Telangana and Seemandhra,
Two new states of India
Seemandhra is a term now used to refer to the
combined regions of Rayalaseema and Coastal
Andhra in Andhra Pradesh.
The term came into wide use as a way to refer to the
parts of Andhra Pradesh that would remain after the
separation of Telangana.
Seemandhra corresponds to the area of Andhra
State which existed in between 1953 and 1956, and
was merged with the Telangana region to form
current state of Andhra Pradesh in 1956.

The Congress party’s decision in favour of the
bifurcation of Andhra Pradesh to create Telangana is a
demand pending for the last five decades.
When a separate Andhra State was carved out of
Madras Presidency in 1953 on a linguistic basis, there
was a demand for a separate Telangana State
comprising the Telugu-speaking areas of Hyderabad
State.
The Congress wanted to settle the statehood issue
once and for all.

The central government will help the Seemandhra
region to build a new capital but is unlikely to change
the status of Hyderabad or make it a Union Territory
as it would create more problem in Telangana region.
The Union Cabinet had decided that Hyderabad will
be joint capital of the two states for 10 years.
During its deliberations, the G o M will elicit response
from ministries of Water Resources, Power, Finance,
Road Transport and a few others on issues
concerning division of assets, sources said.

The ruling congress party announced its intention to
carve Telangana out of Andhra Pradesh as the 29th
state of India.

 Hyderabad will be the common capital of Telangana
and Seemandhra for 10 years.
 At present Hyderabad would not be contiguous with
Seemandhra. There is a proposal for Seemandhra
which could resolve the issue of Hyderabad as a
permanent common capital: that if the Nalgonda district
goes to Seemandhra, then this would enable Hyderabad to be a
border city of Telangana and Seemandhra.

Why not Telangana?
Telangana will have integration - linguistic
and social, achieving:
 I d e n t i t y for people in Telangana
 Respect, acceptance and tolerance for
language and culture of Telangana
 No Diversion of Resources –water, funds,
employment opportunities
 No discrimination – in education
facilities, irrigation, employment etc.


It is a -Democratic wish
Because 99 per cent people in Telangana
wanted it.They have a legitimate right to ask
for Telangana state.
 Parliamentary Democracy accommodates
demand for autonomy by separate state.
 Integrity is not affected by dividing a Telugu
speaking state into two .
 Living together as neighbors depends on
mutual consent, Telangana and Andhra
will live respecting each other. There will
be a social contract.


Telangana was a growing demand
unanimously wish unity in
diversity because Telangana does want it.
 There is unanimity among Andhras on
United development.
 Rayalaseema does want to share with the
development.

empower development of each group of

1971 people voted for Telangana by electing 11
of 13 seats to Parliament
 2004 people of both Telangana and Andhra
voted out TDP Government which went with
manifesto of United State, gave a positive
verdict for Telangana by electing Congress TRS
with huge margin.
 More than 33% People in Telangana in 2009. it is
not necessary to separate Telangana vote
because every party including Prajarajyam
supported Separate Telangana


All opposition parties agreed to it on Dec.7,
2009 when CM Rosaiah convened a meet.



Congress Legislature Party did not oppose
Telangana and had authorized Mrs Sonia
Gandhi to decide.



Dec 9 Declaration of Telangana was based on
these factual support and political backing for
Telangana, officially in Parliament also.

---Not a small state
Separation of Telangana from Andhra
Pradesh is just a segregation and not
destruction of integrity.
 It is switching back to pre-1956 identifiable,
pre-existing, viable state, which is not new.
 Telangana will not be a small state.
This demand does not depend upon
the advocacy for small states.


---Constitutional Demand






Preamble, DPSP, Articles 37, 41 and 14 together
impose an obligation on state to accord equal
protection to citizens. Telangana is treated
unequal and needs this protection.
Article 16(3): Parliament alone can prescribe
residential qualification for jobs under the
government of ‘a State’ or a local or other
authority within ‘a State”.
Exception is an attempt to reconcile the
conflicting claims of equality based on concept of
single citizenship and justifiable local demands for
local jobs.

