But what about the estimated 4.5 billion underprivileged without access to the Web but with a need and the willingness to share data? \nThis paper calls for taking in account everybody in future design choices for Linked Data. \nWe claim that “Web-free” publication is possible, and beneficial, for Linked Open Data everywhere - even without access to the Web.\nThe foremost World Wide Web challenge is to connect the 4.5 billion now internet-less people to the Web. A lot of internet-less people live in developing countries where local conditions pose enormous challenges on the design of new interfaces to the Web. We envision the Web of Voices as primary interface to knowledge on the Web. Enabling mobile voice dialogues with knowledge on the Web raises a number of interesting research challenges (1) Voice based access to and management of information and (2) Web of Conversations enabling application of web based knowledge via speech. These challenges will bring new types of multidisciplinary research and technological spin-off that will step far beyond the currently keyword, tagging, hyperlink-based and semantic web. These outcomes will turn the web from a passive knowledge rich- environment accessible for few into an active supporting personalized environment that is accessible for all.\nThe focus of VOICES is the investigation of voice-based services in a rural african context.\n\nVOICES will prove the fitness of its results and their relevance to the African rural context by development and deployment of two pilots in health (Senegal) and agriculture (Mali).\n\nstill more than 4.5 billion people do not have access to the Web. The Web alliance for Regreening in Africa (W4RA) is an initiative to help extend the Web benefits of the knowledge society and economy to people in rural communities in Africa.\n\nMost African farmers do not have fancy smart phones with internet access. They use simple old fashioned mobile phones, only for chatting. They don't even use their phones for sending or receiving SMS. W4RA will therefore focus on access and interaction with the Web, based on voice.\n
