SMART CITY INFRA REPORTING
FOR REALIZING A SMART NATION
A WHITE PAPER:
KHELENDER SASAN (BASED ON INPUTS FROM SMART CITY INFRA GROUP)
BACKGROUND
• Common Infra problems / grievances
• Water, Road, Electricity, Sewage, Sanitation etc.),
• A citizen requires significant effort even for a simple problem
• To figure out what, where, when, how, whom of reporting
• Need to travel / talk to various people and entities to report.
• Most of citizens
• don’t have enough time for above
• Hence don’t report it.
• On the government side, the paper based application processing makes:
• Overall visualization of problem really difficult
• Understanding & focusing of Majority Citizens priorities not being focused
• At overall level,
• Understanding trends (& subsequently recurrence) of problems recurrence is very difficult
CURRENT SCENARIO
• Absence of a simple system to report problems, track and close effectively leads
to
• Citizen feeling frustrated and helpless
• Even with best intention, Government is not fully effective to fix severely impacting
problems
• Lot of problem patterns keep recurring
• Lack of coordination among all infrastructure Departments
GOAL OF PROPOSED SYSTEM
• A Simple Smart City Infra (Grievance) Reporting system to:
1. Ease out jobs of reporting on citizen side
2. Visualize and track problems at macro level
3. See results on corresponding actions from Government side
4. Provide updates to progress on a web for all stake-holders.
5. Analyse & Avoid problem recurrence through analytics
• The system to help in:
1. Effort reduction (on all sides by use of technology) and productivity enhancement
2. Green concepts usage (reduction of paper applications)
3. Problems resolving based on citizen’s priority for maximum impacts
AIMS
1. A citizen should be able to report infra problem within 10 seconds of starting up
System’s mobile application. That way citizen responsibility of reporting problem is
handled instantly.
2. System should be able to showcase problems being reported by citizen for a vicinity
on a map
3. System should be able to consolidate and report problems to related Government
Agency on periodic basis by using Geo-Fence definition approach. It should be able
to visualize problems Geo-density and severity on a map.
4. System should be able to provide trend data of problems reported for a given Geo
location to general public for research purpose

• [Optional] Problem aggregation and reporting engine for usage of Non-profit organizations like RWA Maintenance
agencies etc.
• This doesn’t include ticket flow system as per current need, but can be customized to report problems to any such kind of system in
an open interface basis
AREAS OF OPERATION
• System to be deployed initially
• At an urbanized district level at least with population density of around 2500+ people
per square Km (population density of 7000+ people per square Km is preferable if
available).
EXPECTATIONS FROM SYSTEM
• Figuring out ways to communicate Infra problems to local government body PUBLICLY & EFFORTLESSLY
• Type (Road, Water, Electricity, Sanitation, Sewage Hygiene, & Etiquettes) => Later -> May be Law & Order
• Location (Where it is)? (GeoTagging)
• Intensity (Level of problem) : Through Photograph and level indication
• Frequency (When and how frequent) : Photo time stamp
• Geospatial and frequency + Analytics Data (in future)
• Data open to use for anyone who wants to work on it further! (More community participation)
• COPY-LEFT System (Opposite to Copy Right : Donated / Available to any Government willing to use in a non-profit
mode)
• Citizens to use simple mobile application to report infra problems
• Photograph capturing
• 2 simple clicks and simple submit
EXPECTATIONS FROM SYSTEM…
• Application core (backend) consolidates reports, reporting major zone / areas where problems are reported of
specific type
• Government Agencies gets report in simple format that clearly specifies
• Major (Infra) Problem areas in various zones
• Photographs of problems reported by citizens
• GeoTagged Photographs provide precise location and time of problem!
• Reduction of paper work in government departments
• Consistent system across all government agencies
• Analytics available for analysis by city planners, government and regulating agencies for further action & research
• Software available as Open Source for maintenance by OSS community and later adoption by any Government
agency who wishes to enhance it

Yojna
• Challenges : Lot of text to be typed in for reporting problem
• Comparison with Delhi Government’s Swachh Abhiyaan App.
• Smart City Infra Reporting System (SCIR) scope is wider (see details inside)
• SCIR makes data available for public usage in long term
• SCIR proposes components to control the data pollution and checks as well, the system can be made
intelligent gradually
• The Swachh application possibly has problem of Geo-Location reporting problem (It used to give
location from where problem was reported (e.g. home) rather than where it was captured (e.g.
Sanitation)

Smart City Infra Reporting : White Paper

  • 1. SMART CITY INFRA REPORTING FOR REALIZING A SMART NATION A WHITE PAPER: KHELENDER SASAN (BASED ON INPUTS FROM SMART CITY INFRA GROUP)
  • 2. BACKGROUND • Common Infra problems / grievances • Water, Road, Electricity, Sewage, Sanitation etc.), • A citizen requires significant effort even for a simple problem • To figure out what, where, when, how, whom of reporting • Need to travel / talk to various people and entities to report. • Most of citizens • don’t have enough time for above • Hence don’t report it. • On the government side, the paper based application processing makes: • Overall visualization of problem really difficult • Understanding & focusing of Majority Citizens priorities not being focused • At overall level, • Understanding trends (& subsequently recurrence) of problems recurrence is very difficult