About 45% of the forest area in Andhra Pradesh state
is located in Telangana, spread across five districts.
Around 20% of the coal deposits of India are found in
Telangana. The Singareni Collieries Company
excavates coal for industrial purposes and for fuelling
power generating plants. The power generated here
supplies the entire south India. There are limestone
deposits in the area, which are exploited by cement
factories. Telangana has deposits of bauxite and
mica.

guaranteeing fundamental rights in the
matter of employment under the State,
took notice of this vast disparity in the
development of various States and felt it
imperative to continue that protection in
the matter of employment afforded on
the basis of residence within the State
and made provision under Article 35 (b)
of the Constitution for the continuance
of those laws."

Telangana is a plateau. Godavari and Krishna, flow
through the area, but most of the land is arid.
Northern Telangana gets between 900 to 1500mm
rainfall per year from the southwest monsoons.
Various soil types abound here, including chalks, red
sandy soils, deep red loamy soils, and very deep b.c.
soils that facilitate planting mangoes, oranges and
flowers. Southern Telangana gets 700 to 900mm
rainfall per year, also from the southwest monsoons.
The red earths with loamy sub-soils (chalkas) in these
parts facilitate planting oranges, mangoes,
vegetables, sapotas and flowers.

---New opportunities for Telangana?


Hyderabad State was one among the several
other Princely States of India. Now, there will
be adequate Educational facilities, and
opportunities available to the people of the
Region to enter public service in competition
with others from outside the State. They will
be trained and work hard for Telangana.

Urdu will not be used as the Official Language , as
it is not the language of nearly ninety per cent of the
people. However, Urdu would be useful with
Devanagari script in dealing with Raj bhasha of
Union government. No Telugu exam as qualifying
exam for Telangana employees was required earlier.
Now, it would have to be taken up during training
phase to read and write as an Official Language.
Due share in employment to Telangana requires
education for literacy, numeracy and information
technology.

New Delhi, Oct 4: Home Minister
Sushilkumar Shinde today described the
protests in Seemandhra region against bifurcation of Andhra
Pradesh as quite natural. We will take them into confidence. We
will try our level best. After all, wherever there is bifurcation of any
state, such feelings are there. It is natural. No one can avoid
these. But we have to console.

As the Group of Ministers (GoM) are working out modalities for
state's bifurcation, the Chief Minister urged President and P M,
to understand our feeling of desperation and discrimination in the
manner in which, the whole exercise is being carried out.

Climate
Telangana is a semi-arid area within Andhra Pradesh
and has a predominantly hot and dry climate.
Summers start in March, and peak in May with
average high temperatures in the 42 °C (108 °F)
range. The monsoon arrives in June and lasts until
September with about 755 mm (29.7-inch) of
precipitation. A dry, mild winter starts in late November
and lasts until early February. With little humidity and
average temperatures in the 22–23 °C (72–73 °F)
range, this is the most comfortable time of the year.

Response to proposed formation of
Telangana

The C M pointed out that the process to create Chhattisgarh,
Jharkhand and Uttarakhand was initiated only after
assemblies of Madhya Pradesh, Bihar and Uttar Pradesh
passed unanimous resolutions.
The chief minister highlighted the concerns of Seemandhra
with respect to sharing of irrigation water and management of
major dams.
"Accessibility to employment, education and medical
infrastructure developed in the capital city of Hyderabad and
the status of Hyderabad which got transformed into an island
of opportunities for entire Telugu people are other major
concerns that demand solutions.

"There was also no precedent where an
existing capital as such was given away to a
newly created State.
Government of India so far did not listen to
various stakeholders nor worked towards
finding solutions to any of these issues," he
wrote.

