Abstract
This study aims to identify obstacles to career development for administrative staff in
higher education institutions in the Palestinian Gaza Strip. It also measures the impact of
demographic variables on the career path, in a way to find appropriate solutions to these
obstacles in higher education institutions.
The descriptive analytical method was utilized in this research to achieve the
objectives of the study and suitability of the nature of the study. As the researcher
employed the interview and questionnaire as a tool for data collection. Questionnaire was
distributed to members of the study's sample (295) employees from the administrative
staff at Palestinian universities (the Islamic University, Al-Azhar University, Al-Aqsa
University, and Al Quds Open University) in the Gaza Strip. The returned questionnaires
were (265) questionnaires with response rate of (90%).
The study found out that domains (laws and regulations, incentives, and clarity of the
concept of career path, job satisfaction, performance appraisal, training and development
programs) have a clear impact on the career development of personnel administrators in
the Palestinian universities in the Gaza Strip, as the mean average of theses variables
range between respondents agreement and agree nor disagree.
The study also showed no statistically significant differences at the level of Sig. (<=
0.05) average responses concerning the obstacles to career development and staff
development when respondents where grouped according to: (section, experience, and
sex). Whereas it showed significant differences at the level of Sig. (<=0.05) average
responses concerning the obstacles to career development and staff development when
respondents where grouped according to: (university, age, and qualification).
The study recommends the higher education institutions to the interest in the
development of administrative staff and to develop special programs to help them
develop their skills and competencies, and work hard to clarify the laws and regulations
in order to be a clear vision for them.
The study also recommended the higher education institutions to employ a special
incentives system to encourage staff effectively. It also recommend that staff should work
hard to develop their skills, abilities and knowledge, And cooperate with senior
management to design and develop their career management according to the available
possibilities.
