NASA: Hypothesis & Questions
NASA is not just that popular because of the Apollo and Space
Shuttle heritage, but also because of its liberal and open
communications and knowledge sharing approach.
My questions to NASA‘s Office of
Communications:
In how far is NASA's liberal approach with regard to usage and
sharing of images, multimedia and data part of the agency's
overall communication strategy?
Did NASA and other U.S. government agencies start off with this
approach in the past just because US law required them to do
so, and only later discovered the benefits of the so-called
attention economy?

„We take our lead in the public sharing of imagery and data directly
from the original 1958 Space Act that founded NASA. Remember, the then-
Soviets had a military space program that was hidden from public. President
Dwight D. Eisenhower decided to create a civilian space agency that would
conduct its work in full view of the public, both the triumphs and tragedies.“
Specifically:
Sec. 203. (a) The Administration, in order to carry out the purpose of this Act,
shall-- (3) provide for the widest practicable and appropriate dissemination of
information concerning its activities and the results thereof.

„ESA is aware that the more open its copyright policy would be, the more
chances it would have to connect, directly and indirectly, with its main target,
the general public;
However, this is a complex exercise for an inter-governmental organisation like
ESA, with 20 member States and which benefits from a set of international
privileges and immunities;
This complexity is further increased by the fact that, in many cases, ESA is not
the unique owner of the images delivered by its missions;
In spite of the above, ESA is aiming at gradually adopting the Creative Commons
policy for all its visual material.“

"'In our opinion, the use of CC licences for media owned by DLR is legally
permissible; in particular, it does not conflict with DLR’s statutory obligation
to publish its research results ‘through appropriate measures’ , cf. section 1,
subsection 2, last sentence of the DLR charter.'.“
"In our opinion, a CC licence is suitable to every case set out above. The
purpose underlying the regulation in the charter is (over) fulfilled because,
through the use of a CC licence, additional usage rights are granted and
thus, a higher degree of dissemination of the published media content
owned by DLR will mostly be achieved. (...) Granting a simple usage right is
legally common and is, in my view, coherent with DLR's licensing policy.'“