"Pursuing division process, without doing any
homework by Government of India is creating
anxiety and apprehensions in the minds of majority
of the population," he added.
He pointed out that Sri Krishna Committee report
was neither discussed in Parliament nor its
recommendations were considered.
He also said Antony Committee appointed by the
party did not complete its task of consulting various
stakeholders.

report nor is open to debate and discussion in
Parliament about such an important matter is
something that we cannot understand."
He alleged that the note also was brought before
cabinet apparently waiving due consultation
process with the related ministries in a hurried
manner on the pretext that the composition of
Group of Ministers covers all the important
ministries that are expected to be consulted
Telangana resolution could be defeated in Assembly
October 25, 2013
The resolution could be defeated in the state assembly,
but it is hoped that Parliament would vote in favour of
Telangana.
"The Seemandhra MLAs constitute majority in the A P
assembly with more than 170 seats while the Telangana
region comprises of only 119 MLAs. Since the majority
of the number matters, the resolution could be defeated
in the state assembly," it was told to reporters at a press
conference in Delhi.
Parliament would vote in favour of Telangana with the
support of Congress besides the BJP, which has
favoured carving out of a new state. He, however,
wondered what the Seemandhra representatives may
achieve by defeating the resolution in the Assembly.
"By defeating the bill in the assembly, they
(Seemandhra MLAs) can cry that it was defeated in
the assembly though the high command has given its
consent for Telangana. This is the excuse that the
Seemandhra MLAs will give to the local people," said
the MP from the Telangana region.
NEW DELHI: The CPI welcomed the
Centre's decision on creation of Telangana state
but said the it should also assure people of
Seemandhra and Rayalaseema that their issues
will get priority. Yesterday's decision by the central
Cabinet on Telangana is in the right direction. We
appreciate it and welcome it, though this is a very
delayed decision. They accepted the justified demand
of people of Telangana,“ Communist Party of India
(CPI) General Secretary G Sudhakar Reddy told PTI.
Reddy said the Union Government should take
initiative and build confidence of coastal
Andhra and Rayalaseema by replying to their
concerns and assuring them that justice
will be done to them on the issue of the capital city
"and employment potential will be shared even with
coastal Andhra people".
"There is some opposition. There are some genuine
apprehensions about water distribution, employment
potentiality, about their future in Hyderabad," said
Reddy.
The ministerial panel will look into the sharing of
river water, irrigation resources and other natural
resources, especially coal, water, oil and gas
between the two states and also inter-se with other
states, including the declaration of Polavaram
Irrigation Project as a national project.
Decisions will also be taken by GoM on issues
arising on account of distribution of assets, public
finance, public corporations and liabilities between
the two states

Union Minister MM Pallam Raju faced the ire
of Seemandhra agitators on his visit to his Lok
Sabha constituency here. The agitators
greeted him with black flags when he travelled
between Annavaram town and Kakinada, his
Lok Sabha constituency.
Soon after reaching Kakinada, Raju was
gheraoed by leaders and members of Joint
Action Committee (JAC), comprising
government employees, who staged a
demonstration near his residence and asked
him to clarify his stand on the ongoing agitation
against the bifurcation of Andhra Pradesh.
The Minister made a brief speech at a nearby spot and
explained to the agitators circumstances leading to the Union
Cabinet's nod early this month to Telangana creation and his
resignation in protest.
Raju said he had to remain silent and not press for acceptance
of his resignation on advice of Prime Minister Manmohan Singh
and Congress chief Sonia Gandhi.
He assured the slogan-shouting crowd he would strive to ensure
justice to Seemandhra people on key issues such as drinking
water, irrigation, education and employment by placing "facts"
before the Group of Ministers, looking into modalities of carving
out a separate state of Telangana.
Speaking to the media at his residence, the Congress
leader said he was confident the party high command
and the Centre would do justice to the Seemandhra
region. Raju made it clear he was in favour of a
united Andhra Pradesh but had to abide by the high
command's decision on Telangana. "The decision on
bifurcation was taken after all parties gave green
signal in writing. Hence, the Government was going
ahead with formation of separate Telangana state.
Telugu Desam Party (TDP) chief N
Chandrababu Naidu said on Friday that he
would launch an indefinite hunger strike in
New Delhi from October 7 against the
bifurcation of Andhra Pradesh. "Congress has
ruined the country and Andhra Pradesh. It has
sought to bifurcate the state without
addressing the concerns of Telugu people.
Hence, I will go on an indefinite fast to expose
Congress," he said.

