                                      Biographical Notes

Rae Lee is a Business Trainer and Consultant for the Missouri Training Institute with more than
10 years of management, leadership and training experience in the banking and finance, human
resources, education and marketing industries. Ms. Lee designs and delivers training on a
variety of topics including leadership, management, customer service, sales and workplace issues
involving the personal side of professionalism. Ms. Lee has trained thousands of people.

Nancie McAnaugh, MSW, is a Project Director at the Center for Health Policy at the University
of Missouri. Ms. McAnaugh joined the Center for Health Policy (CHP) in December, 2010 and
serves as the Education and Outreach Director of the Missouri Health Information Technology
Regional Assistance Center, and leads CHP's Missouri Health Equity Collaborative (MOHEC).
Prior to joining the Center for Health Policy, she was Deputy Director/Chief Operating Officer at
the Missouri Department of Health and Senior Services (DHSS). Ms. McAnaugh has held many
leadership positions, including service as the former Director and Deputy Director of the
Division of Senior Services and Regulation (2003-05), Chief of the Office of Governmental
Policy and Legislation in the Department of Health and Senior Services, (2002-2003),Senior
Budget and Policy Analyst in the Governor's Budget Office in Missouri, (1998-2002), and
Project Director for the Center for Interdisciplinary Geriatric Assessment at the University of
Missouri-Columbia, (1997-98.) Additionally, Ms. McAnaugh was both a state delegate to the
2005 White House Conference on Aging and an invited attendee to the 2006 Working
Conference on Emergency Management and Individuals with Disabilities and the Elderly. Ms.
McAnaugh is a graduate of Northern Arizona University, Flagstaff, Arizona with a Bachelor of
Science degree in English and holds a Masters of Social Work degree in Policy, Planning, and
Administration from the University of Missouri-Columbia. She is also a 2008 graduate of the
Naval Postgraduate School's Executive Leadership Program in Homeland Security.

Jeff Tindle, MHA, has been the Associate Administrator and Chief Financial Officer of Carroll
County Memorial Hospital since September 24, 2007. Mr. Tindle has accepted the Chief
Executive Officer position and will move into that capacity in late 2011. Mr. Tindle’s primary
responsibilities with Carroll County Memorial Hospital include business operations, finance,
physician recruitment, IT, implementation/installation of CCMH EMR solution (Cerner) and
compliance. Prior to joining Carroll County Memorial Hospital, Mr. Tindle served as the
Associate Executive Director of the Missouri School Boards’ Association, but the majority of his
30 year career has been in various executive positions in health care management. His
experience includes 18 years as President and Chief Executive Officer of The Association of
Independent Hospitals and AIH Services Inc., Senior Managing Healthcare Consultant for BKD,
LLP, President of Tindle & Associates (Healthcare consulting) and Chief Executive Officer of
Nevada Regional Medical Center. Mr. Tindle is a strong believer in public service as evidenced
by serving as a member of the Lee’s Summit R-7 Board of Education the past 12 years, three of
those as President. Mr. Tindle has served on many Boards throughout the Kansas City area
including Baptist-Trinity Lutheran Foundation, Cabot Westside Clinic, Len Dawson Scholarship,
Mercantile Bank, Association of Healthcare Executives, Lee’s Summit R-7 Education
Foundation and Greater Kansas City Cooperating School Board. He brings a wealth of
knowledge and expertise in the areas of hospital/association operations, financial management,
process improvement, strategic planning, executive recruitment and consulting. Mr. Tindle
received his Master of Hospital Administration and Bachelor of Science degree in Biology from
the University of Missouri.

 Paul David Moore, D.Ph. currently serves as Senior Health Policy Advisor to the DHHS,
Health Services Resource Administration, Office of Rural Health Policy. Until recently, Mr.
Moore divided his time between working in his own rural community pharmacy and his
consulting company, which provides remote pharmacist services to small rural hospitals. Mr.
Moore brings a lifetime of experience related to rural healthcare from both his family heritage
and more than thirty years in community and hospital pharmacy. Mr. Moore’s career reaches
beyond just pharmacy as he has served as the Chief Executive Officer of a County Healthcare
Authority, consisting of the hospital, the county emergency medical service, a physician clinic
and a home health agency. In his own words, Mr. Moore’s experience is “a foot deep and a mile
wide” an attribute which served him well as the 2008 President of the National Rural Health
Association.

