Voice is often understood as the ability of citizens
to express their preferences and to be heard by the
state, either through formal or informal channels, in
written or oral form (Rocha Menocal & Sharma,
2008). Citizens’ voices are not homogenous, and
sometimes more powerful voices and opinions can
crowd out those of excluded or marginal groups
(DFID, 2011).

supporting disadvantaged people to gain
