Barbara, Mark Macarro graduated with a BA in
political science. Mark Macarro is the tribal chairman
for the Pechanga Band of Luiseno Indians in
California and has held leadership positions in a
number of tribal organizations, including the National
Congress of American Indians (NCAI).
In 2009, the NCAI began the Indian Country Counts
campaign to include more American Indians and
Alaska Natives in the 2010 US Census, given that
these tend to be among the most undercounted
populations. The 1990 Census missed 12.2 percent of
Native Americans on reservations, far more than the
1.2 percent missed in the overall population.
3. National Congress of American
Indians
In creating the Indian Country Counts campaign, the
NCAI collaborated with the Leadership Conference
Education Fund, the US Census Bureau, and other
national organizations to develop a coordinated
education and outreach effort. To garner participation
among tribes, the campaign offered T-shirts
customized with each tribe’s affiliation to individuals
who agreed to engage in at least three Census
promotion activities.
During the Indian Country Counts campaign, the
NCAI developed an interactive web portal that
attracted approximately 19,000 visits. The