Clark Conover is the Regional Coordinator in the Kansas City Regional Division, Office of
Regional Operations with the Health Resources and Services Administration (HRSA). Mr.
Conover has been with the HRSA Kansas City Office for 11 years, originally joining the office
to work with National Health Service Corps programs. Mr. Conover has also been HRSA
program staff or a performance reviewer for Bureau of Primary Health Care, Bureau of Maternal
and Child Health, Bureau of HIV/AIDS, the Bureau of Health Professions and the Office of
Rural Health programs. Prior to joining HRSA, Mr. Conover was with State Public Policy
Group, an association management and legislative affairs organization, in Des Moines, Iowa.

Dorothy Andrae, MHA, BSN, RN, CPHQ, Program Manager joined Primaris in 2000 with 21
years of healthcare experience. Ms. Andrae graduated from the University of Missouri, in
Columbia, Missouri, with a Masters of Health Administration degree and a Bachelors of Science
degree in nursing. She is Adjunct Clinical Professor for MU. Ms. Andrae is certified as a
Certified Professional in Healthcare Quality. As Director Clinical Review Services and Home
Health, Ms. Andrae is responsible for management decisions and operational strategy,
supervising staff of 17 clinical and support staff. As Program Manager for Primaris, she was
responsible for regional consultations related to quality improvement in healthcare, including
technical assistance and capacity building for electronic health records, information technology,
collaborative activities, and implementing the chronic care model. Previously, Ms. Andrae was
Chief Operating Officer for the VNA in Columbia, Missouri, responsible for patient care through
comprehensive array of home health product lines. Ms. Andrae was a national consultant for
QuadraMed, doing operational assessments of integrated delivery systems in the area of quality,
compliance and education. As Case Manager for St. Mary’s Health Center, Jefferson City,
Missouri, Ms. Andrae facilitated discharge planning, care management and utilization review.
During her career with Boone Hospital, Ms. Andrae pioneered the development of outreach
activities and the admitting nurse role, in addition to providing cardiovascular and intensive care
nursing, utilization review and management.
Nancy Fredrich, RN BSN CIC, is the Chief Clinical Officer of Cooper County Memorial
Hospital. Ms. Fredrich has held several positions during her tenure at Cooper County Memorial
Hospital, including Manager of Cardiac Rehab, Staff Development, Risk Management, Quality
Improvement, Infection Preventionist and Employee Health. Ms. Fredrich has work in Critical
Care, Emergency Department, Recovery, Obstetrics, Med/Surg, and Long Term Care. She has
also consulted with nursing homes for infection prevention. Ms. Fredrich is a Training
Coordinator for the American Hospital Association training center in Boonville, works part-time
at the University of Missouri Hospital, is the Missouri League of Nursing President and serves
on the State Infection Control Committee. She is a graduate of University of Central Missouri
with BSN and a graduate of Jefferson Community College with Associate of Arts.

Aileen Kelley, RN, BC, has 40 years of nursing and leadership experience. Ms. Kelley joined
Citizens Memorial Healthcare as the Quality Improvement Coordinator in 2004. Ms. Kelley’s
Quality Improvement role includes guiding and educating long term care facilities, clinics and
home care services through quality improvement projects and regulatory compliance. As an
organizational strategic plan process and action plan owner, Ms. Kelley leads the
multidisciplinary medication reconciliation process improvement team.

Michelle Cahow, licensed pharmacy technician, has been with Citizens Memorial Healthcare
since 2005. In her current role as an Information System Clinical Application Specialist, Ms.
Cahow serves as the pharmacy information service specialist as well as physician support for
Computerized Physician Order Entry. Ms. Cahow is also one of the medication reconciliation
team’s Information System specialists.

Pam Karr RN-BC, MSN, graduated with an Associate Degree in Nursing from East Central
College in 1985, a Bachelor’s Degree in Nursing from Central Methodist University in 2008 and
a Master of Science in Nursing from Central Methodist University in 2010. Ms. Karr has
worked in many different aspects of nursing care including: medical/surgical nursing; intensive
care nursing, home health, home infusion, DME, commercial insurance, and care management.
 Ms. Karr currently is the Quality Improvement Coordinator at Phelps County Regional Medical
Center.

