Harassment
Harassment (/həˈræsmənt/ or /ˈhærəsmənt/) covers a wide range of behaviours of an
offensive nature. It is commonly understood as behaviour which disturbs or upsets,
and it is characteristically repetitive. In the legal sense, it is behaviour which appears to
be disturbing or threatening.
Or
The act or an instance of harassing, or disturbing, pestering, or troubling repeatedly;
persecution:
Or
Aggressive pressure or intimidation.

Urdu:
Types of Harassment.
 Electronic:
Electronic harassment is the unproven belief of the use of
electromagnetic waves to harass a victim. Psychologists have
identified evidence of auditory hallucinations, delusional disorders,
or other mental illnesses in online communities supporting those
who claim to be targeted
1/3/2017 5
 Landlord
Landlord harassment is the willing creation, by a landlord or his agents,
of conditions that are uncomfortable for one or more tenants in order to
induce willing abandonment of a rental contract. Such a strategy is often
sought because it avoids costly legal expenses and potential problems
with eviction. This kind of activity is common in regions where rent
control laws exist, but which do not allow the direct extension of rent-
controlled prices from one tenancy to the subsequent tenancy, thus
allowing landlords to set higher prices. Landlord harassment carries
specific legal penalties in some jurisdictions, but enforcement can be
very difficult or even impossible in many circumstances. However, when
a crime is committed in the process and motives similar to those
described above are subsequently proven in court, then those motives
may be considered an aggravating factor in many jurisdictions, thus
subjecting the offender(s) to a stiffer sentence.
1/3/2017 6
 Mobile
Mobile harassment refers to the sending any type of text message, sext, photo message,
video message, or voicemail from a mobile phone that threatens, torments, humiliates the
recipient of these messages. It is a form of cyber bullying.
 Online harassment.
Harassment directs obscenities and derogatory comments at specific individuals focusing
for example on race, religion, nationality, or sexual orientation. This often occurs in chat
rooms, through newsgroups, and by sending hate e-mail to interested parties. This may also
include stealing photos of the victim and their families , doctoring these photos in offensive
ways, and posting them on social media with the aim of causing emotional distress.
 Police
Unfair treatment conducted by law officials, including but not limited to excessive force,
profiling, threats, coercion, and racial, ethnic, religious, gender/sexual, age, or other forms
of discrimination.
1/3/2017 7
 Power
Power harassment is harassment or unwelcome attention of a political nature,
often occurring in the environment of a workplace including hospitals, schools
and universities. It includes a range of behavior from mild irritation and
annoyances to serious abuses which can even involve forced activity beyond the
boundaries of the job description. Power harassment is considered a form of
illegal discrimination and is a form of political and psychological abuse, and
bullying
 Psychological
This is humiliating, intimidating or abusive behaviour which is often difficult to
detect leaving no evidence other than victim reports or complaints. This
characteristically lowers a person’s self-esteem or causes them torment. This can
take the form of verbal comments, engineered episodes of intimidation,
aggressive actions or repeated gestures. Falling into this category is workplace
harassment by individuals or groups mobbing.
1/3/2017 8
 Community-based Harassment
Stalking by a group against an individual using repeated distractions that the individual is
sensitized to. Media reports of large numbers of coordinated groups stalking individual stalking
victims, including a press interview given by an active duty police lieutenant, have described this
community-based harassment as gang stalking.
 Racial
The targeting of an individual because of their race or ethnicity. The harassment may include
words, deeds, and actions that are specifically designed to make the target feel degraded due to
their race or ethnicity.
 Sexual
Harassment that can happen anywhere but is most common in the workplace, and schools. It
involves unwanted and unwelcome words, deeds, actions, gestures, symbols, or behaviours of a
sexual nature that make the target feel uncomfortable. Gender and sexual orientation harassment
fall into this family. Involving children, "gay" or "homo" is a common insult falling into this
category and can be Punishable by law. The main focus of groups working against sexual
harassment is protection for women, but protection for men is coming to light in recent years.
or
Sexual harassment refers to persistent and unwanted sexual advances, typically in the
workplace, where the consequences of refusing are potentially very disadvantageous
to the victim.
1/3/2017 9
 Workplace harassment.
Workplace harassment is the belittling or threatening behavior directed at an individual worker or
a group of workers
 Street harassment
Street harassment is a form of sexual harassment that consists of unwanted
comments, wolf- whistling's , "catcalling", and other actions by strangers in public
areas.

Law of Pakistan
(AASHA)
Alliance Against Sexual Harassment
The protection against harassment of women at
workplace bill was signed by president Asif Ali Zardai
on 9th march 2010.
AASHA means “hope” – a hope to root out
harassment especially of women from the
society.
Aims and Objectives of AASHA
 It aims to raise awareness on the issue and assist the government and private sectors to
create a society free of sexual harassment. AASHA's first initiative is directed towards taking
active measures to mobilize and influence policy makers for providing protection to women
at the work place and ensuring a safe and healthy working environment.
 Sexual harassment is a fact of life that not only negates the fundamental rights of women,
but also restricts them from taking an active and effective part in society according to the
fullest of their potential and capabilities. This results in social, psychological and economic
suffering of half of the country's population and has negative implications for social and
economic growth at the national level.
 There are many reasons for the growing incidences of sexual harassment at workplaces, the
most important one being that victims are often reluctant to make formal or informal
complaints for fear of losing their jobs. Other reasons are the low economic status of women,
our social structure, which makes men feel that they have power over women, and the
general attitude of men who take this as normal behavior and think that women should feel
complimented by their advances.
 Working women also experience sexual and physical violence, which includes rape and other
forms of sexual assault, beating, kicking, slapping, etc. at the hands of their employers. The
enormity of this issue called for a joint campaign by organizations and individuals that could
work as catalysts in bringing attitudinal change at all levels in addition to influencing laws
and policies. In view of this, a group of like-minded organizations was formed called Alliance
Against Sexual Harassment 1/3/2017 11

1/3/2017 13

 Family pressure ,concealment from the family.
 Fear of publicity, defamation and stigmatization.
 Belief that complaint will not be taken seriously and that no relief will be granted.
 Fear of revenge by the abuser.
Solutions of harassment

1/3/2017 14

  • 11. Aims and Objectives of AASHA  It aims to raise awareness on the issue and assist the government and private sectors to create a society free of sexual harassment. AASHA's first initiative is directed towards taking active measures to mobilize and influence policy makers for providing protection to women at the work place and ensuring a safe and healthy working environment.  Sexual harassment is a fact of life that not only negates the fundamental rights of women, but also restricts them from taking an active and effective part in society according to the fullest of their potential and capabilities. This results in social, psychological and economic suffering of half of the country's population and has negative implications for social and economic growth at the national level.  There are many reasons for the growing incidences of sexual harassment at workplaces, the most important one being that victims are often reluctant to make formal or informal complaints for fear of losing their jobs. Other reasons are the low economic status of women, our social structure, which makes men feel that they have power over women, and the general attitude of men who take this as normal behavior and think that women should feel complimented by their advances.  Working women also experience sexual and physical violence, which includes rape and other forms of sexual assault, beating, kicking, slapping, etc. at the hands of their employers. The enormity of this issue called for a joint campaign by organizations and individuals that could work as catalysts in bringing attitudinal change at all levels in addition to influencing laws and policies. In view of this, a group of like-minded organizations was formed called Alliance Against Sexual Harassment 1/3/2017 11