said he's in favour of Telangana
but wants justice for Seemandhra people
as well. The TDP chief said, 'You cannot divide state
without delivering justice to everyone.'
Seemandhra without Telangana can also focus on its
core strengths like ports, fisheries etc. As for
Hyderabad it's an overrated city, Vishakapatnam can
easily become a BPO.
The mood was different in Visakhapatnam district.
―We have been out on the streets for two months, but
no Delhi newspaper or TV channel looked at us. When
there is violence against Sonia Gandhi‘s man Botsa
Satyanarayana (the much-maligned state Congress
chief), you came running,‖ said school teacher G
Rajeswari. Durga Prasad, a local farmer, was very
clear why he didn‘t want Telangana. ―We will not get
water if Telangana happens, and this prosperous
region will become barren in a few years. All the major
rivers flow from Telangana to Seemandhra.

Ultimately people are victimized by both
Andhra and Telangana leaders.
 Why should they suffer because of these
politicians?
 Why not their identity as distinct state as
before 1956 is restored?
 It is not going to be a small state, a fairly
big state, viable and resourceful.


Hyderabad as a capital is not viable for many
distant districts in AP.
 Concentration of so called development in
Hyderabad not benefitted Telangana, even in
generating employment for them.
 Hyderabad alone should not be center of
development among 23 districts

Real minority in Hyderabad is Telangana
people. Old city drives Hindus out, new
city is dominated by Andhras. Andhra

To say that Maoists gain strength in
Telangana is baseless, because it is
common to big or small, combined or
separated state.
 To say Islamic fundamentalism in old city
will increase is meaningless because
pampering policies are the reasons for it.
It depends on objective rule of parties
and not the size of the state.

They have been struggling for more than 15 years. As
a matter of fact it a 50-year old demand and
unfortunately a large number of people in coastal
Andhra and Rayalaseema are opposing it. The Union
Government should take initiative and build confidence
of coastal Andhra and Rayalaseema by replying to
their concerns and assuring them that justice will be
done to them on the issue of the capital city, and
employment potential will be shared even with coastal
Andhra people.

There is some opposition. There are some genuine
apprehensions about water distribution, employment
potentiality, about their future in Hyderabad.
This is a justified demand of the Telangana people and
we appeal to the coastal Andhra NGOs, teachers,
students and others sections of people to reconcile to
the reality and withdraw their agitation. We wish that
the Telugu people though politically divided into two
states should continue as brothers and solidarity
among them should remain unaffected.

Creation of Telangana and Seemandhra states from Andhra Pradesh

  • 1. Telangana and Seemandhra, Two new states of India
  • 2. Seemandhra is a term now used to refer to the combined regions of Rayalaseema and Coastal Andhra in Andhra Pradesh. The term came into wide use as a way to refer to the parts of Andhra Pradesh that would remain after the separation of Telangana. Seemandhra corresponds to the area of Andhra State which existed in between 1953 and 1956, and was merged with the Telangana region to form current state of Andhra Pradesh in 1956. 2
  • 3. The Congress party’s decision in favour of the bifurcation of Andhra Pradesh to create Telangana is a demand pending for the last five decades. When a separate Andhra State was carved out of Madras Presidency in 1953 on a linguistic basis, there was a demand for a separate Telangana State comprising the Telugu-speaking areas of Hyderabad State. The Congress wanted to settle the statehood issue once and for all. 3

The central government will help the Seemandhra region to build a new capital but is unlikely to change the status of Hyderabad or make it a Union Territory as it would create more problem in Telangana region. The Union Cabinet had decided that Hyderabad will be joint capital of the two states for 10 years. During its deliberations, the G o M will elicit response from ministries of Water Resources, Power, Finance, Road Transport and a few others on issues concerning division of assets, sources said. 4