Karen Clover, RN, BSN, graduated from East Central College in1988 with an Associate Degree
in Nursing and received a Bachelors of Science in Nursing from Central Methodist University.
Ms. Clover has worked here entire career at Phelps County Regional Medical Center in Medical
Oncology, Obstetrics and Surgical Orthopedics. Ms. Clover has been the Director of
Surgical/Orthopedic Unit at Phelps County Regional Medical Center since 2005.

Lisa Twidwell, Administrator, Madison Medical Center (MMC), graduated with a BS in
Business Administration from Southeast Missouri State University in 1994. Ms. Twidwell
passed the Certified Public Accountant exam and went to work for the accounting firm BKD in
1995. Ms. Twidwell audited hospitals, banks and general industry for four years. Ms. Twidwell
began working at MMC in December 1998 as Controller and then Chief Financial Officer. Ms.
Twidwell became the MMC Administrator in June 2009. This area has always been home for
her. Ms. Twidwell is married with three children.
Missy Sutton, RN, BSN, has a Bachelor’s degree in Health Management from Southeast
Missouri State University and Bachelor’s degree in Nursing from Central Methodist College.
Ms. Sutton career began as a health promotion specialist then progressed to nursing. Ms. Sutton
has worked in hospital and healthcare settings for 13 years. Ms. Sutton is currently the Quality
Improvement and Risk Management Director at Ste. Genevieve County Memorial Hospital. Ms.
Sutton has implemented several projects from grant driven rural health quality improvement
projects to implementing hospital wide patient safety initiatives.

Bob Copeland serves as Chief Executive Officer at McCune-Brooks Regional Hospital. Mr.
Copeland joined McCune-Brooks Hospital in May 1996 as Director of Patient Care Services and
was named Chief Executive Officer in July 1998. Prior administrative experience includes
hospitals in Oklahoma City, McAlester, Tulsa, Oklahoma and Branson, Missouri. Mr. Copeland
received his Bachelor’s degree in Business Administration from the University of Oklahoma and
a Master’s degree in Health Administration from the Washington University School of Medicine
in St. Louis. Mr. Copeland is Board Certified in Healthcare Management and a Fellow in the
American College of Healthcare Executives. Mr. Copeland is a past Regent in the American
College of Healthcare Executives and represented the Show-Me Region of Missouri. Mr.
Copeland is a past board member of the Missouri Hospital Association and continues to serve on
several committees.

Teryl Eisinger serves as the Director of the National Organization of State Offices of Rural
Health (NOSORH). She has over 20 years experience in health care and has worked extensively
in the areas of rural health and health promotion for underserved populations. Prior to serving as
the Program Director of NOSORH, she was the Manager of a Health Resources and Services
Administration health promotion program for under-served Detroit youth at St. John Community
Health, the Assistant Director for the Nevada Office of Rural Health and the Northeastern
Nevada Area Health Education Center. Ms. Eisinger’s background in grant writing includes
over 20 years’ experience writing and managing grant projects. As Community Development
Coordinator with the Nevada Office of Rural Health, she planned and conducted community
sponsored grant writing workshops in every county in the state of Nevada. Ms. Eisinger has
provided volunteer leadership for a variety of boards for rural and urban non-profit organizations
in the areas of economic development, rural health, telecommunications and health promotion.
She has lived, worked and volunteered in rural America for nearly 20 years.

Stephanie Hansen has served as the education coordinator for the National Organization of
State Offices of Rural Health (NOSORH) since September 2009. Ms. Hansen oversees and
provides staff support for NOSORH’s peer-to-peer learning programs, educational Webinars,
NOSORH Leadership and Grant Writing Institutes, various NOSORH committees,
regional/national meetings and other activities that facilitate the professional and leadership
development of State Offices of Rural Health. Prior to working for NOSORH, Ms. Hansen was
a health program specialist for the Idaho State Office of Rural Health and Primary Care. In this
role, she provided program leadership for the Small Rural Hospital Improvement Program
(SHIP) and provided program support for the State Office of Rural Health Grant, Medicare Rural
Hospital Flexibility Program Grant and other grant programs designed to improve healthcare
access. Ms. Hansen also has experience planning conferences, assisting rural health clinics,
supporting grant writers and recruiting and retaining healthcare providers.

