40 years experience in aerospace systems, in both the civilian and defense sectors :
• Retired Assistant Director for Technology & Chief Technologist for the National
Aeronautics and Space Administration’s Marshall Space Flight Center.
• Consultant to the Department of Energy, the Office of the Secretary of Defense and the
US Air Force as well as industry and private individuals.
Focused expertise in systems/technology assessment and risk identification :
• Lecturer in NASA’s Applied Program, Project and Engineering Leadership (APPEL)
program on Technology Readiness Levels and Technology Assessment and Infusion.
• Lecturer and short course developer/presenter in system/technology assessment and
focused risk identification.
• Developed processes for systematically determining TRLs.
• Developed a systematic process for quantifying cost, schedule and risk.
• Developed a suite of automated technology assessment tools.
• Served as an advisor to NASA’s Office of the Chief Engineer for technology assessment.
• Led NASA process to:
o Refine Technology Readiness Level (TRL) scale for hardware and software.
o Establish exit criteria for each level.
o Establish a set of clarifying definitions to accompany the TRL scale.
Developed “best practice” white paper for NASA System Engineering Handbook.
Invited lecturer to DOD and Industry workshops on technology assessment.
Served on a DOE team to evaluate the Technology Readiness Assessment for the
Hanford Nuclear Waste Treatment Facility.
Served on an Air force-wide team to develop a process for identifying risks associated
with incorporating technology into AF programs, resulting in the Risk Identification:
Integration & Ilities (RI3) process.
Developed an Excel based calculator for implementing the RI3 process.
Provided consultation on various aspects of technology assessment for systems and
systems of systems to the Office of the Secretary of Defense.
