1. INISE AFRICA STUDY TOUR LIVERPOOL MEETING
SATURDAY 26th MAY 2012
Objective:
Following the Study Tour of Africa by Mr. Tomasz Sadowski, Mrs. Barbara Sadowska and Ms.
Ewa Sadowska to Kenya and Ethiopia between 28th April 2012 and 17th May 2012, a meeting
was held with all African communities resident in Merseyside to brief them on the outcome or
its results and what impact it has on INISE.
Attendance:
55 people attended the meeting from various African communities including Dr. James Akpablie
resident of Ghana on official duties in Merseyside at the time. Ms. Magdalena Chwarscianek,
CEO Barka Netherlands also attended.
The attendance list is attached as an appendix.
Meeting:
The meeting had two sessions. The first session comprised of briefing for community leaders to
provide them with encounter with the founders of the Barka Foundation and deeper
understanding of how the Africa visit enriched and deepened the understanding of Africa. The
second session was for the delegates from various African Communities and organizations with
interest on Africa.
The leaders meeting had the same content as the open session and for the purpose of this
report will be covered as one even though distinction of the two is made on the attendance list.
1.Overview
Dr. Jonas Appiah-Ankam
 Welcomed deligates from 12 African country associations and organizations composed
of Ghana, Kenya, Somalia, Nigeria, Zimbabwe, Congo, Eretria, Ethiopia, Harambee (CIC)
UK, Muslim Women, Parcours, Ubuntu Healing and Social movement for leaders of
Africa Societies.
 INISE initiative project was subject of day’s meeting is on social market economy
entrepreneurship in Africa based on bottom up approach instead of common top
bottom schemes experienced or encountered.
 The reason we are all here is to understand it, support it and promote it.
 When the public or beneficiaries are not involved in an undertaking their support is
limited.
 The importance of this assembly is participatory inclusion in the project development
and thereby ownership in delivery and thereafter satisfaction in its success and
outcome.
 Barka has both the competence and capability of executing the project but choose the
path assures long term and sustained impact.
2. The Barka Foundation:
Ms. Ewa Sadowska (African name Mweende; the loved one).
 The Barka Foundation started in 1989 when Tomasz and Barbara together with their
young family started a small community sharing life together for 8 years with a group of
marginalized and destitute people.

2.  The experience of in her early years of living with extreme from destitute backgrounds
continues in shaping her life and understanding of those she serves or in position to
help.
 Over the years Barka has evolved into a formidable organization transforming the lives
of many and having impact on government and society. They have transformed social
rejects into successful community leaders. Rehabilitated infrastructure transforming
environment, neighbourhoods, society and incomes.
 Barka influence of human capital is vast and varied, people who were or perceived
themselves as marginalized or excluded are working, owning and running own Social
Enterprises across Europe.
 Barka directly influenced the Polish Government enact four legislation on Solidarity and
Social Market Economy.
 Barka has proved that it is never too late for anyone to experience or have life change
towards being productive or induce change in others.
 Barka has grown to be recognized as a standard or model institution by various agencies
including governments.
 Her experience in Kenya and Ethiopia unlike Europe, Africa society has not lost its social
and community touch.
 Working with migrants from former socialist countries reveals broken lives induces low
self esteem.
 Barka willing and available to work closely with African migrant communities.
3. INISE SEEN FROM EQUAL FOR EUROPE
Mrs. Barbara Sadowska ( Africa name Mwikali; the one who stays)
Mwikali’s presentation put emphasis on Barka experience and what it offers or means for the
INISE intervention in Africa.
 The EU Equal project targeted former aimed at building human capital in former Eastern
Europe socialist countries created opportunities for people with challenges.
 Exceptional results were demonstrated by testimony and creativity of salvaged
individuals and infrastructure.
 The results which were achieved through working in partnership with others were
amazing.
 Currently Barka commissioned by the Polish Government to introduce the Barka model
in 15 regions across Poland.
 The African tour revealed that while Africa is strong, Barka has the tract record and
while Barka has the reputation, Africa has the resourcefulness.
 People tend to work within themselves but partnerships become all inclusive.
 Barka’s unique innovation is building partnerships with private, local and central
government, teachers, priests and all forms and types of leadership.
 Within the social market economy model, income should be re-invested in the
community. Thus economy of solidarity creates solidarity.
4. INISE AISBL – EQUAL FOR EUROPE WITH AFRICA.
Mr. Tomasz Sadowski (Africa name Mutua; the one who stays)
Collective vision
 Mutua took the audience through the similarity of experience between Eastern Europe
especially Poland and Africa. Polish experience of oppression and plunder is even worse
than Africa in that during the communist occupation professionals, leaders, intellectuals,