  • 1. Rural Hospital Conference Inn at Grand Glaize, Osage Beach June 2, 2011 Biographical Notes Rae Lee is a Business Trainer and Consultant for the Missouri Training Institute with more than 10 years of management, leadership and training experience in the banking and finance, human resources, education and marketing industries. Ms. Lee designs and delivers training on a variety of topics including leadership, management, customer service, sales and workplace issues involving the personal side of professionalism. Ms. Lee has trained thousands of people. Nancie McAnaugh, MSW, is a Project Director at the Center for Health Policy at the University of Missouri. Ms. McAnaugh joined the Center for Health Policy (CHP) in December, 2010 and serves as the Education and Outreach Director of the Missouri Health Information Technology Regional Assistance Center, and leads CHP's Missouri Health Equity Collaborative (MOHEC). Prior to joining the Center for Health Policy, she was Deputy Director/Chief Operating Officer at the Missouri Department of Health and Senior Services (DHSS). Ms. McAnaugh has held many leadership positions, including service as the former Director and Deputy Director of the Division of Senior Services and Regulation (2003-05), Chief of the Office of Governmental Policy and Legislation in the Department of Health and Senior Services, (2002-2003),Senior Budget and Policy Analyst in the Governor's Budget Office in Missouri, (1998-2002), and Project Director for the Center for Interdisciplinary Geriatric Assessment at the University of Missouri-Columbia, (1997-98.) Additionally, Ms. McAnaugh was both a state delegate to the 2005 White House Conference on Aging and an invited attendee to the 2006 Working Conference on Emergency Management and Individuals with Disabilities and the Elderly. Ms. McAnaugh is a graduate of Northern Arizona University, Flagstaff, Arizona with a Bachelor of Science degree in English and holds a Masters of Social Work degree in Policy, Planning, and Administration from the University of Missouri-Columbia. She is also a 2008 graduate of the Naval Postgraduate School's Executive Leadership Program in Homeland Security. Jeff Tindle, MHA, has been the Associate Administrator and Chief Financial Officer of Carroll County Memorial Hospital since September 24, 2007. Mr. Tindle has accepted the Chief Executive Officer position and will move into that capacity in late 2011. Mr. Tindle’s primary responsibilities with Carroll County Memorial Hospital include business operations, finance, physician recruitment, IT, implementation/installation of CCMH EMR solution (Cerner) and compliance. Prior to joining Carroll County Memorial Hospital, Mr. Tindle served as the Associate Executive Director of the Missouri School Boards’ Association, but the majority of his 30 year career has been in various executive positions in health care management. His experience includes 18 years as President and Chief Executive Officer of The Association of Independent Hospitals and AIH Services Inc., Senior Managing Healthcare Consultant for BKD, LLP, President of Tindle & Associates (Healthcare consulting) and Chief Executive Officer of Nevada Regional Medical Center. Mr. Tindle is a strong believer in public service as evidenced by serving as a member of the Lee’s Summit R-7 Board of Education the past 12 years, three of those as President. Mr. Tindle has served on many Boards throughout the Kansas City area including Baptist-Trinity Lutheran Foundation, Cabot Westside Clinic, Len Dawson Scholarship, Mercantile Bank, Association of Healthcare Executives, Lee’s Summit R-7 Education