  • 7.  The ruling congress party announced its intention to carve Telangana out of Andhra Pradesh as the 29th state of India.  Hyderabad will be the common capital of Telangana and Seemandhra for 10 years.  At present Hyderabad would not be contiguous with Seemandhra. There is a proposal for Seemandhra which could resolve the issue of Hyderabad as a permanent common capital: that if the Nalgonda district goes to Seemandhra, then this would enable Hyderabad to be a border city of Telangana and Seemandhra. 7
  • 8. Why not Telangana? Telangana will have integration - linguistic and social, achieving:  I d e n t i t y for people in Telangana  Respect, acceptance and tolerance for language and culture of Telangana  No Diversion of Resources –water, funds, employment opportunities  No discrimination – in education facilities, irrigation, employment etc.  8

It is a -Democratic wish Because 99 per cent people in Telangana wanted it.They have a legitimate right to ask for Telangana state.  Parliamentary Democracy accommodates demand for autonomy by separate state.  Integrity is not affected by dividing a Telugu speaking state into two .  Living together as neighbors depends on mutual consent, Telangana and Andhra will live respecting each other. There will be a social contract.  9

Separation for development of Telangana was a growing demand unanimously wish unity in diversity because Telangana does want it.  There is unanimity among Andhras on United development.  Rayalaseema does want to share with the development.  Demand was growing for separation to empower development of each group of Andhra State.  Andhras 10
  • 11. ---People voted for it 1971 people voted for Telangana by electing 11 of 13 seats to Parliament  2004 people of both Telangana and Andhra voted out TDP Government which went with manifesto of United State, gave a positive verdict for Telangana by electing Congress TRS with huge margin.  More than 33% People in Telangana in 2009. it is not necessary to separate Telangana vote because every party including Prajarajyam supported Separate Telangana  11
  • 12. ---Parties Stated it  All opposition parties agreed to it on Dec.7, 2009 when CM Rosaiah convened a meet.  Congress Legislature Party did not oppose Telangana and had authorized Mrs Sonia Gandhi to decide.  Dec 9 Declaration of Telangana was based on these factual support and political backing for Telangana, officially in Parliament also. 12
  • 13. ---Not a small state Separation of Telangana from Andhra Pradesh is just a segregation and not destruction of integrity.  It is switching back to pre-1956 identifiable, pre-existing, viable state, which is not new.  Telangana will not be a small state. This demand does not depend upon the advocacy for small states.  13
  • 14. ---Constitutional Demand    Preamble, DPSP, Articles 37, 41 and 14 together impose an obligation on state to accord equal protection to citizens. Telangana is treated unequal and needs this protection. Article 16(3): Parliament alone can prescribe residential qualification for jobs under the government of ‘a State’ or a local or other authority within ‘a State”. Exception is an attempt to reconcile the conflicting claims of equality based on concept of single citizenship and justifiable local demands for local jobs. 14
  • 15. About 45% of the forest area in Andhra Pradesh state is located in Telangana, spread across five districts. Around 20% of the coal deposits of India are found in Telangana. The Singareni Collieries Company excavates coal for industrial purposes and for fuelling power generating plants. The power generated here supplies the entire south India. There are limestone deposits in the area, which are exploited by cement factories. Telangana has deposits of bauxite and mica. 15
  • 16. ---Guarantee from C A   Guarantee from Constituent Assembly: "the Constitution Assembly while guaranteeing fundamental rights in the matter of employment under the State, took notice of this vast disparity in the development of various States and felt it imperative to continue that protection in the matter of employment afforded on the basis of residence within the State and made provision under Article 35 (b) of the Constitution for the continuance of those laws." 16
  • 17. Telangana is a plateau. Godavari and Krishna, flow through the area, but most of the land is arid. Northern Telangana gets between 900 to 1500mm rainfall per year from the southwest monsoons. Various soil types abound here, including chalks, red sandy soils, deep red loamy soils, and very deep b.c. soils that facilitate planting mangoes, oranges and flowers. Southern Telangana gets 700 to 900mm rainfall per year, also from the southwest monsoons. The red earths with loamy sub-soils (chalkas) in these parts facilitate planting oranges, mangoes, vegetables, sapotas and flowers. 17
  • 18. ---New opportunities for Telangana?  Hyderabad State was one among the several other Princely States of India. Now, there will be adequate Educational facilities, and opportunities available to the people of the Region to enter public service in competition with others from outside the State. They will be trained and work hard for Telangana. 18
  • 19.  Urdu will not be used as the Official Language , as it is not the language of nearly ninety per cent of the people. However, Urdu would be useful with Devanagari script in dealing with Raj bhasha of Union government. No Telugu exam as qualifying exam for Telangana employees was required earlier. Now, it would have to be taken up during training phase to read and write as an Official Language. Due share in employment to Telangana requires education for literacy, numeracy and information technology. 19
  • 20. New Delhi, Oct 4: Home Minister Sushilkumar Shinde today described the protests in Seemandhra region against bifurcation of Andhra Pradesh as quite natural. We will take them into confidence. We will try our level best. After all, wherever there is bifurcation of any state, such feelings are there. It is natural. No one can avoid these. But we have to console. October 26, 2013 As the Group of Ministers (GoM) are working out modalities for state's bifurcation, the Chief Minister urged President and P M, to understand our feeling of desperation and discrimination in the manner in which, the whole exercise is being carried out. 20
  • 21. Climate Telangana is a semi-arid area within Andhra Pradesh and has a predominantly hot and dry climate. Summers start in March, and peak in May with average high temperatures in the 42 °C (108 °F) range. The monsoon arrives in June and lasts until September with about 755 mm (29.7-inch) of precipitation. A dry, mild winter starts in late November and lasts until early February. With little humidity and average temperatures in the 22–23 °C (72–73 °F) range, this is the most comfortable time of the year. 21