3. elderly in villages, towns and cities were exterminated. The killing of 6 million people in
population of 36 million in 6 year destroyed the very core and fabric of social order.
 Africa on the other hand witnessed different form of external presence. Europe’s
mission into Africa was driven by profit extracting for itself as much as it could. The
evidence of which is seen all over Europe.
 While as a consequence of dismemberment its core population Polish traditions
suffered, Africa continues to maintain and sustains its traditions which gives it strength
and resilience.
 INISE initiative for Africa is born out of seven study visits comprising of 7-10 people each
from North West among the Africans as well as from Uganda. Next group is due 13 – 16
June 2012.
 INISE is therefore a creation or is derived from the interaction of Barka and African
delegates that constituted the various visit cohorts. This means it is your (African
Communities) initiative.
 You are the way and path to Africa. You are the ones who brought us here and we shall
do what God allows us to do.
 In Africa there is and we witnessed acute marginalization. Why is it?. Europe went to
Africa as traders, driven by self interest and profit.
 But each one of us here has one project – Development of human capital and
infrastructure in Africa.
 Europe is mistaken on the inferiority of Africa. Africans are our oldest cousins and have
something to teach us.
 Our experience has reveal Africa communities very human and cultures more inspired or
improved. Maintaining and preserving African traditions and value system is important
for humanity.
 In four months Kanini Kaseo comprising 37 women has grown into community based
organization composed of 19 registered groups. This is something that people in the
Polish country side would not have achieved so quickly.
Human Development:
 World dived into three sectors, Africa, Europe and Asia. While Africa has resources, it is
most marginalized.
 As indicated, Europe went to Africa for business and profit but not to develop it and the
evidence evident everywhere.
 INISE is there to initiate programs in select areas in partnership with others.
 Developed Africa can have an impact on Europe especially the least developed. Prof.
Jerzy Buzek, a good friend who understands very well in our meeting of February 2012
asked me for closing remarks. I said “Dear brother, Europe will never be able to grow
and develop without Africa”.
 INISE is not a program for talking but implementers which is our challenge. We shall
solicit for funding from Europe and within Africa to fund new infrastructure and
strengthen current structures in partnership with others.
5. The beginning

 Part of Chara Trust mission is to learn not only here in UK but wherever we are able
what is good, what works without much effort other than determination what can bring
change in Africa.

4.  To believe in change is to make change happen.
 Interest in Poland developed through Andy Churchill who in 2005 shared vision of
helping Polish people in Poland understanding of Europe and European funding.
 While Poland is new to democracy, Africa with 50 years of independence has 34 out of
its 53 countries classified as underdeveloped in engaging people or communities in
making a difference.
 Contact with Barka Foundation began in February 2011 with first study visit. What
captivated us Africans in Poland was humans being at the center of everything.
 Mission was to take as many Africans as possible to learn and experience Polish
experience leading to the current initiative.
 The project has rekindled a new vision for Nigeria leading to an invitation of being
resource presenting a paper in a conference of Universities in Nigeria on Social
economy.
6. Itinerary and content
Ms Ewa Sadowska
 Technical hitch with the equipment presented challenges in projection of the tour video
and thus its content. Material are on both Barka Poland and Barka UK website from
where they could be viewed.
 The tour was judged a success which included all the important variables for an
informed understanding of Africa. Contact and meetings in both Kenya and Ethiopia
were held with government functionaries, civic leaders, communities, church leaders
and diplomats of foreign governments.
 Visits were made to both urban and rural communities discussing their hopes,
challenges, visions and perception on needs for development.
 Voluntary allocation of land in Kenya for establishing INISE projects demonstrates
acceptance and ownership of the project by the people which was subject of Dr. Jonas
introduction remarks.
 The warmth at all the sites visited Tinganga in Kiambuu, Mathare, Kariobangi and
Mukuru in Nairobi city, Kanini Kaseo in Kathonzweni, Hurara from the coast, Academic
staff and administration of Mekelle University, Rural communities in Tigray and the
Tigray National Regional State Science and Technology Agency was overflowing and
deep from within them.
 Caritas Nairobi and Equity Bank in Kenya equally commended the project and its
mission.
 There was understanding, hope and desire to be part of the initiative.
7. Recognitions
Recognition was made to individuals and organizations they represent whose activities or in the
cause of their duties at work or social responsibilities had an impact on INISE. Those honoured
and presented with Barka publications were:-
 Mr. Ken Perry, CEO Plus Dane Housing whose company was main sponsor of Black
History month dinner event that raised £3,200 used to launch Kanini Kaseo.
 Mrs. Maureen Chendo, Plus Dane Housing principal organizer of dinner.
 Mr. Godwin Bateren, Chara Trust responsible for organizing study trips to Barka
Foundation in Poznan, Poland.
 Mr. Joe Imathiu and Maj. (Rtd) Sam Ndebu for their support of the Africa study tour.
 Dr. Jonas Appiah-Ankam for hosting the briefing meeting in Liverpool.

8. Way forward
Vision of Tomasz:
 INISE does not yet have funds at its disposal to undertake any project or activity.
 The EC has no current funding stream that INISE can apply to for funding of its
intervention in Africa.
 It is there of paramount importance INISE fast track both registration, creation of
partnerships and bid for funding for submission to the EC during preparation window of
its budget for 2013.
 The project proposals should thus be submitted preferably end June or early July 2012.
Should this fail to materialize, application through non dedicated streams can be lodged
which would yield lower funding levels.
 The INISE statute whose founding members includes communities and institutions from
Merseyside, Poland and other European countries will, thanks to the input of Mrs.
Debra Foley, receive high priority.
 INISE AISBL will be registered and based in Brussels, Belgium.
 Once registration is in place, visit to EC and EP will be undertaken for funding support
and awareness.
Comments and appreciation
 Other than clarity on a number of issues, those assembled expressed thanks and
appreciation to Mutua (Tomasz), Mwikali (Barbara) and Mweende (Ewa) also noting
presence of Magdalena.
 Suggestion for Chara Trust to be interface between communities and organizations in
Merseyside (North West) and INISE AISBL/Barka Foundation was turned down in favour
of council/committee compose of two nominees from each of them who would elect
the leadership.