He brings a wealth of knowledge and expertise in the areas of hospital/association operations, financial management, process improvement, strategic planning, executive recruitment and consulting. Mr. Tindle received his Master of Hospital Administration and Bachelor of Science degree in Biology from the University of Missouri. Paul David Moore, D.Ph. currently serves as Senior Health Policy Advisor to the DHHS, Health Services Resource Administration, Office of Rural Health Policy. Until recently, Mr. Moore divided his time between working in his own rural community pharmacy and his consulting company, which provides remote pharmacist services to small rural hospitals. Mr. Moore brings a lifetime of experience related to rural healthcare from both his family heritage and more than thirty years in community and hospital pharmacy. Mr. Moore’s career reaches beyond just pharmacy as he has served as the Chief Executive Officer of a County Healthcare Authority, consisting of the hospital, the county emergency medical service, a physician clinic and a home health agency. In his own words, Mr. Moore’s experience is “a foot deep and a mile wide” an attribute which served him well as the 2008 President of the National Rural Health Association. Clark Conover is the Regional Coordinator in the Kansas City Regional Division, Office of Regional Operations with the Health Resources and Services Administration (HRSA). Mr. Conover has been with the HRSA Kansas City Office for 11 years, originally joining the office to work with National Health Service Corps programs. Mr. Conover has also been HRSA program staff or a performance reviewer for Bureau of Primary Health Care, Bureau of Maternal and Child Health, Bureau of HIV/AIDS, the Bureau of Health Professions and the Office of Rural Health programs. Prior to joining HRSA, Mr. Conover was with State Public Policy Group, an association management and legislative affairs organization, in Des Moines, Iowa. Dorothy Andrae, MHA, BSN, RN, CPHQ, Program Manager joined Primaris in 2000 with 21 years of healthcare experience. Ms. Andrae graduated from the University of Missouri, in Columbia, Missouri, with a Masters of Health Administration degree and a Bachelors of Science degree in nursing. She is Adjunct Clinical Professor for MU. Ms. Andrae is certified as a Certified Professional in Healthcare Quality. As Director Clinical Review Services and Home Health, Ms. Andrae is responsible for management decisions and operational strategy, supervising staff of 17 clinical and support staff. As Program Manager for Primaris, she was responsible for regional consultations related to quality improvement in healthcare, including technical assistance and capacity building for electronic health records, information technology, collaborative activities, and implementing the chronic care model. Previously, Ms. Andrae was Chief Operating Officer for the VNA in Columbia, Missouri, responsible for patient care through comprehensive array of home health product lines. Ms. Andrae was a national consultant for QuadraMed, doing operational assessments of integrated delivery systems in the area of quality, compliance and education. As Case Manager for St. Mary’s Health Center, Jefferson City, Missouri, Ms. Andrae facilitated discharge planning, care management and utilization review. During her career with Boone Hospital, Ms. Andrae pioneered the development of outreach activities and the admitting nurse role, in addition to providing cardiovascular and intensive care nursing, utilization review and management.
  • 3. Nancy Fredrich, RN BSN CIC, is the Chief Clinical Officer of Cooper County Memorial Hospital. Ms. Fredrich has held several positions during her tenure at Cooper County Memorial Hospital, including Manager of Cardiac Rehab, Staff Development, Risk Management, Quality Improvement, Infection Preventionist and Employee Health. Ms. Fredrich has work in Critical Care, Emergency Department, Recovery, Obstetrics, Med/Surg, and Long Term Care. She has also consulted with nursing homes for infection prevention. Ms. Fredrich is a Training Coordinator for the American Hospital Association training center in Boonville, works part-time at the University of Missouri Hospital, is the Missouri League of Nursing President and serves on the State Infection Control Committee. She is a graduate of University of Central Missouri with BSN and a graduate of Jefferson Community College with Associate of Arts. Aileen Kelley, RN, BC, has 40 years of nursing and leadership experience. Ms. Kelley joined Citizens Memorial Healthcare as the Quality Improvement Coordinator in 2004. Ms. Kelley’s Quality Improvement role includes guiding and educating long term care facilities, clinics and home care services through quality improvement projects and regulatory compliance. As an organizational strategic plan process and action plan owner, Ms. Kelley leads the multidisciplinary medication reconciliation process improvement team. Michelle Cahow, licensed pharmacy technician, has been with Citizens Memorial Healthcare since 2005. In her current role as an Information System Clinical Application Specialist, Ms. Cahow serves as the pharmacy information service specialist as well as physician support for Computerized Physician Order Entry. Ms. Cahow is also one of the medication reconciliation team’s Information