The C M pointed out that the process to create Chhattisgarh, Jharkhand and Uttarakhand was initiated only after assemblies of Madhya Pradesh, Bihar and Uttar Pradesh passed unanimous resolutions. The chief minister highlighted the concerns of Seemandhra with respect to sharing of irrigation water and management of major dams. "Accessibility to employment, education and medical infrastructure developed in the capital city of Hyderabad and the status of Hyderabad which got transformed into an island of opportunities for entire Telugu people are other major concerns that demand solutions. 23
  • 24. about the capital city of Hyderabad "There was also no precedent where an existing capital as such was given away to a newly created State. Government of India so far did not listen to various stakeholders nor worked towards finding solutions to any of these issues," he wrote. 24
  • 25. "Pursuing division process, without doing any homework by Government of India is creating anxiety and apprehensions in the minds of majority of the population," he added. He pointed out that Sri Krishna Committee report was neither discussed in Parliament nor its recommendations were considered. He also said Antony Committee appointed by the party did not complete its task of consulting various stakeholders. 25
  • 26. "Why G o I is not willing to wait for the committee's report nor is open to debate and discussion in Parliament about such an important matter is something that we cannot understand." He alleged that the note also was brought before cabinet apparently waiving due consultation process with the related ministries in a hurried manner on the pretext that the composition of Group of Ministers covers all the important ministries that are expected to be consulted
  • 27. Telangana resolution could be defeated in Assembly October 25, 2013 The resolution could be defeated in the state assembly, but it is hoped that Parliament would vote in favour of Telangana. "The Seemandhra MLAs constitute majority in the A P assembly with more than 170 seats while the Telangana region comprises of only 119 MLAs. Since the majority of the number matters, the resolution could be defeated in the state assembly," it was told to reporters at a press conference in Delhi.
  • 28. Parliament would vote in favour of Telangana with the support of Congress besides the BJP, which has favoured carving out of a new state. He, however, wondered what the Seemandhra representatives may achieve by defeating the resolution in the Assembly. "By defeating the bill in the assembly, they (Seemandhra MLAs) can cry that it was defeated in the assembly though the high command has given its consent for Telangana. This is the excuse that the Seemandhra MLAs will give to the local people," said the MP from the Telangana region.
  • 29. NEW DELHI: The CPI welcomed the Centre's decision on creation of Telangana state but said the it should also assure people of Seemandhra and Rayalaseema that their issues will get priority. Yesterday's decision by the central Cabinet on Telangana is in the right direction. We appreciate it and welcome it, though this is a very delayed decision. They accepted the justified demand of people of Telangana,“ Communist Party of India (CPI) General Secretary G Sudhakar Reddy told PTI.

