2. Culture - is a set of routines, beliefs, values, norms and conduct being practiced by influential person or group of persons and imposes them to the “weak and impoverished” elements of the organization or society. Thus, the said “culture” becomes valid, proper and acceptable to them.
3. Basically, those who are holding the seat of power and their cohorts are the determining factors of the kind of culture that the weak and impoverished many should abide and accept. They set the rules for the protection of their interests and if possible, perpetually maintain status quo.
4. Today’s organizations can be considered adopting mixed organizational culture (power culture, role culture, task culture and person culture) . But, the most dominant is the Person Culture which magnifies the cultures of injustice, corruption, padrino-system and mediocrity, etc .
5. The culture of injustice , culture of corruption , culture of padrino-system and the culture of mediocrity negate morality and wisdom. Because they were coercively and deeply injected by these “influential people” in our system, it becomes valid, normal, acceptable and ultimately justifies its existence and institutionalized practice.
6. This is the core-identity of today’s Government Organizations
