The network – evolved by technology – is changing the user's behaviour and that will affect the future of information services. Many envision a possible leading role for libraries in collaboration and community building services. Users are not only heavily using new tools, but are also creating and shaping their own preferred tools. Today's students are incorporating Web 2.0 skills in daily life, in their social and learning environments. Tomorrow's research staff will expect to be able to use their preferred tools and resources within their work environment. Today's ánd tomorrow's libraries should support students and staff in the learning and research process by integrating library services and resources into their environments.

A presentation given to RLUK Members' meeting at the University of Warwick. The library identity has been closely bound with its collection. However this is changing as research and learning behaviours evolve in a network environment. There are three interesting trends. First, atttention is shifting from a library-centric view of a locally owned collection to a user-centred view of a facilitated collection in places where the library can add value. Second, there is growing emphasis on support for creation, for the process of research, as well as for the products, the article or book. And third, we are seeing a changing perspective on the historic core, the print book collection. Increasingly, this is being seen in collective ways as institutions manage down print, or think about its management in cooperative settings, or retire collections as space is reconfigured around research and learning experiences. This presentation also provides preliminary findings for the analysis being carried out by OCLC Research of the RLUK collective collection.

The edge of the world. Theta 2013: the Higher Education Technology Agenda. Hobart, Tasmania, 7-10 April, 2013. The network continues to reconfigure personal and organizational relationships. Libraries face three important challenges in this environment. 1. Rightscaling infrastructure. Libraries were predominantly ‘institution-scale’ – they provided services at the level of the institution for their local users. However, their users now look to the network for information services (e.g. Google Scholar, Wikipedia, …). And libraries now look to the network to collaborate or to externalize services (e.g. HathiTrust, cloud-based discovery or systems, shared systems infrastructure, …). In this environment the need for local infrastructure declines (e.g. extensive print collections, redundantly deployed local systems which provide necessary but not distinctive services). The scale advantage manifests itself in both impact and efficiency. 2. The shift to engagement. Users used to build their workflows around libraries. Now the library needs to build services around user workflows, as those workflows form around network services. Libraries used to acquire and organize ‘published’ materials. Now they are engaged with the full range of creation, management and disclosure of learning and scholarly resources. Library spaces were configured around print collections; now they are configured around experiences, expertise, and specialist facilities. These are all examples of how libraries are reallocating resource and effort to engage more strongly with the learning and research lives of their users, improving the learning experience and making research more productive and research outputs more visible. 3. Institutional innovation Innovation is important, especially to support greater engagement. But in many ways the most important form of innovation is institutional. Libraries have to develop new and routine ways of collaborating to achieve their goals. At the same time they have to negotiate internal boundaries and forge new structures within institutions. In each case, they are developing new ‘relationship architectures’. Think for example of the institutional innovation required to move to shared systems and collections in the Orbis Cascade Alliance or 2CUL for example. Or think of the innovative approach which makes new relationships within institutions (with Learning and Teaching Support, with the Office of Research, the University Press, emerging e-research infrastructure, IT, etc, for example, or with various educational or social services in a public setting). Evolving such relationships requires an enterprising approach and ensures continual learning.

In the recent past, Resource sharing concept has become prime factor and playing vital role in libraries because of innovative developments in Information, Communication and Technology (ICT). ICT has made easy to establish networks among libraries and share their information resources quickly and instantly. Resource sharing has become prime reason for establishing cooperation between libraries without any geographical barriers. The various reasons for resource sharing are might be cost benefits, non-availability of resources, insufficient library funds, lack of skills etc. In this paper, the attempt has been made to understand the various aspects of resource sharing in modern library technological environment.

when it comes to space communication networks, there are many different kinds of space vehicles that need to communicate with each other, in space as well as with ground terminals and air borne platform. Example: Geosynchronous Earth orbit (GEO), Low Earth Orbit (LEO) satellites and UAVs. There is an ever growing demand for higher data rates and minimal redundancy, with satellites and various space platforms travelling at high speeds relative to each other and relative to the ground establishing such links can prove to be a real challenge when Doppler Effect and line of sight (LOS) can play a significant role in SONET timing and synchronization. As the number of users grows the space communication links need to address several types of coding and modulation. This paper analyzes the use of cooperative communication techniques for point-to-point and point-to-multipoint communication links. To this end we start with a simplified single relay model and proceed to analyze the multi-node scenarios. We will then apply the amplify-and-forward, decode-and-forward and coded cooperation protocols to the best case scenario to compute the efficiency and synchronization of the link. The single relay and multi-node scenarios are evaluated on the basis of the signal to noise (SNR) power received and inter channel interference (ICI). The intention is to demonstrate the theoretical performance by simulating outage probability versus spectral efficiency for different relaying protocols. Subsequently we will show the effect of cooperative communication on bandwidth utilization for mobile satellites and space platforms.