Reddy said the Union Government should take initiative and build confidence of coastal Andhra and Rayalaseema by replying to their concerns and assuring them that justice will be done to them on the issue of the capital city "and employment potential will be shared even with coastal Andhra people". "There is some opposition. There are some genuine apprehensions about water distribution, employment potentiality, about their future in Hyderabad," said Reddy.

The ministerial panel will look into the sharing of river water, irrigation resources and other natural resources, especially coal, water, oil and gas between the two states and also inter-se with other states, including the declaration of Polavaram Irrigation Project as a national project. Decisions will also be taken by GoM on issues arising on account of distribution of assets, public finance, public corporations and liabilities between the two states

  • 37. Oct 14, 2013, Union Minister MM Pallam Raju faced the ire of Seemandhra agitators on his visit to his Lok Sabha constituency here. The agitators greeted him with black flags when he travelled between Annavaram town and Kakinada, his Lok Sabha constituency. Soon after reaching Kakinada, Raju was gheraoed by leaders and members of Joint Action Committee (JAC), comprising government employees, who staged a demonstration near his residence and asked him to clarify his stand on the ongoing agitation against the bifurcation of Andhra Pradesh.

The Minister made a brief speech at a nearby spot and explained to the agitators circumstances leading to the Union Cabinet's nod early this month to Telangana creation and his resignation in protest. Raju said he had to remain silent and not press for acceptance of his resignation on advice of Prime Minister Manmohan Singh and Congress chief Sonia Gandhi. He assured the slogan-shouting crowd he would strive to ensure justice to Seemandhra people on key issues such as drinking water, irrigation, education and employment by placing "facts" before the Group of Ministers, looking into modalities of carving out a separate state of Telangana.
  • 39. Speaking to the media at his residence, the Congress leader said he was confident the party high command and the Centre would do justice to the Seemandhra region. Raju made it clear he was in favour of a united Andhra Pradesh but had to abide by the high command's decision on Telangana. "The decision on bifurcation was taken after all parties gave green signal in writing. Hence, the Government was going ahead with formation of separate Telangana state.
  • 40. Telugu Desam Party (TDP) chief N Chandrababu Naidu said on Friday that he would launch an indefinite hunger strike in New Delhi from October 7 against the bifurcation of Andhra Pradesh. "Congress has ruined the country and Andhra Pradesh. It has sought to bifurcate the state without addressing the concerns of Telugu people. Hence, I will go on an indefinite fast to expose Congress," he said.
  • 41. Oct 11, 2013 Telugu Desam Party chief N Chandrababu Naidu said he's in favour of Telangana but wants justice for Seemandhra people as well. The TDP chief said, 'You cannot divide state without delivering justice to everyone.' Seemandhra without Telangana can also focus on its core strengths like ports, fisheries etc. As for Hyderabad it's an overrated city, Vishakapatnam can easily become a BPO.
  • 42. The mood was different in Visakhapatnam district. ―We have been out on the streets for two months, but no Delhi newspaper or TV channel looked at us. When there is violence against Sonia Gandhi‘s man Botsa Satyanarayana (the much-maligned state Congress chief), you came running,‖ said school teacher G Rajeswari. Durga Prasad, a local farmer, was very clear why he didn‘t want Telangana. ―We will not get water if Telangana happens, and this prosperous region will become barren in a few years. All the major rivers flow from Telangana to Seemandhra.