CURRENT SCENARIO • Absence of a simple system to report problems, track and close effectively leads to • Citizen feeling frustrated and helpless • Even with best intention, Government is not fully effective to fix severely impacting problems • Lot of problem patterns keep recurring • Lack of coordination among all infrastructure Departments
  • 4. GOAL OF PROPOSED SYSTEM • A Simple Smart City Infra (Grievance) Reporting system to: 1. Ease out jobs of reporting on citizen side 2. Visualize and track problems at macro level 3. See results on corresponding actions from Government side 4. Provide updates to progress on a web for all stake-holders. 5. Analyse & Avoid problem recurrence through analytics • The system to help in: 1. Effort reduction (on all sides by use of technology) and productivity enhancement 2. Green concepts usage (reduction of paper applications) 3. Problems resolving based on citizen’s priority for maximum impacts
  • 5. AIMS 1. A citizen should be able to report infra problem within 10 seconds of starting up System’s mobile application. That way citizen responsibility of reporting problem is handled instantly. 2. System should be able to showcase problems being reported by citizen for a vicinity on a map 3. System should be able to consolidate and report problems to related Government Agency on periodic basis by using Geo-Fence definition approach. It should be able to visualize problems Geo-density and severity on a map. 4. System should be able to provide trend data of problems reported for a given Geo location to general public for research purpose

SYSTEM DESIGN Web Server Mobile App Database GIS GUI sub-system (GIS sub-system : Shows data on map based display) GIS based Reporting sub- system (Periodic reporting to Agency based on Geo- Fence definitions) Web Services : Open Data APIs (for public usage : example Research purpose) Scalable Front End Sub- System (Scales with increasing workload) Analytic Engine (spam control and other intelligence)

SYSTEM COMPONENTS • Front end • Mobile Application • Server System • Scalable front-end system for interfacing with mobile app (and extensions) • Stores content in a backend database (will flat content / no-sql help in scaling up • Data should be scalable / spreadable across servers scalable as per geo contents) • Web services sub-system for providing data for public usage • GIS map based Web interface for providing visual interpretation of reported contents • Reporting engine • For regular problem reporting (processes GIS data) at government and municipal agencies consumption. • [Optional] Problem aggregation and reporting engine for usage of Non-profit organizations like RWA Maintenance agencies etc. • This doesn’t include ticket flow system as per current need, but can be customized to report problems to any such kind of system in an open interface basis
  • 9. AREAS OF OPERATION • System to be deployed initially • At an urbanized district level at least with population density of around 2500+ people per square Km (population density of 7000+ people per square Km is preferable if available).

EXPECTATIONS FROM SYSTEM • Figuring out ways to communicate Infra problems to local government body PUBLICLY & EFFORTLESSLY • Type (Road, Water, Electricity, Sanitation, Sewage Hygiene, & Etiquettes) => Later -> May be Law & Order • Location (Where it is)? (GeoTagging) • Intensity (Level of problem) : Through Photograph and level indication • Frequency (When and how frequent) : Photo time stamp • Geospatial and frequency + Analytics Data (in future) • Data open to use for anyone who wants to work on it further! (More community participation) • COPY-LEFT System (Opposite to Copy Right : Donated / Available to any Government willing to use in a non-profit mode) • Citizens to use simple mobile application to report infra problems • Photograph capturing • 2 simple clicks and simple submit

EXPECTATIONS FROM SYSTEM… • Application core (backend) consolidates reports, reporting major zone / areas where problems are reported of specific type • Government Agencies gets report in simple format that clearly specifies • Major (Infra) Problem areas in various zones • Photographs of problems reported by citizens • GeoTagged Photographs provide precise location and time of problem! • Reduction of paper work in government departments • Consistent system across all government agencies • Analytics available for analysis by city planners, government and regulating agencies for further action & research • Software available as Open Source for maintenance by OSS community and later adoption by any Government agency who wishes to enhance it

RELATED DEVELOPMENTS • Meri Sadak: A mobile application to report similar problems under Pradhan Mantri Gramin Yojna • Challenges : Lot of text to be typed in for reporting problem • Comparison with Delhi Government’s Swachh Abhiyaan App. • Smart City Infra Reporting System (SCIR) scope is wider (see details inside) • SCIR makes data available for public usage in long term • SCIR proposes components to control the data pollution and checks as well, the system can be made intelligent gradually • The Swachh application possibly has problem of Geo-Location reporting problem (It used to give location from where problem was reported (e.g. home) rather than where it was captured (e.g. Sanitation)
