With a headcount of around 1.4 billion in 2015, India is expected to become one of the most populous nations by 2025. The country’s population pyramid is expected to “bulge” across the 15–64 age bracket over the next decade, increasing the working age population from approximately 761 million to 869 million during 2011–2023. Consequently, until 2020, India will experience a period of “demographic bonus”. India needs to poise itself to take advantage of this “demographic bonus”. Today, India has to focus on increasing the skilled workforce in the country, which is a dismal 2 per cent compared to 96 per cent in South Korea, 80 per cent in Japan and 75 per cent in Germany. Given the thrust on landmark reforms like “Make in India”, both Government and industry have endorsed that the focus on Skill Development has to take priority. Given the structural changes and the industry friendly policy changes, the January issue of the Policy Watch is a sincere endeavor to get sectoral industry views on skill development through the voices of the Chairmen of National Committees and Regional Chairmen of the various skill Sub-Committees.

One of the biggest challenges for the resurgent Indian economy is the exponentially growing demand for energy. With the country's oil import bill for last financial year touching a staggering $150 billion and per capita consumption of electricity languishing at a paltry 917.2kWh, as against 3298 kWh in China and 12346 kWh in the US, energy is clearly a critical focus area for the new NDA Government. The Government has decided to tackle this challenge proactively by focusing on the three As – access, availability and affordability – as the primary drivers to reach the goal of sustainable energy for all. Landmark reforms are being planned for energy sector policies, and some, such as the new bill for the coal sector, has improved upon a 40-year legacy with one bold stroke. The Government has also set very ambitious targets for the renewable energy sector, with 100GW of solar energy installed capacity envisioned by 2020, entailing investments to the tune of USD 100bn. Given the significant developments underway in this sector, the November issue of Policy Watch reached out to industry leaders across the power, hydrocarbons and renewable energy sectors, to capture their views on the policy reforms being proposed by the Government, and their recommendations to ensure a sustainable and energy-secure future for the country

At an event at its central London Headquarters, chaired by The Times’ Economics Editor Philip Aldrick, Resolution Foundation Chief Economist Matthew Whittaker presented new analysis on the impact of monetary policy during the downturn. Former MPC member Kate Barker and Chief Economics Commentator at the Financial Times Martin Wolf then debated the future role of monetary policy, before taking part in a wider Q&A.

Querying the Internet of Things: Streaming SQL on Kafka/Samza and Storm/Trident
DataWorks Summit/Hadoop Summit
A talk given at Hadoop Summit 2016, Dublin. The internet of things (IoT) generates data at an unprecedented rate and requires results at low latency. Only streaming technologies can keep up. But IoT applications must be integrated with existing applications, such as Tableau, whose lingua franca is SQL. Samza and Storm are adding support standard SQL with extensions for streaming, using Calcite for parsing and planning. We show, with examples, how you would accomplish typical tasks in Kafka/Samza or Storm/Trident using SQL. Streaming SQL allows you to work at a higher level. For example, many queries need to combine streams with historic or reference data in databases or HDFS, or recent data in memory. We show how to define multiple data source systems, and how to write queries that compute joins or aggregations on streams.

What is SamzaSQL, and what might I use it for? Does this mean that Samza is turning into a database? What is a query optimizer, and what can it do for my streaming queries? How does Apache Calcite parse, validate and optimize streaming SQL queries? How is relational algebra extended to handle streaming?

Every year we hear great content about how to develop in Go, but rarely do we focus on how to test in Go. Well written tests are critical to the success of a project, and more often than not, they can help drive developers to design features in more simple and concise ways. In this talk, I'll explain the importance of test driven development and provide some tactics for how to implement the practice in your daily work and on your respective team. I'll dive into the testing, require, and assert packages to dissect which function calls are appropriate for different use cases, and present multiple different ways to write Go tests for each scope, including unit, integration and e2e. I'll also discuss how to refactor code to make it more testable (with examples), so you can optimize and simplify Go code for robust and reliable Go tests. Lastly, I will cover race conditions to help you debug concurrency related problems. Let's write Go(od) tests!

"The joy of Scala" - Maxim Novak / Wix Around eight years ago I started my journey as a developer. Since then, I've played around with many languages and thought that C# offers the best developer productivity. After joining Wix two years ago, I was exposed to the amazing world of Scala and Functional Programming and never looked back. In Scala the code is much more concise, less ceremonious, immutable by default, combines functional with object oriented, seamlessly interoperates with Java, and many software engineering patterns are already baked into the language. Most importantly - Scala is FUN! By the end of the session you too will, hopefully, convert to Scala and never look back. Recording of the lecture (Hebrew) - https://youtu.be/TcnYTwff2xU

The microservices honeymoon is over. When starting a new project or revamping a legacy monolith, teams started looking for alternatives to microservices. The Modular Monolith, or 'Modulith', is an architecture that reaps the benefits of (vertical) functional decoupling without the high costs associated with separate deployments. This talk will delve into the advantages and challenges of this progressive architecture, beginning with exploring the concept of a 'module', its internal structure, public API, and inter-module communication patterns. Supported by spring-modulith, the talk provides practical guidance on addressing the main challenges of a Modultith Architecture: finding and guarding module boundaries, data decoupling, and integration module-testing. You should not miss this talk if you are a software architect or tech lead seeking practical, scalable solutions. About the author With two decades of experience, Victor is a Java Champion working as a trainer for top companies in Europe. Five thousands developers in 120 companies attended his workshops, so he gets to debate every week the challenges that various projects struggle with. In return, Victor summarizes key points from these workshops in conference talks and online meetups for the European Software Crafters, the world’s largest developer community around architecture, refactoring, and testing. Discover how Victor can help you on victorrentea.ro : company training catalog, consultancy and YouTube playlists.

Corporate and higher education. Two industries that, in the past, have had a clear divide with very little crossover. The difference in goals, learning styles and objectives paved the way for differing learning technologies platforms to evolve. Now, those stark lines are blurring as both sides are discovering they have content that’s relevant to the other. Join Tammy Rutherford as she walks through the pros and cons of corporate and higher ed collaborating. And the challenges of these different technology platforms working together for a brighter future.
