17. HOV3+ Discount
• HOV3+ motorists travel for free if they have
a valid FasTrak transponder and use the
dedicated HOV3+ lane.
• The exception is between 4 pm and 6 pm
eastbound Monday through Friday when
carpoolers receive a 50% discount.
18. Toll Evasion Violation
• Image of license plate captured
• A Violation Notice is issued to the registered
owner when a transponder is not detected or
the plate is not on the account
• $25 penalty for first notice
• $30 penalty for each delinquent notice of toll
evasion
• Additional penalties for violations escalated to the
collection agency in amounts up to $100 for the
first violation, $150 for the second and $200 for
each additional violation within a year.

The RCTC lane system is installed and in its final round of testing

If you have driven on the corridor you have seen that the RCTC overhead information and toll rate signs have been installed and tested.
Median mounted signs are currently being installed.
The existing traffic operations system which provides the traffic operations center with live feed from the Express Lanes was relocated to a larger space within the Anaheim operations facility to allow for additional viewing monitors and personnel. The traffic management system was also replaced. The OCTA operations were transitioned to the new traffic operations center in August of 2016.
Retrofits to the existing customer service center are underway to accommodate XX additional customer service representatives.
RCTC has entered into several contracts for the operation and maintenance of the Express Lanes.
Identical to OCTA, RCTC has entered into a maintenance contract with Caltrans for the Riverside portion of the Express Lanes. Maintenance of the corridor will occur at the same time for both segments and coordination with District 12 and 8 is underway to ensure a seamless and efficient maintenance operation.
RCTC is entering into a contract with CHP for enforcement on the riverside section.
RCTC has entered into a contract with FSP for dedicated towing services on the riverside county section.
RCTC entered into a contract for maintenance of the traffic operations system and changeable message signs. The cost of these contracts will be shared with OCTA.
RCTC and OCTA are in the process of arranging for shared lane and back office maintenance contracts as well.
RCTC has created a marketing plan to inform existing customers of the opening and how the extension will work and to attract potential new FasTrak customers to the 91 express lanes.
The marketing efforts will kick off on December 1st with a letter to existing customers informing them of changes to their account license agreement.
The letter will also include a marketing piece providing them with some basic information about the extension.
RCTC’s public outreach team will attend several community events over the coming months using materials geared at encouraging the opening of new accounts and providing general information.
In December an article covering the extension will appear in the AAA Westways magazine.
Four to six weeks out from opening direct methods of communication will be in place on the 91 expresslanes.com, on our CTOC partner websites, through billboard signs and using the on road Express Lanes changeagble message signs.
Finally two weeks prior to opening RCTC will place radio advertisements during the commute hours to inform motorists of the opening.
The 91 expresslanes.com will be updated to reflect the addition of RCTC to many of the pages and a web banner announcing the opening will be in place.
When a car passes through a toll point the toll system captures the vehicle through a transponder read or a photo of the license plate. Processing by transponder is not only the most effective and cheapest method of processing a toll transaction it comes at the highest level of accuracy. Processing by plate requires human intervention and results in lost toll revenue.
The toll contractor has a requirement to read a transponder at nearly 100% accuracy. That only applies if the transponder is properly mounted on the windshield.
If a transponder is not read, the transaction will be processed by license plate. If the plate is on the account it will post to the account. If it is not a violation notice is mailed. Too many postings by plate result in an additional charge.
So if friends tell you they don’t use their transponder because their plate in on their account encourage them to mount a transponder. If they tell you they don’t want to mount it or they don’t have velcro encourage them to call the customer service center.

Bring some transponder for demo
ED: Vehicles with 3 or more passengers travel for free except between 4 and 6 PM in the eastbound direction when they get a 50% discount.
To get the discount you need a transponder, yes mount it.
You need to drive in the 3+ lane at each of the two toll points.
The HOV3 lane is to the left so drive in the left lane if 3 or more.
Explain penalties and interest and violations
ED: Toll violation enforcement protects revenue and allows for the payment of debt and operating costs.
A photo of each vehicle license plate is taken by overhead cameras which are fixed on each toll lane.
The commission adopted a toll enforcement ordinance earlier this year.
A series of notices will be sent for toll violations. Each violation has a penalty attached to it.
If a friend tells you they received a notice they didn’t have a mounted transponder or enough money in their account to pay the toll.
They need to respond to the notice to avoid additional penalties or collection action
Point out the distance of each segments
Customers in the Express Lanes wishing to exit need to do so at the first set of hashed striping. An access lane is being installed to move these cars out of the Express Lanes and giving them room to merge into the GP Lanes.
Customers in the GP lanes wishing to enter the Express Lanes at the county line do so at the second set of hashed lines.
Did you know that the old double yellow line that used to mark Carpool lanes was replaced with a solid white line? Crossing a solid while line is illegal.