System specialists. Pam Karr RN-BC, MSN, graduated with an Associate Degree in Nursing from East Central College in 1985, a Bachelor’s Degree in Nursing from Central Methodist University in 2008 and a Master of Science in Nursing from Central Methodist University in 2010. Ms. Karr has worked in many different aspects of nursing care including: medical/surgical nursing; intensive care nursing, home health, home infusion, DME, commercial insurance, and care management. Ms. Karr currently is the Quality Improvement Coordinator at Phelps County Regional Medical Center. Karen Clover, RN, BSN, graduated from East Central College in1988 with an Associate Degree in Nursing and received a Bachelors of Science in Nursing from Central Methodist University. Ms. Clover has worked here entire career at Phelps County Regional Medical Center in Medical Oncology, Obstetrics and Surgical Orthopedics. Ms. Clover has been the Director of Surgical/Orthopedic Unit at Phelps County Regional Medical Center since 2005. Lisa Twidwell, Administrator, Madison Medical Center (MMC), graduated with a BS in Business Administration from Southeast Missouri State University in 1994. Ms. Twidwell passed the Certified Public Accountant exam and went to work for the accounting firm BKD in 1995. Ms. Twidwell audited hospitals, banks and general industry for four years. Ms. Twidwell began working at MMC in December 1998 as Controller and then Chief Financial Officer. Ms. Twidwell became the MMC Administrator in June 2009. This area has always been home for her. Ms. Twidwell is married with three children.
  • 4. Missy Sutton, RN, BSN, has a Bachelor’s degree in Health Management from Southeast Missouri State University and Bachelor’s degree in Nursing from Central Methodist College. Ms. Sutton career began as a health promotion specialist then progressed to nursing. Ms. Sutton has worked in hospital and healthcare settings for 13 years. Ms. Sutton is currently the Quality Improvement and Risk Management Director at Ste. Genevieve County Memorial Hospital. Ms. Sutton has implemented several projects from grant driven rural health quality improvement projects to implementing hospital wide patient safety initiatives. Bob Copeland serves as Chief Executive Officer at McCune-Brooks Regional Hospital. Mr. Copeland joined McCune-Brooks Hospital in May 1996 as Director of Patient Care Services and was named Chief Executive Officer in July 1998. Prior administrative experience includes hospitals in Oklahoma City, McAlester, Tulsa, Oklahoma and Branson, Missouri. Mr. Copeland received his Bachelor’s degree in Business Administration from the University of Oklahoma and a Master’s degree in Health Administration from the Washington University School of Medicine in St. Louis. Mr. Copeland is Board Certified in Healthcare Management and a Fellow in the American College of Healthcare Executives. Mr. Copeland is a past Regent in the American College of Healthcare Executives and represented the Show-Me Region of Missouri. Mr. Copeland is a past board member of the Missouri Hospital Association and continues to serve on several committees. Teryl Eisinger serves as the Director of the National Organization of State Offices of Rural Health (NOSORH). She has over 20 years experience in health care and has worked extensively in the areas of rural health and health promotion for underserved populations. Prior to serving as the Program Director of NOSORH, she was the Manager of a Health Resources and Services Administration health promotion program for under-served Detroit youth at St. John Community Health, the Assistant Director for the Nevada Office of Rural Health and the Northeastern Nevada Area Health Education Center. Ms. Eisinger’s background in grant writing includes over 20 years’ experience writing and managing grant projects. As Community Development Coordinator with the Nevada Office of Rural Health, she planned and conducted community sponsored grant writing workshops in every county in the state of Nevada. Ms. Eisinger has provided volunteer leadership for a variety of boards for rural and urban non-profit organizations in the areas of economic development, rural health, telecommunications and health promotion. She has lived, worked and volunteered in rural America for nearly 20 years. Stephanie Hansen has served as the education coordinator for the National Organization of State Offices of Rural Health (NOSORH) since September 2009. Ms. Hansen oversees and provides staff support for NOSORH’s peer-to-peer learning programs, educational Webinars, NOSORH Leadership and Grant Writing Institutes, various NOSORH committees, regional/national meetings and other activities that facilitate the professional and leadership development of State Offices of Rural Health. Prior to working for NOSORH, Ms. Hansen was a health program specialist for the Idaho State Office of Rural Health and Primary Care. In this role, she provided program leadership for the Small Rural Hospital Improvement Program (SHIP) and provided program support for the State Office of Rural Health Grant, Medicare Rural Hospital Flexibility Program Grant and other grant programs designed to improve healthcare access. Ms. Hansen also has experience planning conferences, assisting rural health clinics, supporting grant writers and recruiting and retaining healthcare providers.
