  3. The Next Generation Air Transportation System will serve this and future generations of Americans. It will meet today’s challenges while making us ready for the future with an air transportation system that is safe, efficient, reliable and flexible. It will secure the skies and secure America’s place as a global leader in aviation’s second century. The Integrated National Plan has six interrelated goals: (1) Retain U.S. Leadership in Global Aviation; (2) Expand Capacity; (3) Ensure Safety; (4) Protect the Environment; (5) Ensure Our National Defense; and (6) Secure our nation. The Integrated National Plan – the roadmap to the NGATS – combines and aligns the efforts of the departments/agencies in a common, forward looking direction. It creates a viable and robust public private partnership. Let me be clear that the Integrated National Plan is not another program plan. It is a long-term strategic business plan that lays out business goals, objectives and requirements. It seeks to find betters ways to do business and keeps costs under control.
  4. VISION 100 also provided for the creation of the Joint Planning and Development Office (JPDO) to develop the National Plan and manage the work associated with it. At its core is a unique coalition of government agencies that you saw on the previous slide and other public and private sector experts. We want the best and brightest from government and industry working on this initiative. The JPDO will ensure that planning and execution are coordinated across government and industry. Integrated Product Teams are already hard at work developing strategies and action plans to implement the NGATS. Overseeing the work of the JPDO is a Senior Policy Committee chaired by the Secretary of Transportation that includes senior representatives from the participating departments and agencies and the Director of the OSTP.  Among its key responsibilities, the Senior Policy Committee provides policy guidance and review; makes legislative recommendations; and identifies and aligns resources that will be necessary to develop and implement the Integrated National Plan.

  6. Today, communications in the air transportation system are largely ground- based and heavily labor intensive. Pilots talk to controllers – controllers talk to pilots – controllers talk to controllers. This is still very much a system of the 20th century. But that will all change. Voice and digital data sharing are a key component of the Next Generation System. That’s where Network Enabled Operations or NEO comes in. The NEO model is simple. It uses an Internet-like network to make information accessible, securable and usable in real time, while building a framework of basic rules we can all live by. And that’s where Air Net enters the picture.
