• SPAWAR 056 CES contract, which includes managing cost, schedule and performance as well as
making decisions concerning contractual, financial, subcontractors, and personnel. I worked
successfully with several clients to ensure timely execution of product deliverables.

2. • After September 11, 2001, I was hired by the Naval Criminal Investigative Service to install a
sensor-based Waterside Security System around San Diego harbor to protect and secure Navy
assets from terrorist attacks. I managed a team of six subcontractors in coordinating and installing
radars, infrared and day cameras, sonar and build out of the Command and Control Center at
OT-28 on the SPAWAR Campus for Commander Navy Region Southwest (CNRSW). Results of
the successful completion of this task resulted in my assignment to perform pre-installation
assessments at Souda Bay, Crete, Signorelli, and Agusta Bay, Italy respectively, and other Navy
bases in Europe.
• Project Manager for the Joint Recruiting Information Support System (JRISS), planned, designed
and engineered, the installation of a frame-relay network consisting to support all military service
components by automating recruiting business processes. The Recruiting Services Network
(RSN) became the nation-wide joint service environment of over 100,000 users.
Sr. Systems Engineering (20 years+)
• Engineering Manager for PMW 160 Consolidated Afloat Network Enterprise System (CANES)
program, coordinating the activities, reporting and product delivery of engineering products and
artifacts, deliverables and assisting with Engineering direction and issues to the Program Office.
Support to the and coordinating and facilitating the IT-21, NMCI, ONE-NET (INO) alignment
between CANES and Next Generation NMCI program (NGEN).
• Participated in the development of the Navy Service Oriented Architecture (SOA) Reference
Model for standardizing architectures and emerging standards for Navy-wide implementation
while, participating in the Multi-Service SOA Consortium representing the Navy’s development
of SOA providing coordination with other military agencies. The participation was a result of my
direct involvement in developing a SOA Reference Model for SPAWAR 5.1.3.
• Network Engineer and Network Transition Manager at the Naval Air Station, Fallon, Nevada
(Top Gun) and the Naval Air Warfare Center, Weapons Division at China Lake, CA, managed
and facilitated the transition of the base infrastructure from government control to Electronic Data
Systems (EDS) control. Respectively I managed the conduct of surveys, Network design and
Installation for a 24,000-user network into a new Unclassified and classified network
infrastructure that spanned over a 1 million square mile area in the desert near Ridgecrest.
• Resource Manager for matrixed teams of employees working on various Department of Defense
projects such as a $40 million per year C4I system called Automated Digital Network System
(ADNS), also supporting the Navy Digital Modular Radio (DMR) and the Joint Tactical Radio
System (JTRS) for SPAWAR PMW 179-2 simultaneously. The planning and designing of a
communications system for the Ballistic Missile Command, Control, Communications,
Computer, and Intelligence (BMC4I) Defense system, a $50 million dollar per year effort. I also
participated in various Design and Engineering Working Groups (DEWG) to develop
telecommunications architectures to support Video Teleconference and ATM network technology
using advanced Wideband communications methodologies. These efforts led to the End-to-End
systems architectures currently employed by the Navy.
