ABSTRACT
Personal Mobile Learning, a distance learning device. Designated to answer distance learning problem, start
from teaching-learning problem, sometimes lecture in some condition, must absent in class, but the student need
to earn the knowledge. Author indicated that time and place dimension sometime became barrier in educational
world. So there’s opportunity in blue ocean area, to create a product which can be use to help teaching-learning
process eventhough lecture and student in not in the same time & place. Thanks to fenomenal broadcast system
innovation technology, DVB (Digital Video Broadcast), which can support personal broadcast methods to receive
and transmit video, audio, image. User must only have a laptop and this set-up-box, no need a complete
broadcast system product, so they can enjoy distance learning in their area. Personal Mobile Learning is a whole
process in a product design. But the different is the methods, the starting point is not from the problem
identification, but from the innovative technology finding then try to find idea in product apllication. Beside the
design & technology, ergonomy and aesthetic still the main design consideration of this product. The image
design are taken from keywords “simple-futuristic” style. The design process include sketch-rendering-
modelling-prototyping.

I. INTRODUCTION
Nowadays, one of the multimedia applications that have been enjoyed by the society is television. As the
extent of media that utilize the satellite coverage area, the television becomes an effective means of unifying
the region for the government. Government through TVRI deliver development programs and policies to all
corners without geographic barriers that means. Since early 1990, Indonesia's television world changed in a
revolutionary moment allowed to operate private television. Now, society increasingly has many show
options that they can enjoy from morning till midnight.
Television in its development has now developed its function as a medium that provides educational
content, this method is known as tele learning. Tele learning is one form of distance learning methods. An
alternative method of this study is now in great demand by the public. Because of promising solutions to the
problems of distance and time dimensions. This method is one of the methods of distance learning.

II. FUNDAMENTAL THEORY
Distance learning1 is defined as a system of education whereby students officially attended courses at
school or college but receive instruction in some remote place. Traditionally, the correspondence has
become mainstream media. But now the main delivery systems most widely used is through video, audio
and computer technology
Tele kearning2 is an educational activity, with teachers and learners who are geographically separate,
because it is based on electronic and communication devices using the TV as the receiving equipment.
Actually the concept of tele education arises because driven by several factors:
1. Fostering an environment and educational methods that require relatively little funding.
2. Open resources (material, knowledge, human) that can better be used by many people (resource sharing)
3. Provide an alternative meeting between teachers with students more easily (not limited to the place and
time allocation more easily adjusted).
4.Minimize administrative and managerial problems, which are often found in educational institutions in
general, such as problem learners quantity, payment problems, issues assignments for students, the problem
of absenteeism.
5. Can give an more broadly services (not limited to classrooms), as in the discussion of the industrial world
can show an industrial area which will be discussed in class.

DVB3, short for Digital Video Broadcasting, is a suite of internationally accepted, open standards for
digital television maintained by the DVB Project, an industry consortium with more than 300 members, and
published by a Joint Technical Committee (JTC) of European Telecommunications Standards Institute
(ETSI), European Committee for Electrotechnical Standardization (CENELEC) and European Broadcasting
Union (EBU). The standards can be obtained for free at the ETSI website after registration.
DVB Goes Worldwide4 :
By 1997 the development of the DVB Project had successfully followed the initial plans, and the project had
entered its next phase, promoting its open standards globally, and making digital television a reality. DVB
standards were adopted worldwide and became the benchmark for digital television worldwide.
The DVB Project expanded into new areas when it took over the activities of the Multimedia Home Platform
(MHP) Launching Group. This resulted in the release of the first DVB-MHP specification in June 2000
In May 2001 a new commercial and technical strategy for DVB was adopted - known as DVB2.0 –
encompassing the vision is to build a content environment that combines the stability and interoperability of
the world of broadcast with the vigour, innovation and multiplicity of services of the world of the Internet.
Finally 2003 brought the 10th anniversary of the DVB Project and a chance to look back with pride on a
decade of cooperation the success of which is plain to see around the world.
III. METHODS
The research method is qualitative method, how to obtain the data used in the writing of this report are:
• Direct observation, ie, data collection techniques by carrying out direct observations
• Study literature, ie, approaches that support the literature as reference in problem solving
• Field study; the technique in the field interviews conducted by or interviews with resource persons and the
community which in this case knowing the subject matter of the topics have been selected
• Field notes and documentation; the technique by way of recording all data in the field and the results of
interviews and documents the expected things or issues related to research.

because both products are used together
There are 3 components in this product : DVB-RCT card, camcoder, speakerphone. Those 3
components have an PCMCIA’s output interface, which compatible with laptop

C. Design Image
The image choosen was "simple and futuristic. Simple, because the product will be designed is expected
to change the impression that always perched on electronic products which have high technology content,
which is complex and confusing in operational product. Futuristic, because this product is used with a highly
complex technical challenges. Coupled with other features in DVB technology, which still must be enclosed
with the function of this product. The challenge will be the success of new mechanisms and the need for
optimum function makes the main impression that must be achieved by these products are futuristic.

D. Product Development
The process of developing an evolutionary manner, starting from the optimization of operating
procedures, creation of tables needs and components solutions, product components requirements and
process of achieving the design, to manufacture the mock up and prototypes.

V. CONCLUSION
A brand new product with ergonomy uniqueness selling point, Innovative findings from digital broadcast
technology, to create new product function. Taking advantage of technological sophistication DVB
technology. Generate a handy product for individual users for professions related to education, is not
restricted to sex, religion, educational background whatsoever. With the functions Product Device which
fascilitated distance learning methods, receive and transmit system broadcast personal such as video, audio,
image, receive broadcast digital format with broadcaster services, such as: Pay TV (Automobile, Mobile,
Fixed and PC), Classroom/University, Small Office/Home Office, VOIP. Image of a futuristic design and
simple.