Rajsekhar Reddy’s avoidance Besides blocking the Union’s promise to form Telangana, Chief Minister Rajsekhar Reddy deliberately chose non-state Advocate to represent State, who did not bring relevant issues before SC to give a wrong judgment on Hyderabad free zone  Without proper study of the problem Supreme Court gave baseless judgment.  Strong Andhra lobbyists & strategic CM misled SC to do injustice to Telangana  44
  • 45. Political vacuum? _ Alleged     1. Clever Andhra leaders, both Congress and TDP diverted resources, 2.Telangana ministers of those parties remained mute spectators, they lacked in commitment 3. Corrupt Bureaucracy who also support corrupt Andhra political leaders 4.Telangana bureaucrats – less in number and very few with commitment, some saleable, or silent suffering minority in every office. 45
  • 46. …Rivers hijacked(?) from Telangana Constitution provided redress to Interstate river water disputes  But, No mechanism for intra-state river water allocation, or resolution, left totally to executive discretion which favoured Andhra at cost of Telangana for decades.  No solution for deprivation of Telangana by diversion of rivers, within AP under the Constitution.  46
  • 48. Why people should suffer? Ultimately people are victimized by both Andhra and Telangana leaders.  Why should they suffer because of these politicians?  Why not their identity as distinct state as before 1956 is restored?  It is not going to be a small state, a fairly big state, viable and resourceful.  48
  • 49. …Hyderabad for who? Hyderabad as a capital is not viable for many distant districts in AP.  Concentration of so called development in Hyderabad not benefitted Telangana, even in generating employment for them.  Hyderabad alone should not be center of development among 23 districts  There should be decentralization, by creating another capital separately  49
  • 50. …Telangana insecure in capital Real minority in Hyderabad is Telangana people. Old city drives Hindus out, new city is dominated by Andhras. Andhra houses in Hyderabad prohibited Telangana tenants, now in this atmosphere.  Telangana is insecure in Andhra dominated Hyderabad.  50
  • 51. …Asking for Autonomy Demand for self rule and autonomy is genuine and democratic.  Autonomous council is better answer to separatist demands, eg. J & K and Northeast  Decentralization is federal character, and essential for a vast country like India.  51

Water for Telangana Telangana needs water for drinking and irrigation which was denied so far  Water disputes are common and need to be tackled either between AP and other states or Andhra,Telangana and other states.  When two hostile countries can share water of international rivers, it is not impossible for two Telugu states to share interstate rivers.  54

Decongestion Will help decongestion of Hyderabad and decentralization of power  Help decentralization of urbanization and many destinations for migration  Creating more resource centers and development centers in 23 districts.  Faith in Parliamentary democracy, credibility for promise in parliament will increase.  55

Peaceful Problems of extremism and communalism can be effectively tackled  Development is the major answer to naxalism, and lack of it is reason.  Communalism is sponsored by treacherous politicians, for instance, to unseat a congress CM old city was set to flames of riots in 1979 and recently in 2010 to bring down present CM.  56

Baseless apprehensions To say that Maoists gain strength in Telangana is baseless, because it is common to big or small, combined or separated state.  To say Islamic fundamentalism in old city will increase is meaningless because pampering policies are the reasons for it.   • 61. They have been struggling for more than 15 years. As a matter of fact it a 50-year old demand and unfortunately a large number of people in coastal Andhra and Rayalaseema are opposing it. The Union Government should take initiative and build confidence of coastal Andhra and Rayalaseema by replying to their concerns and assuring them that justice will be done to them on the issue of the capital city, and employment potential will be shared even with coastal Andhra people. 61
  • 62. There is some opposition. There are some genuine apprehensions about water distribution, employment potentiality, about their future in Hyderabad. This is a justified demand of the Telangana people and we appeal to the coastal Andhra NGOs, teachers, students and others sections of people to reconcile to the reality and withdraw their agitation. We wish that the Telugu people though politically divided into two states should continue as brothers and solidarity among them should remain unaffected. 62
