exam, test can only be
administered on big decks or at PSD’s, and sailors must have furthered their educational and professional
development since the last time the exam was taken. Most importantly the most recent test score will
be recorded even if the retest score is lower. Questions can be answered at Email:
