2. ● After World War 2, Japan gave war
reparations to the Southeast Asian region.
This paved way to the return of diplomatic
relations of Japan with the Southeast
Asian countries.
● Economic ties dominated JP-SEA
relations with the exception of Cambodia,
East Timor and Burma in 90s with the
establishment of comprehensive ties
(security + economic ties)

limited by the competition to
influence with China and
competition for identity with the
US

● Creation of the Asian Monetary Fund
○ But it was immediately abolished
since it defeats the purpose of the
IMF.

● Japan did not have effective political ties
with SEA due to Indo-China anti-
Japanese sentiments.
● Fukuda Doctrine of 1977
○ to advocate cultural relations and Japan's
non-military role to reconstruct mutual trust
among countries.
○ to forge a closer friendship between Japan
and ASEAN and create a new rationale for
international relations

5. ● Official Development Assistance
○ transaction between or among countries with the aim of promoting
economic development and welfare of developing countries.
○ ODA is divided into three types: loans, grants, and technical
assistance.
● Japan has been the top donor country to the
Philippines for many years.
● The Philippines is the fourth largest recipient of ODA
with donations amounting to USD20.560B from 1968-
2008.

6. ● This includes exchange programs, study
programs/scholarships, training, and
cultural grant aid.
● Many Filipinos have participated and are
currently participating in these programs.
● Such programs are Kizuna (Bond)
Project, JENESYS Programme, JET
Program, SSEAYP, Japanese
Scholarship Program and Japan Study
Program.

7. ● Other events the promote JP-PH
Relations are the JP-PH Friendship
Month and Hello! Japan.
● Cosplay events, singing contests, anime-
manga workshop, movie screening and
other cultural art of Japan are presented.
● JP-PH Friendship Month is celebrated
every July.

8. ● JP-PH Economic Partnership Agreement
(JPEPA)
○ signed in 2006 in Helsinki by PM Koizumi
and President Arroyo.
○ a framework designed for enhancing the
bilateral economic relations of JP and PH
○ The PH's first Free Trade Agreement (FTA)
○ controversial due to:
■ difficult standards for JPEPA nurses
■ overfishing in Philippine waters
■ dumping of toxic wastes