For some new managers, the idea of giving performance reviews and being responsible for others can be intimidating. For others, there are fears about how to manage people older than them. And then there are others who worry about being accepted by their new team. I too, had these fears. But over time, I have learned a lot from peers, from mentors, and from my own employees. I made some terrible mistakes, and I had some pretty good successes. These nuggets of insight are some of the best personal learnings I’ve had in my management career, and ones which I wish I knew when I started managing people. The Manager's Resource Handbook is an online source of tools, templates and articles relating to business and management in the global environment. Our mission is the help managers and businesses succeed through the benefit of our experience. You can contact us at http://www.managersresourcehandbook.com.

Web-scale Discovery Services are becoming an integral part of libraries' information gathering arsenal. These services are able to use a single interface to seamlessly integrate results from a wide range of online sources, emulating the experience patrons have come to expect from Internet search engines. But despite their ability to streamline searching, discovery services provide a wide set of challenges for libraries who implement them. This virtual conference will touch on both the potential of discovery services as well as some of the issues involved.

Eloy Rodrigues, Petr Knoth & Kathleen Shearer showcase the conceptual model for this vision, as well as the role and functions of repositories within this model. Workshop title: Building a global knowledge commons - ramping up repositories to support widespread change in the ecosystem Workshop abstract: The extensive international deployment of repository systems in higher education and research institutions, as well as scholarly communities, provides the foundation for a distributed, globally networked infrastructure for scholarly communication. This distributed network of repositories can and should be a powerful tool to promote the transformation of the scholarly communication ecosystem. However, repository platforms are still using technologies and protocols designed almost twenty years ago, before the boom of the web and the dominance of Google, social networking, semantic web and ubiquitous mobile devices. In April 2016, the Confederation of Open Access Repositories (COAR) launched a working group to help identify new functionalities and technologies for repositories and develop a road map for their adoption. For the past several months, the group has been working to define a vision for repositories and sketch out the priority user stories and scenarios that will help guide the development of new functionalities. The results of this work will be available in the summer of 2017. This workshop will present the functionalities and technologies for the next generation of repositories and reflect on how these functionalities will be adopted into the existing software platforms. In addition, participants will discuss the important implications for the network layers, and how repositories will uniformly interact with the networks to provide value added services on top of their content. DAY 3 - PARALLEL SESSION 6 & 7 http://www.opensciencefair.eu/workshops/parallel-day-3-1/building-a-global-knowledge-commons-ramping-up-repositories-to-support-widespread-change-in-the-ecosystem

Presented at Peer Council 2018 by Molly Huber, Outreach Coordinator, Minnesota Digital Library & Minitex Rights statements provide important information about the rights status of an object, and are the primary way for users to know what they can do with what they find online. The Digital Public Library of America has charged all of its hubs with implementing standardized rights statements across their collections, and the Minnesota Digital Library (MDL) has enthusiastically embraced the challenge. In the past year, we formed a team to study the twelve standardized rights statements at rightsstatements.org and to develop training materials to share with our more than 180 contributors on how to accurately apply them. Join presenter Molly Huber as she shares information about the rights statements initiative, what she learned from the pilot implementation project MDL just completed, and what the next steps might be.

Keynote Speaker: Matt Goldner, Executive Director, Cooperative Collection Services, OCLC Expanding Our Horizons: Reaching for the Limits[PowerPoint] The future of the library OPAC as a destination information portal is shaky at best. To surface library collections in today's information environment, libraries will have to move toward exposing themselves in multiple locations and through multiple methods. Looking at some of the successful ways OCLC has been able to surface the library's full capacity can give libraries one way to consider their futures.

What does success look like when it comes to library discoverability? Index based discovery systems have seen a dramatic rate of adoption since introduction to the research ecosystem in 2009, with more than 9,000 libraries relying on a discovery system to provide users with a comprehensive index to their offerings. Some issues bar the way to providing this comprehensive view, but many challenges have been overcome through collaboration between libraries, content providers and discovery partners. The NISO ODI initiative began to examine these issues in 2011, and released a best practice in June 2014. Speakers will highlight examples of successful collaboration, note continued areas of challenge, and provide insight on how the Open Discovery Initiative Conformance Checklists can be used as a mechanism to evaluate content provider or discovery provider conformance with the best practice.

The current financial situation has forced many libraries to pay unprecedented attention to how they are organized to achieve their missions. One common thread emerging in the responses is cooperation: those needing to cut costs sharply are finding that they cannot do so incrementally but must instead transform their activities in ways that spread cost and diffuse risk among many partners. The talk will cover some of the opportunities available for transformative institutional collaboration among libraries, including collaborative, open source software development as well as the challenges facing those attempting to collaborate. It will pay particular attention to the question of how to collaborate strategically: that is, how to ensure that collaboration retains or increases a library’s ability to pursue mission, enhance agility, increase sovereignty, and improve sustainability.

Libraries may have unique missions, but the way we accomplish them has a lot in common with many other businesses and institutions. This presentation will take a look what we can learn from bookstores, public radio, parks and recreation departments and other organizations that could help us reduce costs and improve revenues for libraries. And what could happen if we don’t.
